When are RFIs due following the site visits? By COB 29 June 2016.
Schedule B
Reference: CLIN X007 Pertains to only COMs for Petaluma Housing Question: Is there any Service Call work requirements for this site? If so, where does it get priced? No, there is no service call work at TRACEN Petaluma, it is all handled by the Coast Guard.
Reference: CLIN X007 and paragraph 2.1.1, Petaluma Com On-Site Management:
Question: Why is this for four months each year and not twelve? Furthermore, Petaluma is listed as having only 39 units. Please clarify reason for this arrangement; it seems an unnecessary cost. The Site Manager for Petaluma is requested for the transfer season which occurs during the summer and increases the work load during that time.
Please refer to Paragraph 10.6.6 and 10.10.3 for the description of housing units at TRACEN Petaluma.
Reference: CLIN X008EF Replace Roof Question: Would the Government review and confirm the unit of measure is LF and not SF? Unit of measure should be SF.
Reference: CLIN X010DI- Replace Gas-Fired Forced Air Furnace Question: Would the Government review and confirm the unit of measure? Unit of measure should be EA.
Reference: CLIN X013B- Complete Cleaning Question: Would the Government review and confirm the unit of measure? Unit of measure should be EA.
Reference: CLIN X013E, Shampoo Carpet on Stairs Question: Is the price per SF and a total of 2 units correct? The correct estimated quantity is 200 SF.
Reference: CLIN X014 Labor CLINS for task hour work Question: These CLINS requests hourly labor rates from Alameda, Contra Costa, Marin, and San Francisco Counties based on the Service Contract Act. These four counties actually have two Service Contract Act wage determinations, one for Alameda and Contra Costa Counties, and one for Marin and San Francisco Counties. The wage rates requested vary considerably from one wage determination to another. This difference will be magnified once additives like FICA are applied. Please either split the rates between the different wage determinations or provide a means to estimate how much work will be requested for each county. Additional CLINS have been added to cover the different wage determinations.
Reference: CLIN X016 requests hourly labor rates from Alameda, Contra Costa, Marin, Sonoma, and San Francisco Counties based on the Davis-Bacon Act. While there is a single wage determination, in many cases, there are different wage and benefit amounts by county. For example, the Plumber/Pipefitter gets $96.01 per hour in wages and fringes in San Francisco, while the corresponding rate per hour in Contra Costa County is $52.31, which is almost half. This difference of course will be magnified once additives like FICA are applied. Please either split the rates between the different counties or provide a means to estimate how much work will be requested for each county.
Reference: CLIN X016 requests hourly labor rates for Laborer based on the Davis- Bacon Act. However, the wage determination gives nine different Laborer classifications just for Construction. There are significant differences between the Group 4 rates and the other rates. Which Laborer classification(s) does the Government expect the contractor to use? Please clarify.
Reference: CLIN X017 (now X018) Question: What is the purpose for CLIN 0017 (Materials, Sub-Contracting, Equipment).
Could this be clarified so we do not duplicate costs in EQI &/or FFP? These CLINS are for use when subcontracting work or when pricing work that will be done by the Contractor but was not previously priced.
Reference: CLIN X017 (now X018) Question: Per the instructions the FBR is to be entered as a decimal number. Those blocks are formatted for percentage so just enter the number.
Performance Work Statement
Reference: Section 1.3.2 – Service Calls, 4.1.5.1 – Emergency Service Calls, and 4.1.5.2 Urgent Service Calls Question: There is no mention of Routine calls. If a call is neither an Emergency nor Urgent, how should it be classified and processed? Please clarify. Due to the impact on the residents of the housing areas we have chosen to identify all Service Calls as either Emergency or Urgent only.
Reference: Section 1.12.1 Asbestos Question: Asbestos remediation: The Contractor is responsible for all testing required to perform work at all sites. Remediation will be on the USCG or special Task Order at all sites (No CLIN). Work to remediate Asbestos will be negotiated on an as needed basis.
Reference: Section 1.12.4 Refrigerants
Questions: How much mixed refrigerant is handled on an annual basis on this contract?
Approximately once a year non-functioning refrigerators will need to be disposed of.
Some housing units contain air conditioners.
Reference: Section 1.12.4 Refrigerants Questions: How much (workload) specific Leak and Repair work specific to HVAC systems takes place on an annual basis (estimate)? See Appendix 1 for historical work load.
Reference: Section 1.17 – Weather Conditions Question: what is considered “untimely”? More than 2 days?
Reference: Section 1.18.1 – Transition Period Question: How long is the Transition period? The Coast Guard will make every effort to provide up to 1 month but it may be less than that.
