3.1 General.
3.1.1 CIR. None.
3.1.2 Tech Rep. Not Applicable
3.1.3 Protective measures - general. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.
3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
3.1.5 Location identification. As part of testing process for LBP, ensure that deck numbers, compartment names and frame numbers are used to document locations where each sample has been taken. Be aware that the frames are the ribs of the ship and serve as vertical boundaries for compartments. Compartment numbers consist of four parts, separated by hyphens, in the following sequence (example: 2-20-3-L):
1) Deck number
2) Frame number
3) Position relative to ship centerline
4) Use of compartment
3.1.6 Report submissions. Expedite shipment and analysis of all sample results for receipt within five business days. Provide detailed written report of findings to include at a minimum:
· Company performing assessment
· Coast Guard Cutter being assessed
· Location of samples taken (3.1.5)
· Results of laboratory testing of bulk samples.
· Type of laboratory testing completed.
· Square footage of lead presence.
· Potential health risks to crew.
· Recommendation for further actions to be taken.
Report may be submitted as part of or addition to other reports as necessary.
3.2 Testing particulars. The Contractor shall accomplish the following tasks:
3.2.1 Lead dust. Take lead dust wipe samples in the designated locations not to exceed 40 , as specified in the sub- paragraph titled “Lead dust wipe sampling” SFLC Std Spec 0000, Appendix A or B, as applicable, in locations designated by the Coast Guard inspector.
3.2.2 LBP. Remove paint chip samples in each designated location not to exceed 40 samples, ensuring each sample is approximately one square inch in size; and of a uniform cross section of all layers of paint, down to the metal substrate. In addition, ensure the following:
· Each paint chip is secured in a sterile container or bag.
· Each location of removed samples is marked with a suitable chalked identifier immediately adjacent to it, and the container or bag is also marked with the same identifier.
· Ensure testing equipment and/or method is capable of providing results down to a lead level below .009 percent by weight (0.018 mg/cm2, or 90 ppm).
3.2.2.1 Wipe down a one square foot area surrounding each paint chip sample using a suitable lead dust cleaning solution. Dispose of all consumables in accordance with the requirements and all federal, state, and local regulations.
3.2.2.2 Ship all samples for analysis by a laboratory certified by the National Lead Laboratory Accreditation Program (NLLAP) or the American Industrial Hygiene Association.

3.3 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces, as applicable, to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs.). In lieu of abiding by the feathering guidance provided in SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs), build up new coating to overlap all existing adjacent coating edges.
NOTE
Reason for not feathering edges is to prevent generating lead dust.
3.4 Chain of custody. The Contractor shall document a complete chain of custody record of the removed paint chips from the vessel to the point of final destination or delivery. Submit document to the COR upon completion of work.
