Contractor Question: Is this contract IDIQ based with fixed price deliverables based contract or IDIQ with monthly fixed price for 2 resources?
Government Answer: The contract type is an Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract with Firm-Fixed Unit Prices. Per the Schedule of Supplies/Services on solicitation pages 6-7, the “Unit” is “Month” and the “Descriptions” of the services are “Functional Analyst” and “Operations Research Analyst”.
Per solicitation page 5, Abbreviations, “Month” equals Full-Time-Equivalent Work for 1 month.
Specific deliverables and their due dates will be identified in individual task orders; task orders will be issued based on the Schedule of Supplies/Services on solicitation pages 6-7.

Contractor Question: Do you anticipate more than 2 resources used across multiple task orders with types of resources as defined in the SOW (Functional Analyst and Operational Analyst) or the max resources you would require is only 2?
Government Answer: It is anticipated, but subject to change and not guaranteed, that the U.S.
Coast Guard will issue at least one yearly task order for one Full-Time-Equivalent “Functional Analyst”.
However, based on the type of contract (i.e., IDIQ contract), the U.S. Coast Guard may need one or more Full-Time-Equivalent “Functional Analyst” and/or one or more Full-Time-Equivalent“ Operations Research Analyst”. In addition, the U.S. Coast Guard may issue one or more task orders yearly.

Contractor Question: Can the place of performance be at contractor’s facility with occasional travel to Norfolk facility?
Government Answer: No
The primary place of performance (i.e., primary worksite) for the designated Key Personnel to perform on-site work is USCG, Director of Operational Logistics, 300 East Main Street, Norfolk, VA 23510.
Unless otherwise specified in individual task orders, all other services shall be performed at the contractor's facility.
Note: At this time, only the “Functional Analyst” is listed as Key Personnel. Reference paragraph 3.4, Key Personnel, on solicitation pages 16-17.

Contractor Question: If the government is only looking for 2 resources with monthly fixed price basis, how are deliverables defined in solicitation pages 24-25, section 9, relevant?
Government Answer: Specific deliverables and their due dates will be identified in individual task orders.

Contractor Question: For functional analyst skill set on solicitation pages 15-16, the SOW states that PMP certification along with 15 years of project management is required. Does this mean, this resource will not only act as a functional analyst but also as a project manager? Typically these roles are separate.
Government Answer: No, the Functional Analyst will not act as a project manager. The Functional Analyst must have detailed knowledge of program management. Our research indicates that a Functional Analyst with a PMP certification and 15 years of experience would be able to appropriately advise government personnel assigned as project managers.

Does the government intend to pay the vendor based on the deliverables or fixed price on a monthly basis (solicitation pages 6-7)?

Contractor Question: Would government consider allowing 3 page limit for key personnel (i.e.
functional analyst) resume?
Government Answer: No.
Note: The actual copy of the PMP certification does not count towards the 2 page limit of the resume.

Contractor Question: It appears you are looking for 2 types of resources across potential multiple task orders (functional analyst and operational analyst) within the IDIQ. But you could have multiple resources to fit into these two types of resources (for example, in a given task order – you may ask for total 6 resources - 4 resources that fit into functional analyst role and 2 that fit into operational analyst role). Our question is:
Are you looking for only 2 resources throughout the entire lifecycle of the IDIQ or are you looking for 2 types of resources where you potentially may have multiple slots (meaning potentially multiple resources that would fit into the job description of these 2 slots)?
Government Answer: It is anticipated, but subject to change and not guaranteed, that the U.S.

Contractor Question: …The CLIN structure calls for monthly rate. So it doesn’t really matter how many hours the resource works per month (could be FTE or part-time). All you are asking in the SOW is monthly cost for a resource type. Please confirm.
Government Answer:
In the Schedule of Supplies/Services on solicitation pages 6-7, the Unit of “Month” equals Full- Time-Equivalent Work for 1 month. (Reference solicitation page 5, Abbreviations.)
On solicitation page 19, section 4.4 Hours of Operation/Expected Work Hours states:
Contractor employees shall be available to the Government between the hours of 0800 and 1700 Eastern Time, Monday through Friday (except Federal holidays).