Reference: Section 1.18.1 – Transition Period Question: How many back log repairs or service orders is the successor contractor anticipated to inherit from the incumbent? None
Reference: Section 1.18.1 – Transition Period Question: Will the government advise how much of the existing inventory in the work rooms at Alameda and Novato will be turned over to the awardee? This is between the incumbent and the new Contractor.
Reference: Section 1.18.2 – Phase-Out Question: How long is the Phase-Out period? The Coast Guard will make every effort to provide up to 1 month but it may be less than that.
Reference: Section 2.1.1 (Page 146) Personnel Requirements - The RFP states The PM or APM shall be available within 30 minutes during normal duty hours from Monday thru Friday to meet with Government personnel. After normal duty hours, the PM or APM shall be available within 1 hour.
Question: Is the government mandating the PM or APM be physically available to all locations within this time frame? Contact must be made within this time frame by phone.
Reference: Section 2.1.3 – Licenses/Certifications Question: What permits were obtained/required and submitted to USCG from previous contracts? Please refer to Deliverables, Paragraph 5 of the PWS
Reference: PWS 4.1.5.1 - Emergency Service Calls Questions: Requires response time of 30 minutes for Emergency Service Calls (two hours or less for YBI homes only). What is the response time for Emergencies outside normal work hours? Emergency work outside normal work hours will be responded to in the same time frames as during normal work hours.
Reference: Section 4.2 - Ground Maintenance Page 153 of 299 Question: Does the grounds Maintenance Service include Occupied Active Housing Units or does Tenant take care of their lawns/yards? The housing is occupied but due to the units being primarily apartments the occupants do not maintain the yards.
Reference: Section 4.2.5.2 - Drought Conditions/Water Shortages and 4.2.7 – Replacement of Vegetation Question: Since there is a serious drought in CA, and water restrictions may apply, will the contractor need to pay for replacement plants/vegetation in the cases where a lack of watering kills off the plants/vegetation? How will the USCG assess this? In the event that water restrictions are the cause of vegetation loss the Contractor will not be held responsible. The COR will monitor the vegetation at Alameda to ensure appropriate action is taken to prevent plant loss if possible.
Reference: Section 4.7.7 - Materials and Product Submittals Question: states that within 15 days after contract award, “the Contractor shall submit to the COR the manufacturer’s specifications and descriptive literature for all the following items…” If this is referring to the items already in use and in place in the housing units, wouldn’t these records already be in existence, to be turned over to the contractor upon contract start? Please clarify The records for each housing unit will show what was used. This part of the requirement is for the Contractor to show that they can match the existing items.
Reference: Section 4.8.1 - Liability Limits and 4.8.2 - Work Beyond Liability Limits Question: Emergency and Urgent Service calls have a liability limit of $350. Should CLINs 0009A, 0011A, and 0012A Emergency Service Calls be removed from the sheet?
If not, what if the emergency service call amount is over $350 on the CLIN sheet? All Service calls are expected to be covered in one monthly pricing for CLINS 0009A, 0011A, and 0012A. In the event that the service cannot be completed for under $350, per call, the Contractor will notify the COR. The cost of complete repair will be negotiated and the remaining costs over $350 will be paid. This applies to the Emergency work as well however, it is understood that completion of the work will continue up to the point where danger to or loss of property or life is no longer a concern.
Reference: Section 4.9.3.2 – IR Items Question: Does each unit have an individual fire extinguisher that needs to be serviced annually? Every housing unit should have two fire extinguishers. See Appendices 2 & 3 of the PWS.
Reference: Section 4.9.16.7 Appliance Replacement: (Page 176 of 299)
Question: Under the existing contract what happens to the Contractor inventory of appliances? If the incumbent has an inventory of unused appliances it is up to them to dispose of them as they wish. Traditionally, they have been sold to the new Contractor.
Reference: Section 4.9.23.8 Utilities: (Page 181 of 299) Question: What are the utilities other than electric and water? There are some gas utilities.
Reference: Section 4.9.23.8 Utilities: (Page 181 of 299) Question: Does electric include what is defined as High Voltage? There are High voltage lines in Concord.
Reference: Section 5. Deliverables and 6. Quality Control Questions: States that the Quality Control Plan (QC Plan) is due within 15 days after award. PWS 6 states it is due within 15 days of contract start date. Please clarify. The Quality Control Plan must be provided no later than 15 days after award.
Reference: Section 10.9 Appendix 9 Question: What is the size or sizes of the waste containers? Standard office wastebaskets.
Reference: IX. 52.212-1 Instructions to Offerors on page 261 of 299.
1. Question: Does Factor 2 Relevant Experience and Factor 3 Past Performance count in those 30 pages? Factor 2 Relevant Experience does count in the 30 pages. Factor 3 Past Performance is covered by the Past Performance Questionnaire and does not count against the 30 pages.
2. Question: Would the Government please clarify whether page count excludes the following items: Table of Contents, Cover Page, Title Page, Tabs, Divider Pages, and Blank Pages that are generated in meeting the double-sided print requirement? These items do not count against the page count but should be kept to a minimum.
3. Question: Since the SF 1449 is part of the Volume II Cost/Price Proposal, does that mean that a table of contents is not required for Volume II Cost/Price Proposal? Volume II should have a table of contents as well.
4. Question: If Volume II Cost/Price Proposal does require a table of contents, and since it is comprised of a series of documents including the SF1449, SF30s, Representations and Certifications, and the Bid Schedule with pre-numbered pages, would it be acceptable to the Government to identify each section of the Price Proposal in the table of contents by its divider tab name, and to not place additional page numbers on the forms? It is acceptable to use the existing page numbers and label sections by their tab name.
5. Question: IX. 52.212-1 Instructions to Offerors - Commercial Items, item 3 (page 261) states that the Technical Proposal shall be “less than 30 pages.’ Does this mean that there is actually a 29-page limit? Please clarify. This should actually state 30 pages or less.
6. Question: IX. 52.212-1 Instructions to Offerors - Commercial Items, item 3 (page 261) states that the Technical Proposal shall be less than 30 pages. However, item 3.c (page
263) appears to list the Past Performance Questionnaires as part of the Technical Proposal. Given that each questionnaire is 6 pages long, that submitting the maximum of 4 would mean 24 pages, and that they will be submitted directly to the Government, it would seem that they would not be included in the ‘less than 30 pages” limit. Please confirm or clarify. The Past Performance Questionnaire does not count against the page limit.
7. Question: RFP Section IX.1.c asks that proposals “be submitted on double-sided, 30% post-consumer fiber paper whenever practicable.” Does this mean the back side of a page may be left blank when warranted for organizational purposes? For example: the last page of a section or factor ends on the front side of a page, so the back side is left blank so that the next section may start on the front side of a page. Yes, pages may be left blank.
8. Question: In relation to page limits: Does “1 page” equal 1 printed side of a page? For example, would a page printed double-sided (front and back) be counted as 2 pages? Yes, one sheet of paper printed two sides is 2 pages.
9. Question: Section IX.1 states “Each volume of the proposal shall contain a table of contents for the entire proposal, except for the SF 1449.” Is each volume to contain a table of contents for that volume (e.g., Volume I would have a table of contents for Volume I alone; Volume II, for Volume II), or is each volume to contain a table of contents for both volumes? Please clarify. One table of contents for each volume.
10. Question: Section IX.3.c (Factor 3, Past Performance) is limited to no more than four contracts. Is Factor 2 (Section IX.3.b) limited to no more than four contracts, as well?
Please clarify. Factor 2 is not limited to four contracts but will count in your page count so plan accordingly.
11. Question: Is the limit of four contracts for Past Performance (Section IX.3.c) a limit of four contracts total, as in prime/teaming partners and/or any significant subcontractors combined? Or is it no more than four contracts per teaming member/significant subcontractor? Please clarify. Past Performance can be submitted for any member of a Joint Venture, Partnering Agreement or Protégé/Mentor program but no more than 4 total.
12. Question: Section IX.3.1) (Joint Venture Agreements) requests that a joint venture agreement be included in the price proposal (Volume II). Please clarify the following:
13. a. Under which tab/section of Volume II should a joint venture agreement be provided?
The Agreement paperwork should be submitted in Volume II.
14. b. Should Teaming Agreements other than Joint Venture agreements (e.g., between a Prime and Significant Subcontractor or other such partnership) be provided in Volume II, and if so, where in Volume II? Yes, these agreements should be in Volume II but can be any place in the volume, please indicate in the table of contents.
15. Question: Please confirm the name and address to whom the proposal should be addressed. Proposals should be submitted to Susan Lawson at the address in block 9 of the SF 1449.
16. Questions: Does the Government desire an original plus 2 copies (3 total) of Volume I – Technical, or an original plus 3 copies (4 total)? Please submit an original and three copies for a total of four.
Question: Paragraph 4. c. requires checking and savings account numbers. While we normally provide banking reference information, the request for account numbers is unusual. We have not seen this request in over 300 proposals we have submitted. Will the Government reconsider the need for these account numbers to be included in the proposal? Information for the POC at the Bank and the Information Authorization are sufficient.
