CGC ANTHONY PETIT FY15 Drydock: Questions & Answers, March 20, 2015
1. Question: Could the USCG extend the period for clarifications requests to 27 March 2015? Drawings have not yet been received and review of drawings may prompt additional questions
Answer: Yes this is acceptable
2. Question: Work item O-7l , para 1.1, 1.2 & 3.7: In paragraphs 1.1 and 1.2 the specifications discuss replacement of the Port and Stbd Z-drives. In paragraphs 3.7 on, the specifications refer to replacement of just the Stbd Z-drive. Is pricing to reflect replacement of one (1) or two (2) Z-drives?
Answer: Pricing should reflect renewal of 2 Z-drive units.
3. Question: Work item O-7l, para 3.11: In paragraphs 3.11 the specifications discuss painting of new and disturbed surfaces. Can provide details of what coatings have previously been applied to the interior and exterior surfaces of the replacement Z-drive(s)?
Answer: This paragraph is talking about the ship not the Z-drives.
4. Question: Work item D17 paragraph 3.2: In paragraphs 3.2 the specifications, table 1, task #5 indicates that if the winch drum has plugs, the internal surfaces need to be preserved. Does the winch drum have plugs?
Answer: The task states to perform task only if plugs exist on the drum. The Contractor can determine this by inspection.
5. Question: D19, Para 3.2:
- In paragraph 3.2 the specifications, task #2 references paragraph 3.2.3 of SFLAC 5000, when it appears that the specification should reference paragraph 3.2.4.
- In paragraph 3.2 the specifications, tasks #5 & 7 reference paragraph 3.2.3 of SFLAC 5000, when it appears that the specifications should reference paragraph 3.2.2.
- Because of the sensitive nature of the davit, does the USCG intend to grit blast the davit or would they consider spot mechanical preparation and application of a full color coat?
Answer: Task #2 should reference 3.2.4. Task #5 and #6 should reference paragraph 3.2.2. Contractor should refer to the paragraph 3.2.4 for specifics on preservations.
6. Question: D40, para 3.2
In paragraph 3.2 the specifications, task #3 of SFLAC 5000, indicates in place SP-10 sandblasting of the Chain Stopper. There is a significant risk that sandblasting without disassembly will render the units vulnerable to grit contamination that could damage pins and bushings. Can the USCG modify this specification to either include disassembly of the units or revise requirements to spot mechanical preparation?
Answer: Task #3 should reference 3.2.4 not 3.2.4.1. 3.2.4 refers to several methods of appropriate surface preparation.
7. Question: In item 6 Z drive propulsion unit renew are we to just do 3.4 initial inspection with the tech rep summit the CFR from the inspection and wait for the response to the CFR? And could that response stop the work in item 6 and activate item 7 Z drive propulsion unit renew?
Answer: Both Work Items 6 and 7 are optional. It is the intent of the Coast Guard to activate one or the other prior to the start date.