Contractor Question: The subject solicitation is a HUBZone small business set aside. Our company is a geographically dispersed company in which everyone works from home across the country. Do we define our HUBZone qualification based on a cumulative record of employees that live/work in HUBZone?
Government Answer: A company must be certified by the Small Business Administration (SBA) as a HUBZone small business. You can obtain information at the below website; the website has a telephone number you can call to discuss eligibility.

Government Answer: The government will not count a Cover Page, Cover Letter, Table of Contents, and/or Acronym List towards the 12 page limit of the Technical Approach and Understanding. However, limit each of these to one page.

Solicitation Page(s): 45 Reference: FAR Provision 52.212-1 (b)(1), (ii)Technical Section, (B)Resume(s) and PMP Certification of Key Personnel
Contractor Question: Page 16 of 62 states that the "The Contractor shall be required to submit a resume(s) before the USCG issues any task orders for the Operations Research Analyst". Page 45 of 62, Solicitation Provisions, requests the submittal of resume(s) for key personnel (i.e., Functional Analyst) to fill required positions. Can the government please clarify the number of resumes required to submit with the proposal response?
Government Answer: In accordance with FAR Provision 52.212-1 (b)(1)(ii) Technical Section /
(B) Resume(s) and PMP Certification(s) of Key Personnel on solicitation page 45 , “offerors shall provide a resume(s) and a copy of the PMP certification(s) for key personnel (i.e., Functional Analyst) to fill required positions in sufficient detail to evaluate compliance with the requirements and qualifications in the Statement of Work.” Therefore, offerors only need to submit a resume and PMP certification for the Functional Analyst with their response to solicitation HSCG84-16-
Q-BB5081.
However, in accordance with section 3.2.2 Operations Research Analyst on solicitation page 16, “the Contractor shall be required to submit a resume(s) before the U.S. Coast Guard issues any task orders for the Operations Research Analyst.” Therefore, if the government identifies a definite requirement for an Operations Research Analyst, the government will request a resume(s) from the awardee before a task order is issued (for the Operations Research Analyst) to verify that the proposed Operations Research Analyst meets the requirements listed in section 3.2.2 on solicitation page 16.

Government Answer: The government does not believe there is a need for any additional labor categories.

The format for the “Price Volume” can be located on solicitation page 44, FAR Provision 52.212- 1 (b)(1) Offer, (i) Standard Form 1449, (A) – (F).
The format for the “Technical Volume” can be located on solicitation page 45, FAR Provision 52.212-1 (b)(1) Offer, (ii)Technical Section, (A) – (B).
It is preferred that the “Price Volume” and “Technical Volume” are separate files. Binders, dividers, and tabs are not necessary.
Note: Do not include prices or costs in the Technical Section (i.e., “Technical Volume”).

The resume(s) and PMP Certification(s) of key personnel are not included in the 12 page limit of the Technical Approach and Understanding. A resume shall not exceed 2 pages and the actual PMP Certification does not count toward any page limit.

Contractor Question: Section (b)(1) - Are there any additional requirements/instructions for how you would like to see the 12-page response document (i.e., Technical Approach and Understanding document) structured?
Government Answer: There are four key areas/tasks of focus identified in the Statement of Work. Change Management and Communications, Strategic Planning and Analysis, Business Transformation and Initiative Management, and Facilitation, Coordination and Documentation Support. The Technical Approach and Understanding document should focus on those four areas/tasks separately and provide a comprehensive discussion of your organizational capabilities as well areas of expertise and resources to be used in the proposed effort for each area.

Government Answer: The Past Performance evaluation factor will not be removed. The government does not feel this evaluation factor limits competition. A “Contracting Officer’s knowledge of and/or previous experience with the offeror” is only one of a number of sources that government can use to evaluate past performance; the government can use any source readily available or provided by an offeror to evaluate past performance (see FAR Provision 52.212- 2(a)(2) below).
