1.0 INTRODUCTION.

The U.S. Coast Guard (USCG) Shore Infrastructure Logistics Center (SILC) is procuring long-term lodging accommodation services for deployed Rotary Wing Air Intercept (RWAI) aircrew members of the National Capital Region Air Defense Facility (NCRADF). The selected contractor shall provide all facilities, management, personnel, supplies, materials, utilities, and items necessary to provide the required accommodation services and amenities in accordance with all the terms and conditions set-forth in the contract.

2.0 BACKGROUND.

The mission of RWAI is to provide aviation support in its designated area of operations (AOR).

To accomplish this mission, it is necessary to contract for long-term lodging. The Coast Guard requires a lodging facility that is well-maintained, located within a one (1) mile radius drive of Hangar 5 at Ronald Reagan Washington National Airport, within a ten (10) minute walk to a Metro station, and contains necessary amenities that allow Coast Guard members to maintain quality living arrangements with the least amount of burden and disruption.

3.0 SCOPE.

The objective of this effort is to acquire lodging services to support deployed RWAI air and maintenance crews near Hangar 5 at Ronald Reagan Washington National Airport. The service requirements relate directly to mission essential items as identified in this Statement of Work (SOW) and provide for the highest level of service delivery performance critical to mission success.

4.0 APPLICABLE STANDARDS/DOCUMENTS.

The contractor shall comply with all applicable laws, regulations, requirements, and all industry standards/references as necessary for the services required herein. The contractor shall obtain and submit all required licenses and permits required for the performance of work and shall maintain such licenses/permits throughout the term of the contract.

The lodging facility shall meet, at a minimum, the requirements of two stars for a Forbes Travel Guide (formerly Mobil Travel Guide) rating, two diamonds for an American Automobile Association (AAA) rating, and/or an equivalent rating; the facility must meet the requirements, at a minimum, but DOES NOT actually have to be formally rated by an organization.

5.0 TECHNICAL REQUIREMENTS.

5.1 The lodging facility shall be located within a one (1) mile radius drive of Hangar 5 (see Diagram 1) at Ronald Reagan Washington National Airport. It is preferred, for operational and logistical reasons, to house all Government Personnel in one location. If one location for all government crew members is not available, an adjoining building or complex(s) within (1) mile drive of Hangar 5 is acceptable. Hangar 5 is physically located here:
