GENERAL REQUIREMENTS
PART I – GENERAL
1.1A REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.1 GENERAL DESCRIPTION
The work includes furnishing all labor, equipment, materials, tools and supervision to provide site demolition, and new site work at USCG Base Miami Beach in Miami Beach, Florida. The project is intended to address severe deterioration of the existing bulkhead as well as strengthening the wharf to accommodate future dredge depths. The project includes, but is not limited to:
BASE BID ITEM - REPLACE APPROXIMATELY 726 LINEAR FEET (LF) OF STEEL
SHEET PILE BULKHEAD
1.1.1 Underwater survey, removal and disposal of all debris over 1’ in length within 10 ft of wall face. Debris is not expected to be hazardous. Contractor shall notify the Government of any historic items found prior to removal and disposal.
1.1.2 Concrete demolition and disposal. Note the joint sealer for between the cap and slab has tested positive as asbestos containing material. Removal procedures for this shall follow the contract drawings and recommendations in Appendix I. Other items have been tested with negative results. Disposal is discussed in 01 57 00.
1.1.3 Minor excavation of fill behind existing pile cap along length of wall.
1.1.4 Removal of existing cleats and installation of new cleats along the new bulkhead.

1.1.5 Installation of approximately 726 linear feet of new ASTM A572 GR 50 steel sheet pile (see 1.28) to depth indicated on contract drawings (number of sheets dependant on type selected).
1.1.6 Design bulkhead terminations and tie-in to existing wall at two
(2) work limits.
1.1.7 Verify location of utilities. Installation of 726 linear feet of new wale system as shown on contract drawings.
1.1.8 Design and installation of 67 new soil anchors and perform load tests to ensure specified strength is provided. Soil anchors may be helical or grouted ground anchors. Specified unbounded length is shown in the contract drawings, contractor shall determine bond length and properties. Contractor shall not interfere with existing underground systems. Site underground utilities and building foundations are shown in the reference drawings.
1.1.9 Design and installation of 22 sets of “short anchors” in locations indicated.
1.1.10 Placement of 2500 PSI concrete fill between new sheet pile and old bulkhead along construction zone.
1.1.11 Installation of approximately 735 linear feet of concrete pile cap and bulkhead face.
1.1.12 Installation of new slab sections along length of wall behind new pile cap. Installation of new pavement to replace all pavement that was removed.
1.1.13 Re-striping new pavement, painting of curb and top of new concrete pile cap.
1.1.14 Fabrication and installation of four (4) new warning signs for the bulkhead face.
1.1.15 Installation of new corner fenders and cleats.
1.1.16 Replacement of two light poles. Lights shall remain the same height, wattage, color, and position.
OPTION ITEM No. 1 – PROVIDE AND INSTALL RUBBER FENDERS
1.1.17 Remove, procure, and install (15) 8’ long x 5’ wide (+/- 1’ on either dimension) Super Heavy Duty Rubber Elliptical Fenders with stainless steel hardware. New fenders will be placed in general positions of existing fenders along the new bulkhead. Exact locations will be provided by the KO.
OPTION ITEM No. 2 – PROVIDE AND INSTALL TIMBER FENDERING
1.1.18 Install new 10” x 10” marine treated timber fendering
throughout the construction zone with through bolts to new curb. Match existing.

UNIT PRICE ITEM No. 1 – PROVIDE AND INSTALL ONE RUBBER FENDER
1.1.19 Remove, procure, and install (1) 8’ long x 5’ wide (+/- 1’ on either dimension) Super Heavy Duty Rubber Elliptical Fenders with stainless steel hardware. Locations throughout the island.
UNIT PRICE ITEM No. 2 – INSTALL ONE SET OF SHORT ANCHORS
1.1.20 Remove, procure, and install (1) set of “short anchors” as described herein and in the contract drawings.
1.2 PROJECT PERFORMANCE TIME
1.2.1 The total project performance time shall be 220 calendar days which includes the time needed to approve submittals.
1.2.2 After work begins, Contractor shall work continually during normal working hours and show daily progress until all work is complete.
Normal operating hours are from 6:30am to 4:00pm Monday thru Friday except federal holidays. In-water work must be done between
0.5 hrs after sunrise and 0.5 hrs before sunset to spot manatee.
1.3 LOCATION
The worksite is at U. S. Coast Guard Base Miami Beach, Miami Beach, Florida. The location is on the east side of the island. The load rating of the access bridge and turns on the island limit truck size;
the load rating is shown on the contract drawings. The load on the landward side of the seawall within the construction work limits is 400 psf within 20 feet of the seawall. Work will require the use of barge/boats.
1.4 INSPECTION PRIOR TO BID
Prospective bidders are encouraged to visit the site to familiarize themselves with the site in general. Arrangements to visit the secured site can be made by contacting:

