Alameda Housing and Grounds Maintenance HSCG84-11-R-PSC001 Amendment 3

Reference: Solicitation page 93, item 8.3 Government-Furnished Property, which states “The Government will provide an on-site office for the Contractor’s use. A portion of the building at 99 Mosley Avenue will be furnished for the Contractor’s use under this contract.”

Question: Would the Government please clarify for the offerors whether the Government will be providing a workshop and storage area or facility?

Answer: There is an outdoor, paved space with fence for the Contractor to put up to three (3), 40ft L x 8ft W, Conex boxes at their own expense if desired. There is also room for a dumpster, no larger than 15 CY at their own expense if desired. This is the absolute maximum space available.

Reference: Page 132 of 158, b, 1(ii), “Offers shall provide information on no more than five (5) contracts and subcontracts that are currently in process or have been completed during the past three years (including Federal, state, and local government contracts, commercial contracts which are in any way similar to the work required by this solicitation, or Offers shall provide information on no more than five (5) contracts and subcontracts that are currently in process or have been completed during the past three years (including Federal, state, and local government contracts, commercial contracts which are in any way similar to the work required by this solicitation, or which offerors consider relevant in demonstrating their ability to perform the proposed effort. The offeror shall include the following information for each contract and subcontract:”

Question: Is the intent to limit the submission to five IDIQ contracts with multiple task orders from each or five task orders from similar IDIQ contracts?

Answer: The intent is to limit the information you provide to that which is most relevant and current (within last 3 years). This contract has a significant work effort that is covered under the firm-fixed price portion of the contract as well as the possibility of additional task orders. We are most concerned with an offeror that has the ability to manage service calls as well as change of occupancy maintenance and task orders concurrently.

Question: Would task order projects submitted under this section and issued from an IDIQ Contract have more relevancy and therefore give a higher rating than stand-alone non-IDIQ task order contracts?

Answer: This is a bit hard to answer without knowing specifically the work included under the task orders and/or the stand-alone projects. Both types of effort could have relevancy to the type of work being performed. What we are looking at is relevancy to the type of work required under this PWS (see answer to question above) as well as management ability to coordinate multiple concurrent projects.

Question: Is there a preferred dollar range for the five contracts to be submitted under this section or will any dollar range be considered?

Answer: Dollar value is only one way to look at relevancy. We also consider the number of housing units being managed and similarity in style and age.
