QUESTIONS AND ANSWERS FOR THE CGC USCGC HICKORY (WLB 212)

IFB No.:
HSCG85-09-B-625020
QUESTION 01 DEFINITE ITEM
D-18
PARA NO.
3.5
TITLE:
Temporary Services

Temporary Services para 3.5 directs the contractor to the General Requirements 3.10.

1. Q: What is the estimated crew compliment and make up of Males Vs Females?

2. Q: Will the minimum replacement facility for up to 18 crew members be acceptable?

RESPONSE:

Crew make up is 4 females and 46 males.

A facility for 18 would probably work for the shower drain mod.

QUESTION 02 DEFINITE ITEM NO.
D-13
PARA NO.
3.3.3
TITLE:
Buoy and Cargo Handling Crane Wire Rope Renewal

3.3.3 Identifies the wire rope shall be under 2,000 lbs constant load during installation on the winch.

Contractor can not locate a source to maintain the 2000 lb requirement; OEM Technical Representative recommends wire to be loaded to the Tech Reps satisfaction.

Q: Contractor request specification change to reflect “Under Load” without the 2000 lb requirement?

3.14.3 For biding purposes, Contractor can not estimate how much cracking or deformation may occur, therefore how much NDT will be required.

Q: Contractor recommends this be subject to a change by CFR?

RESPONSE:: Answer to para 3.3.3: 2000 lbs load is per OEM Tech Rep. I need to know what the load is to satisfy OEM Tech Rep.

See para 15 under 3.14.3: NDT is subject to change order.

15 Any defects noted on pre-test inspections, test, or post-test inspections may be the subject of a contract change.

QUESTION 03 DEFINITE ITEM NO.
D-18
TITLE:
Temporary Services

Temporary services table list the following 3 spaces require Refrigerated Storage:

Meat Freezer: 110 ft3, <=0°F

Dairy Box: 100 ft3, 30-34°F

Vegetable Box: 100 ft3, 34-40°F

Q: Is this correct?

No, there are only 2 refrigerated spaces, not 3 on this class & the chill box and freezer box each have about 25o ft ^3 of volume. When temporary refrigerated stores are required, somewhat less than this volume will be necessary, and the Coast Guard will change its recurring work items to suit. However temporary refrigerated stores are not required for this availability, and will be deleted from the next revision of the specification.

QUESTION 04 DEFINITE ITEM NO.
D-17
Para no. 3.5.1
TITLE:
Deck Coverings Interior Polymeric Reseal

Q: The 50 s.f. of repair as identified in paragraph 3.5.1, the contractor needs to know if all the repairs are in one compartment or in 50 different compartments.

Q: What is the existing decking system is in the compartments needing repair.

1. Assume 2 compartments will need a total of 50 sq. ft. of deck covering renewed. The specific compartments needing renewal will be identified by the Coast Guard Inspector. The reasoning I used was 10% of all the compartments needed deck renewal. Since there were 20 compartments, then that makes 2 compartments needing deck covering repairs.

2. The existing deck covering can be provided by the Coast Guard Inspector or by performing a shipcheck.