1.5 DRAWINGS ACCOMPANYING THE SPECIFICATIONS
U.S. COAST GUARD Drawing No. M2140-D, 6 sheets are the contract drawings.
Additional reference drawings are included in specification Appendix
(C) (for reference only). Drawings are the property of the Government, and shall not be used for any purpose other than that contemplated by the specification.
1.6 WORK PHASING
The bulkhead can be separated into three faces; East, South and West.
This is shown in the contract drawings. Work phasing shall be implemented to keep the base operational.
1.6.1 Work along the West and South face cannot be performed
SECTION 01 11 00 - Page 4 concurrently. All work on one face shall be fully completed before work on the other face has begun. This is to allow berthing of ships along either face while the other is down.
1.6.2 Work along the East face can take place at any time during the performance period.
1.6.3 Work within 10’ of the corners (face intersections) can be completed at any time during the performance period.
1.6.4 This phasing requirement excludes pre-construction surveys, which can be completed in coordination with the unit.
1.6.5 General work shall be completed as expeditiously as possible;
Contractor shall coordinate with the Contracting Officer’s Representative to coordinate phasing and job sequencing to supplement the below requirements. Contractor shall submit phasing and construction schedule, and demolition plans for review and approval prior to commencing in any work to be performed.
1.7 AVAILABILITY OF UTILITIES SERVICES
Reasonable amounts of the following utilities will be made available to the Contractor without charge.
+ Electricity + Potable Water
The Contractor shall pay all costs incurred in connecting, converting, and transferring the utilities to the work. The Contractor shall be responsible for making connections including providing back flow preventer devices on connections to domestic water lines, providing transformers, and for disconnections. The Contracting Officer's Representative, also referred to as the COR, shall designate the outlets available to the Contractor.
1.8 COORDINATION
The Contractor shall coordinate with the COR to minimize interference with Coast Guard operations or personnel. This will include ensuring that proper notification is made for cutter/boat/asset relocation. All work shall be coordinated with other trades involved in the renovation project.
All work shall be carefully laid out in advance, coordinating electrical features with architectural, structural, and mechanical features of construction.
1.9 CONTRACTOR USE OF PREMISES
The Contractor will be working on a Coast Guard operational military installation. Become familiar with and obey installations’ fire, traffic, and security regulations. Personnel shall not stray from the immediate area of work nor direct avenues of ingress and egress unless authorized in advance by the COR.
1.10 LAYDOWN AREA
The Contractor will be provided with an uncovered lay-down area in the immediate vicinity of the work. The Contractor shall be responsible for restoring the area to its original condition at the completion of the work.
The Contractor shall be responsible for repair of any damage incurred to buildings or pavement as a result of storage activities. Based on access to the location, landside equipment size will be limited.
1.11 STORM PROTECTION
Should warnings of extreme weather (such as high waves, storm surge, wind
SECTION 01 11 00 - Page 5 of gale force) be issued, the Contractor shall take every practicable precaution to minimize danger to personnel, the work and adjacent property.
Precautions shall include, but not be limited to, relocating barges, closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing fencing, scaffolding and other temporary work.
1.12 STORM WATER QUALITY CONTROL
Not applicable.
1.13 ENVIRONMENTAL PROTECTION
This project is located in a highly sensitive and visible area. Contractor shall comply with all conditions contained in specification section 01 57
20.00 10 and Appendix D.
1.14 GOVERNMENT FUNDED EQUIPMENT
None.
1.15 DELIVERY AND STORAGE
Equipment and materials shall be carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer's recommendations. Damaged or defective items shall be replaced. Location of storage and staging area shall be designated by the COR. The contractor will be responsible for security of all materials and equipment.
1.16 RECEIPT OF MATERIALS
Shipment of equipment, materials, and supplies shall be addressed to the Contractor - not the Government. The Contractor must be on hand to accept shipments; the Government will not accept shipments.
1.17 CLEANUP
The Contractor shall keep the work area, including storage areas, free from accumulations of waste materials on a daily basis and comply with all federal, state and local regulations pertaining to the storage, transport and disposal of wastes. The Contractor shall not use Coast Guard waste disposal facilities including garbage cans, trash piles or dumpsters.
1.18 UTILITY OUTAGES
Before interrupting or shutting down any utility, make a request for the interruption to the COR at least two (2) working days before the anticipated interruption. Identify the utility, reason for interruption, proposed time of interruption, and duration of interruption. Do not interrupt utilities until authorized by the COR.
1.19 REFERENCE PUBLICATIONS AND STANDARDS
Except where a specific date or edition number is listed in the “Applicable Publications” section of each Section, reference to a publication or standard in this specification shall mean the edition in effect on the date of the Solicitation.
1.20 SECURITY
1.20.1 Working Personnel List

