Solicitation No. HSCG85-08-B-625021 FY08 Dry-dock and Repairs of CGC SWORDFISH (WPB 87358) & CGC BLUE SHARK (WPB 87360) Amendment No.: A0004

The purpose of this amendment is as follows:

a. The answers to the following Request for Clarifications are as follows:

QUESTION: Government furnished material? The kits provided. Drawing 556-04-1 General notes #36 Hose assemblies 1-6. Based on the verbage in the notes are we to assume these hoses are going to be supplied with the kit GFM? Is there a list available to cross refernece the material list with the individual kits so there is no duplication of cost?

-ANSWER: As per the drawing, these hose assemblies will be available in the kit labeled “Hardware Kit” as Government Furnished Material. I am currently investigating if inventory lists are available for the kits to cross reference the material needed.

QUESTION: Paragraph 3.3 of this Spec states that; "The material of the valves shall be bronze with monel trim."

The valves installed on this vessel are industrial valves, with either bronze with bronze trim or bronze with stainless trim on all of the systems affected by this item. Should we now replace them with bronze valves having monel trim, the valves would not only be much more expensive, but their end connections would be different as well as their lengths, so that it will then be necessary to modify the affected piping, an additional undertaking of substantial cost. It must also be stated that some of these replacements would have a lead time of 12-14 weeks, ARO.

Renewal of the (currently SS) 2.5" Firemain OVBD check valve, # 1-DV-4, will not even be possible in bronze with monel trim, as it's Manufacturer does not produce it in those materials. Is it the government’s intent to replace all valves as specified and modify the piping as needed, or replace the valves in kind, as a direct replacement?

-Answer: The intent of the specification is to renew the valves in kind. The intent is not to upgrade the valves, modify piping, or changes existing material.

Normally given a choice for sea water systems bronze body valves with monel trim are preferred. However in the case of the 87’WPBs, where the removed valves are proven to be other than “bronze body valves with monel trim” they are to be renewed in kind (identical or of like size, material and quality to that removed, i.e. same make/model/part number).

The cited paragraph will be reviewed and may be altered in future specifications, to clarify the inconsistency pointed out by this question.

b. All other terms and condition cited on the original solicitation remain unchanged.
