1. Question: Item 1b (page 261) states “All sections in either volume must be tabbed for identification [emphasis added].” However, in Amendment 1, Question 2 Asked about the Table of Contents, Cover Page, Title Page, Tabs, Divider Pages, and Blank Pages and the Government responded “These items do not count against the page count but should be kept to a minimum [emphasis added].” The two statements give two different criteria for tabs in the technical proposal. “All sections” would presumably include all sections listed on pages 261-265, so, for example, there would be separate tabs for the Organization Chart, the Staffing Plan and the Phase in Plan under Factor 1 Management Plan, as well as the tab for Factor 1. Please clarify which level of tabbing the Government wants in the proposals. Please tab as you deem necessary for clarification.
2. Question: Item 1b (page 261) states “All sections in either volume must be tabbed for identification [emphasis added].” Item 4d (page 264) lists the requirement for Representations and Certifications. The next three items, 4e, 4f, and 4g list RFP FAR Provisions 52.209-7 and 52.209-11, and HSAR 3052.209-70. Since these three sections are part of the representations and certifications, does each need a separate tab? One tab for Representations and Certifications that includes all these items.
3. Question: Will you accept electronic submissions or must it be hard copies? No, per paragraph three, please submit 4 copies of the technical volume and one copy of the Pricing volume.