The Contractor shall provide the COR with a list of names of all personnel who will be working on the site. The Contractor may submit a revised list at any time during the project. Only personnel on the approved listing will be allowed on the site.
1.20.2 Personnel Identification
All personnel shall carry proper identification (ID) when on site. Proper ID is defined as either the individual’s driver’s license, or a company issued ID. The identification must be laminated, and show facial picture of the individual. Individuals without proper ID will be escorted off the Coast Guard premises.
1.21 RECORD DRAWINGS
The Contractor shall maintain at the job site two sets of full size contract drawings marked to show any deviations which have been made from the contract drawings, including buried or concealed construction and utility features which are revealed during the course of construction.
These drawings shall be available for review by the COR at all times. Upon completion of the work, the marked sets of prints shall be delivered to the COR. Request for final payment will not be approved until the marked prints are delivered to the Contracting Officer’s Representative.
1.22 LANDSCAPE RESTORATION
The surfaces of all unpaved areas disturbed by construction activities shall be sodded with Argentine Bahia grass or an acceptable alternate as approved by the COR. These shall include areas which existing pavement is removed, areas where excavation takes place, and areas where existing sod is killed or compacted by construction activities. Landscape shrubs killed or damaged by construction activities shall be replaced with same species and size.
1.23 PORTABLE TOILETS
Contractor shall provide and maintain portable toilets for workers at the site in sufficient quantities at the location indicated by the COR.
1.24 WARRANTIES
All warranties and/or guarantees, either implied or expressed, for individual equipment shall be endorsed to the Government.
1.25 FINAL INSPECTION AND ACCEPTANCE
When the work is complete and ready for final inspection, submit a written request to schedule final inspection to the Contracting Officer’s Representative. Prior to such requests, all submittals must be complete and approved. Such requests shall allow a minimum of two (2) weeks notice prior to final inspection date.
1.26 SAFETY PROGRAM
1.26.1 General
The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property and avoids work interruptions. The Contractor shall provide appropriate safety measures including but not limited to barricades, signs and signal lights as well as
SECTION 01 11 00 - Page 7 complying with the requirements of all applicable Federal, State and Local safety laws, rules and regulations.
1.26.2 Compliance
The Contractor is specifically required to comply with the requirements of the U. S. Army Corps of Engineers "Safety and Health Requirements Manual" (EM 385-1-1, latest version available) and the “Accident Prevention” clause (FAR 52.236-13). Once accepted, this safety plan shall become part of the contract requirements. Note: This review/acceptance does not in any way relinquish the Contractor from responsibility for work site safety nor the obligation to comply with the OSHA regulations found in 29 CFR 1910 & 1926 or any other State or Local safety law, rule or regulation applicable to the contract work. The Coast Guard will cooperate fully with the Department of Labor (Occupational Safety and Health Administration) in their enforcement of OSHA regulations.
1.26.3 Safety Plan
The Contractor shall submit a written safety plan within seven (7) calendar days following contract award. At a minimum, this plan shall describe the Contractor's general safety program and identify specific safety provisions for hazards incidental to the contract work such as elevated working surfaces, working over water, working from floating work platforms, overhead crane operations or similar conditions of the work. This Safety Plan shall be approved prior to commencing any work on site.
1.27 ALLOWABLE DEVIATIONS
The following are allowable deviations to the contract drawings and specifications.
1.27.1 Sheet Pile Shape
The contractor may select a Grade 50, Z-type sheet pile that meets or exceeds the Elastic Section Modulus, Plastic Section Modulus, and Moment of Inertia properties of GR 50 AZ18-700 sheet pile and complies with all contract requirements. The contractor shall submit the product data to the Government for approval prior to ordering.
1.27.2 Wale System
Alternate wale system designs will be permitted provided that they meet or exceed the strength capabilities of the system shown on the contract drawings.
Alternative system designs shall be signed and sealed by a Registered Professional Engineer. The contractor shall submit the signed design documents to the Government for approval prior to selecting the system.

