QUESTIONS AND RESPONSES #3

RFQ HSCG84-17-Q-AA5544

DATE: August 3, 2017

1. QUESTION: Is there a union currently representing any of the food service employees?

RESPONSE: Yes, please see Amendment 0002.

2. QUESTION: If so please provide the name and contact information for the union and a copy of the Collective Bargaining Agreement.

RESPONSE: See response to Question 1.

3. QUESTION: Is there an existing Mess Attendant contract between the government and a service provider?

RESPONSE: No. Currently the contractor is providing Full Food Services. See Amendment 0001 for clarification.

4. QUESTION: If so please provide the current pricing Schedule B and, or provide the annual dollar value of this contract.

RESPONSE: See response to Question 3.

5. QUESTION: Requesting that the government please extend the due date for proposals to Friday, July 28th.

RESPONSE: Due date for quotes will be extended to August 4, 2017, at 4:30 P.M., EST

6. QUESTION: How many people currently staff this contract?

RESPONSE: This is a new requirement and quoters should propose sufficient number of personnel to satisfactorily perform services required in this RFQ.

7. QUESTION: Is the scope of work in this solicitation the same as the incumbent contract?

RESPONSE: No. See Amendment 0001 for clarification.

8. QUESTION: What is the total contract dollar amount of the current contractor?

How many years is the current contract, and what is the yearly amount of each of those years?

RESPONSE: See response to Question 3.

9. QUESTION: What is the start date of Solicitation Number: HSCG84-17-Q- AA5544 contract?

RESPONSE: The start date for the awarded contract will be September 1, 2017.

10. QUESTION: Have the Scope of Work, under this new solicitation remained the same, decreased or increased compared to the current contract?

RESPONSE: This is a new requirement for mess attendant services only. See Amendment 0001 for clarification.

11. QUESTION: What is the total contract value of all option years, including base year for the current contract?

RESPONSE: See Response to Question 3.

12. QUESTION: Who is the current incumbent?

RESPONSE: The contractor performing Full Food Services at USCG TRACEN Yorktown is Three Cities Management.

13. QUESTION: Does the contractor have to provide pest control for this contract?

RESPONSE: Yes, see PWS paragraph 4.9.

14. QUESTION: What are the opening of serving lines throughout breakfast, lunch, and dinner at the Main Dining Facility RESPONSE: See Amendment 0002.

15.QUESTION: Is there an incumbent contractor currently performng work for this requirement?

If so, could you provide their comapny name and contract number?

RESPONSE: See Response to Question 3.

16. QUESTION: Is the column under QTY the "number" of months?

RESPONSE: For Support Services it is months. For the rates it is hours.

17. QUESTION: Is the Unit meant to mean "months" and/or "hours"?

RESPONSE: See response to Question16.

18. QUESTION: The Qty column says "TBD". Are we to guest how many months to calculate the "unit price" and "total amount"?

RESPONSE: TBD = To Be Determined is referring to hours. You only need to provide an hourly rate.

19. QUESTION: The Unit column says "HR". Are we to guess the number of hours to calculate the "unit price" and "total amount"?

RESPONSE: HR = Hourly Rate is referring to hourly for that labor category. You only need to provide the rate.

20. QUESTION: How many people are needed for each position? For example, how many sanitation specialist, cashier, lead workers, etc. are needed for a one year period?

RESPONSE: See response to Question 6.
