TECHNICAL EXHIBIT 1
PERFORMANCE REQUIREMENTS SUMMARY
AND
QUALITY ASSURANCE SURVEILLANCE PLAN
TECHNICAL EXHIBIT 1
PERFORMANCE REQUIREMENTS SUMMARY
1. The purpose of this Performance Requirements Summary is to:
1.1 List those contract requirements (column 1) which are paid for on the basis of a payment computation system specified in paragraph 4 of this Technical Exhibit. The absence from this Performance Requirement Summary (PRS) of any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the Government under any other provision of the contract.
1.2 Define the standard of performance for each required service (column 2).
1.3 Show the maximum allowable degree of deviation from specified performance for each requirement that shall be allowed by the Government before contract performance is considered unsatisfactory (column 3).
1.4 Explain the quality assurance method the Coast Guard will use to evaluate the Contractor's performance in meeting the contract requirements (column 4).
1.5 Show the percentage of the contract price that each listed contract requirement represents (column 5).
1.6 Define the procedure the Government will use in reducing the Contractor's payment if satisfactory performance is not rendered by the Contractor.
2. The Government may use a variety of surveillance methods to evaluate the Contractor's performance. The government's primary quality assurance procedure will be 100% surveillance of the requirements listed in column 1. Other areas will be reviewed periodically (i.e., monthly, quarterly, semiannually) using the Government's Quality Assurance Surveillance Plan.
3. The Contractor's performance will be evaluated by the Quality Assurance Evaluator (QAE). When the Contractor's performance is discovered by the QAE to be unacceptable, the QAE shall complete a Contract Discrepancy Report (CDR). In the CDR the Contractor will explain in writing why performance was unsatisfactory, how performance will be returned to satisfactory levels, and how recurrence of the problem will be prevented in the future. The criteria for these requirements were derived from estimates of the level of performance experienced when the service was done by government personnel and are the levels of performance deemed acceptable to the Government. The Contracting Officer will evaluate the Contractor's explanation and determine if full payment, partial payment or the contract termination process is applicable. The Contractor's payment for service rendered will be calculated as stated in paragraph 4.
4. The Contractor shall be paid for all work performed in accordance with the contract standards. Payments for Work Orders will be reduced for late or unsatisfactory performance using the following method:
4.1 Contractor performance will be compared to contract standards using the Quality Assurance Surveillance Plan (QASP) in this Technical Exhibit.
4.2 If performance in any required service is unsatisfactory, and the poor performance was not caused by Government action, or lack of action, an amount of money up to an amount equal to the line item price multiplied by the percentage cost of the service as stated in column five of the Performance Requirements Summary Table, shall be deducted.
5. Work Order payments to the Contractor will be reduced for unsatisfactory performance using the following methods:
5.1 Example of Deduct Computation for buoys:
Assume an 8X26 LR is being routinely overhauled and outfitted and that the line item price for this work is $1000.00 for the overhaul and $500.00 for the outfitting. The combined price is $1500.00. The work request is dated 24 September 2007. Assume a buoy is available at the time of the work request. As stated in Technical Exhibit 5, the Contractor has twelve calendar days to deliver the satisfactorily completed buoy. Therefore, the buoy must be delivered and accepted by the Government by 6 October 2007. Assume the buoy is delivered on 8 October 2007 and is accepted by the Government. The buoy is two days late. The deduction computation is made as follows:
(1) Line item price for service $1500.00
(2) Percentage deduction 2 days times 5% per day X10%
(3) Deduction from current Work Order’s invoice $ 150.00

1. Purpose: This Quality Assurance Surveillance Plan (QASP) describes methods that the Government will use to monitor whether the Contractor’s performance of the contract work is acceptable. The QASP is the Government’s written plan for administering the Contract and monitoring major aspects of the Contractor’s performance. The QASP is not part of the Contract. It is provided to the Contractor solely for the informational purposes and is subject to change by the Government at any time during the contract performance period. Therefore, the Government reserves the right to perform more or less surveillance that is provided in this QASP.
2. Introduction: The QASP establishes a method to evaluate the services the Contractor is required to furnish. It is designed to provide an effective method of monitoring Contractor performance for each list objective on the Performance Requirements Summery (PRS) in the contract. The Government is concerned with the quality of the services provided, and not with the method that the Contractor uses to provide these services. If performance of any required service is unsatisfactory as a result of the Contractor’s actions or omissions, then the Government may reduce the contract payments to reflect the decreased value of the services received in accordance with the PRS and/or applicable FAR clauses.
3. Responsibility for Quality Control: The Contractor, not the Government, is responsible for quality control and management actions to meet the terms of the Contract. The Government performs quality assurance to monitor whether Contract standards are achieved.
3. Surveillance Methods: The Government will evaluate the Contractor’s performance under this contract. Government surveillance may include, but not limited to, the following methods:
a. COR inspections; and/or
b. Periodic surveillance

Paints which meet MILSPEC MIL-P24647 and are obtained from one of the companies on the Qualified Product List QPL-24647.
1.1.3.2 APPLICATION. High Build Epoxy shall be applied with an airless spray gun to a near white metal blast (SSPC-SP-10) surface that is completely free of weld splatter and dirt. Generally, use of High Build Epoxy will require 5 hour periods between each coat. The buoy shall be "striped"; that is, a coat of epoxy shall be painted across all sharp edges, corners, welds and difficult to spray areas. After striping, High Build Epoxy shall be applied in contrasting colors in two coats, 5 mil minimum dry film thickness per each coat. To avoid holidays, the epoxy shall be built up by laying the paint out first in one direction followed by a second series of passes 90 degrees to the first. High Build Epoxy shall be applied, thinned and mixed in accordance with the manufacturer's instructions.
