STATEMENT OF WORK
1.0 SCOPE.
1.1 Scope of Work. The purpose of this statement of work (SOW) is to describe resident inspection services to be performed for the Steel Ocean Buoy contract with Universal Marine Services: U.S. Coast Guard (USCG) Contract Number HSCG84-13-D-BHQ002.
1.2 Document Deliverables. A status report shall be delivered on the last day of every month.
1.3 Place of Performance.

1.4 Period of Performance. The period of performance for this SOW shall consist of a base year and three option years. The resident inspection services shall be performed a minimum of 3 days per week totaling 8 hours per week.
2.0 APPLICABLE DOCUMENTS.
2.1 Government Furnished Information & Documents. All steel buoy drawings and specifications will be furnished to the contractor.
3.0 REQUIREMENTS.
3.1 Resident Inspection Services.
3.1.1 General. The objective of this requirement is to randomly inspect the work and survey quality assurance and inspection systems to ensure contractor compliance with the contract specifications. Detailed construction specifications are contained in the contract for the following buoy types:

Standard inspection requirements are contained in Federal Acquisition Regulation (FAR) clause 52.246-2, "Inspection of Supplies - Fixed Price" which is incorporated by reference in the contract and--
(a) Require the contractor to provide and maintain an inspection system that is acceptable to the Government.
(b) Give the Government the right to make inspections and tests while work is in process;
and
(c) Require the contractor to keep complete, and make available to the Government, records of inspection work.
3.1.2 Task Requirements. The Resident Inspector (RI) must be a Certified Welding Inspector (CWI) with knowledge of AWS D1.1 and D1.2. The RI will be primarily responsible for, but not be limited to, the following duties under this SOW:
(a) Be familiar with the contract specifications and experience with similar steel construction.
(b) Be available to witness all required inspections listed below (item h) within 24 hours of notice from UMS Metal Fabricators.
(c) Ensure that the contractor utilizes a workable quality assurance traveler for the buoy fabrication.
(d) Random spot inspection of materials and accompanying certifications.
(e) Ensure that only properly certified welders have been used during the fabrication of the buoys.
(f) Ensure that the contractor's quality assurance personnel have conducted a complete inspection of all buoys as governed by the traveler and the UMS Metal Fabricators quality assurance manual.
(g) Random welding and dimensional checks to ensure conformance.
(h) Witness required in-process testing (NDT welds, air test, proof test, etc.).
(i) Random checks to ensure proper cleaning, painting, and preparation for shipping.
(j) For buoys ready for shipment, place initials on the DD-250 forms and ensure that UMS
Metal Fabricators sends the DD-250 by FAX to the COR for the final PQA signature approval.
(k) Provide a written status report by mail or email to the COR on a monthly basis. This status report shall include the serial numbers of all buoys inspected (in-process) and all buoys approved for shipment. In addition, it shall include any problems incurred and/or issues that need to be addressed.
4.0 QUALITY ASSURANCE.
The contractor is responsible for the quality of all work performed under this SOW. The USCG will review the contents and format of the items to be delivered under this SOW prior to issuing approval.
5.0 PREPARATION FOR DELIVERY.
5.1 Delivery Destination. All items to be delivered under this work statement shall be delivered to the CG-432B technical point of contact, Mr. Sean McEvoy, at Sean.P.McEvoy@uscg.mil or at the following address:

5.2 Time of Delivery. The Government requires delivery to be made on the last day of every month.
