RFQ HSCG84-16-Q-AA1513 Firing Range Maintenance Services, Base Cape Cod Amendment 0001

Questions and Answers:

1. Has a contractor performed similar work to this for the government in the past?

If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

Answer: Yes, this is a new requirement and there is no previous contract number. At this location, the government has fulfilled these needs historically through individual small purchases.

These services have been procured for the Government for the USCG Academy in Connecticut under HSCG84-16-N-AA1484 which can be found on FBO.gov.

2. Is there flexibility with the scheduled first cleaning of 11/28/16-12/02/16?

Answer: Yes, there is some flexibility and the COR with work with the awardee to schedule the cleaning. However, it is still the intent to stay on a quarterly schedule within reason.

3. What is the bid bond%? Retainage? Liquidated Damages?

Answer: This is a service contract, not construction, and a bid bond is not required.

Requirements for insurance are in accordance with FAR 52.228-5 found on page 23 of 57 of the RFQ.

4. RFQ states that contractors are required to meet licensure and certification according to 454 CMR 22.04 (page 18 of the RFQ). I have reviewed this policy and based on the Massachusetts Labor and Workforce Development website I don’t believe this rule would apply to this job site.

Answer: That is correct, after further review 454 CMR applies to Target Housing and Child-Occupied Facilities. As a result this will be removed as a requirement.

Instead contractor’s are advised to refer to the Commonwealth of Massachusetts bulletin titled Shooting Range Lead Safety Precautions found at http://www.mass.gov/lwd/labor-standards/deleading-and-lead-safety/occupational-lead-poisoning-registry/shooting-range-bulletin.pdf

As a result of the revision above please see replacement page 8 of 57, attached.