3.1.3.3 DRYING. Drying time before re-coating shall be at least 5 hour at 70 degrees F. Lower temperatures shall require a longer drying time as outlined below:
Temperature Minimum Drying Time 60 degrees F 6 hours
Buoys shall not be painted when the buoy metal surface or air temperature is below 60 degrees.
1.2 TOP COATINGS.
1.2.1 APPROVED TYPE. The following type of aliphatic urethane gloss enamel is authorized for use:
Paints which meet MILSPEC MIL-P-24647 and are obtained from one of the companies on the Qualified Products List QPL-24647.
1.2.2 SURFACE PREPARATION. The surface of the buoy shall be clean of all foreign matter such as sand, blasting material, oil, water, and other contaminates. The epoxy primer shall be cured so that it is hard enough to resist denting yet still soft enough to leave a thumb print. If the epoxy hardens completely, then a mist coat of epoxy shall be applied and allowed to partially cure before applying the top coat. Cured epoxy exposed to the sun becomes resistant to new paint and shall be sand swept (with light air pressure) to create roughness before applying an epoxy tack coating followed by top coating.
1.2.3 ALIPHATIC URETHANE GLOSS ENAMEL COLOR COAT. These coats give the buoy its characteristic visual signal. The color system used shall be specified in the work request. The color system uses solids of red, green or yellow; horizontal bands of red and green; horizontal bands of red and black; or vertical stripes of red and white. Buoys shall be painted above the waterline (minimum freeboard) for seven types of marks. These are:
STARBOARD BUOYS - Solid red color on all steel and aluminum surfaces above the waterline.
PORT BUOYS - Solid green color on all steel and aluminum surfaces above the waterline.
SPECIAL PURPOSE BUOYS - Solid yellow on all steel and aluminum surfaces above the waterline.
PREFERRED CHANNEL BUOYS – Buoy shall be painted in the preferred channel color scheme. The buoy shall be painted with three horizontal stripes above the waterline. The stripes will be red/green/red or green/red/green. All lighted buoys with radar towers shall have thetop radar panels painted in the primary color, the bottom radar panels and tower legs painted in the secondary color, and the buoy top head to the waterline painted in the primary color. For unlighted buoys, the radar reflector shall be painted in the primary color. The top head to the waterline shall be split in half with the upper half being painted with the secondary color and the lower half being painted with the primary color.
ISOLATED DANGER BUOYS - Buoy shall be painted in the isolated danger scheme. The buoy shall be painted with three horizontal stripes above the waterline. The stripes will be black/red/black. All lighted buoys with radar towers shall have the top radar panels painted in the primary color, the bottom radar panels and tower legs painted in the secondary color, and the buoy top head to the waterline painted in the primary color. Unlighted can and nun buoys are not used as isolated danger buoys.
SAFE WATER BUOYS - Vertically striped buoys in red and white on all steel and aluminum surfaces above the waterline. Lighted buoys with four-sided towers shall be divided into eight equal vertical segments that alternate red and white. The segments shall be arranged to bisect the 90 degree angle of the radar reflector. Unlighted can and nun buoys are not used as safe water buoys.
MOORING BUOYS – Solid White color on all steel surfaces above the waterline. “Narrow” Blue band painted horizontally around buoy midway between the buoy top and the waterline. Usually 2nd Class unlighted buoy hulls are used for mooring buoys.
1.2.3.1 APPLICATION. Aliphatic urethane gloss enamel color coats shall be applied by spraying, using clean equipment which will not contaminate the paint. The color coats shall be applied, thinned and mixed in accordance with the manufacturer's instructions. One coat shall be applied above the waterline, 2.0 to 3.0 mils dry film thickness. This coat gives the buoy its characteristic visual signal. Color used shall be as specified in the work request. This coat shall consist of a vertical and a horizontal pass over the surface being coated.
1.2.3.2 DRYING. Drying time for the final coat shall be at least 24 hours at temperatures above 77 degrees F.
1.3 ABLATIVE ANTI-FOULING COAT.
1.3.1 APPROVED TYPE. The following type of ablative anti-fouling is authorized for use:
Paints which meet MILSPEC MIL-P-24647 and are obtained from one of the companies on the Qualified Product List QPL-24647.
1.3.2 APPLICATION. Ablative anti-fouling paint shall be applied by spraying, using clean equipment which will not contaminate the primer. The anti-fouling shall be applied, thinned and mixed in accordance with the manufacturer's instructions. At least two coats shall be applied below the waterline (minimum freeboard), 4.0 to 6.0 mils dry film thickness each, to give a dry film thickness of 8.0 to 12.0 mils using contrasting colors for each coat. Each coat shall consist of a vertical and a horizontal pass over the surface being coated. Film thickness control is critical. Service life is a direct function of film thickness.
1.3.3 DRYING. Drying time before re-coating shall be at least 4 hours at temperatures above 77 degrees F. Drying time for the final coat shall be at least 5 hours at temperatures above 77 degrees F.
1.3.4 THINNING. Do not thin the ablative anti-fouling paint. Film thickness control is critical to the performance life of this coating.
