Repair Cutter Shore-Ties at USCG Sector Mobile, AL

RESPONSE AND CLARIFICATION TO REQUEST FOR INFORMATION (RFI) ARE AS FOLLOWS:

QUESTION -1.)

Due to work on and near the waterfront, will bidders required to have USL&H insurance in accordance with the Longshore and Harbor Workers Compensation Act <https://urldefense.proofpoint.com/v2/url?u=http- 3A__jwfisk.com_uslh_&d=CwMFAg&c=0NKfg44GVknAU- XkWXjNxQ&r=8BHAwH4CnpSu11xdvIcvWksr7KiMBjCvWdQDOQ8CGPw&m=3DaWr10yHuGdeakvoUuhvEAStfLVs_S i6pMvpCdPM00&s=DYLDVX_0hrhcg3jVYH8BEJ8D75Pe4S48ECfDbH3tY2M&e=> ?

RESPONSE: Contractors need to determine whether LHWCA applies to the work and the employees, and if it does they need to provide appropriate insurance that covers LHWCA liability. Your insurance agents would be able to assist with this as well. The following website provides additional information:

http://www.lhwca.com/about/when-does-the-lhwca-apply/

QUESTION-2.) Some of the work will have to be accomplished by barge or boat will the contractor be required to coordinate with any other authority other than USCG?

RESPONSE: The Contractor will be required to notify USCG POC prior to launching a skiff/boat to work out of under pier for safety and security reasons. No other agency coordination is required.

QUESTION-3.) Due to the complexity of this project we request a site visit and we believe it is in the best interest to make it a ‘mandatory’ pre-bid visit.

RESPONSE: USCG Government Procurement Regulations cannot require a “Mandatory” bidding contractor site visit.

If a contractor wishes to visit the site the instructions/procedure is located in Specification Section 01 11 00 GENERAL REQUIREMENTS, Article 1.3 Inspection Prior to Bid as follows:

“Prospective bidders are encouraged to visit the site to familiarize themselves with the existing conditions.

Arrangements for visiting the site may be made by contacting the following:

Base Engineer: Jerry Willhite U.S. Coast Guard Sector Mobile 1500 15th street Mobile, Alabama 36615-1390 Telephone: Office: (251) 441-6241, Cell: (251) 583-1631

Alternate Contacts: Direck W. Satterfield (251) 441-5195 Jay T. Chason (251) 441-5378”

QUESTION-4.) Specification Electrical Shore Tie Section D.2.1 Portable Isolation Transformer Units. Will a trailer mounted unit be required in this project? Along with ST-3 & ST-4.

RESPONSE: The reference is SILC-CSTO-36 11 21 27, which is the USCG Configuration Standard Technical Order and is only a Project Reference Material item. It is NOT a specification item. The project technical specifications are Division 01 through Division 33 as listed in the Project TOC (Table of Contents, Index). The design plans and specifications are already in full compliance. The reference material is for contractors use only and offers various explanations and general descriptions of what is already indicated to be provided on plans and specifications.

QUESTION-5.) Do you have an estimate of how thick parking lot concrete maybe were the new Platform for Panel WPB?

RESPONSE: Drawing E-11 DETAILS-WPB SERVICE PLATFORM indicates a nominal 6” thick existing concrete vehicle parking area.

QUESTION-6.) Drawing Set 1_07-M9829-1999 show a 4” conduit, breakers and wiring for a temporary plug. Is this to be provided in this bid? There is no reference to it in the general requirement 01 11 00.

RESPONSE: Drawing Set 1_07-M9829-1999 is a Reference Material only and not a part of the work required. The drawing set was the original design for ST-3 and ST-4. It is for contractor’s information use only. Contract work required on this 1999 installed power system is indicated on Sheets E-2, E-3, E-6 and E-7.

QUESTION-7.) Request a bid date extend. This is to insure that Coast Guard get’s the best pricing on equipment and install As possible

RESPONSE: The Bid Opening Date is extended to January 10, 2017 at 2:00PM (EST), Miami Florida

QUESTION-8.) The dock we will be working under is actually 60 to 80 feet deep and the pilings are only 3 to 4 feet apart so getting a 14 foot skiff in and maneuvering may be impossible plus scaffolding will be needed on top of the skiff to reach the work, so a custom barge or platform may need to a be built. In such case, will the contractor be allowed to tie up to the dock for the project or will the floating platforms need to be removed from the water daily?

RESPONSE: The Contractor can use whatever safe means that he or she deems necessary to complete the job as long as it doesn't interrupt CG Operations. As for the barge or platform they can leave it in the water as long as it is secured properly and doesn't block vessel traffic or sink causing a hazard.

QUESTION-9.) The Portable Transformer Trailer in the bid package was not mentioned in the scope and was not visible on site. Is this unit part of the project or was it mentioned as a typical configuration located at other homeports?

RESPONSE: Same response to FRI dated 12/21/16. The reference is SILC-CSTO-36 11 21 27, which is the USCG Configuration Standard Technical Order and is only a Project Reference Material item.

None of the sole sourced equipment suppliers have provided pricing yet. So we request the bid date be extended to the later of January 4th or 3 business days after RFI questions are answered.

RESPONSE: The Bid Opening Date is extended to January 10, 2017 at 2:00PM (EST), Miami Florida