PROJECT SCHEDULE
PART 1 GENERAL
1.1 GENERAL DESCRIPTION
Prepare a horizontal bar graph progress schedule using a time scale. The project should be divided and subdivided into a sufficient number of work activities that can accurately graphically display the work sequence, activity duration, interplay of activities, and dollar value of each activity.
1.2 RESPONSIBILITY
The Contractor is responsible for executing the work within the time stated in the contract.
1.3 SUBMITTALS

PART 2 PRODUCTS
2.1 PROJECT SCHEDULE
Progress schedule shall have project name, location, contract number, and company name. The final progress schedule, with the NPT and completion dates filled in, shall be signed.
2.1.1 At the left side of the form, list in columns.
a. Activity Number and Description - At a minimum, break down the project into 10 activities. If enough detail is given on the progress schedule, then the activity breakdown may be done at the COR's discretion. Activities can be of various origins (i.e. by specification section, by logical sequence of work, by breakdown used for bid estimates, etc.)
b. Specification Section Reference - This is optional. Use only if the breakdown of activities directly correlates with the specification sections.
c. The Activities Percentage (i.e. 50%) or Weight (i.e. .5) of the entire contract based on Dollar Value - The cumulative percentage should add up to 100 percent.

d. Estimated Value of the Activity - Profit and overhead should be distributed throughout activities or listed as a separate line item and distributed over the entire length of the project. The total values should add to the contract amount.
2.1.2 Establish the time schedule across the top of the sheet for the entire project duration. Divide the project into months, weeks, or days depending on the length of the project and an appropriate time scale.
2.1.3 Lay out a bar graph opposite each activity, corresponding to the schedule start date and extended for the scheduled duration of the activity.
Indicate the percentage of the activity, which you intend to complete each week above or below each bar.
PART 3 EXECUTION
3.1 UPDATING SCHEDULE
Update and submit progress schedule every month with progress payment showing actual progress. Updated progress schedules shall include the original information and an updated actual progress curve using a broken line.
3.2 DELAYS
If the Contractor knows or has reason to believe that the delivery of any material or equipment, the shortages of qualified labor, delays caused by others, or the occurrence of any other difficulty may cause delay in executing the work as scheduled, he shall notify the COR, in writing, within 3 calendar days.
3.3 SAMPLE
A sample progress chart is shown on the following page. This should only be used as a guide. It displays the type of information which should be included in the submitted progress schedules.

SUBMITTAL PROCEDURES
PART 1 GENERAL
1.1 SUBMITTALS REQUIRED
Submittal of items shall be done electronically as specified in each applicable section of this specification. Submittals shall be approved before procurement, fabrication, or delivery of items to the job site.
Partial submittals will not be accepted and will be returned without review.
Submittals shall include the manufacturer's name, trade name, catalog model or number, nameplate data, size, layout dimensions, capacity, project specification and paragraph reference, applicable Federal, Military, industry and technical society publication references, and other information necessary to establish contract compliance of each item the Contractor proposes to furnish. The contractor shall indicate in the submittal which item(s) they are submitting.
1.2 TIMING OF SUBMITTALS
1.2.1 Timing and Sequence
Submit submittals in sufficient time and in such sequence to avoid delays in the work. Except for voluminous submittals, numerous submittals submitted on or about the same time, and submittals for very complex items, submittals will be reviewed by the Construction Manager (CM) and returned to the Contractor electronically within 10 working days after receipt. Large submittals shall be submitted electronically via CD to prevent overloading government servers. Contractor shall begin shop drawing submittal process after project is awarded.
1.2.2 Long Lead Time Items
Submit a list of long lead items within 5 calendar days of Award. This list shall identify items such as, but not limited to, materials, fabrication and delivery of items to the job site. The Contractor shall prepare submittals and submit those items in sufficient time to avoid delays.
Special attention shall be given to the long lead items to avoid delays in the work.
1.2.3 Shop Drawing Submittal Process
Contractor shall begin shop drawing submittal process after project is awarded. Special attention shall be given to long lead items to avoid delays in the work.
1.3 SCHEDULE OF SUBMITTAL DESCRIPTIONS (SD)
Contractor shall review individual sections for special submittal requirements and applicable publications relating to submittals. All submittals shall in electronic form with one submittal coversheet. The submittal type and numbers of each required, are as follows:

Submit information required before the physical start of work. These may include progress schedule, personnel list for security access, demolition and other required work plans.
SD-02 Shop Drawings (1 electronic copy)
Shop drawings shall show types, sizes, accessories, elevations, floor plans, sectional views, installation details, elementary diagrams, wiring diagrams, details of equipment and equipment spaces identifying and indicating proposed location, layout and arrangement of items of equipment, control panels, accessories, piping, ductwork, and other items that must be shown to ensure a coordinated installation. Wiring diagrams shall identify circuit terminals and shall indicate the internal wiring for each item of equipment and the interconnection between the items. Drawings shall also indicate adequate clearance for operation, maintenance and replacement of operating equipment devices. If any equipment is disapproved, the drawings shall be revised to show acceptable equipment and be resubmitted. Shop Drawings shall be a minimum of 8.5 inches by 11 inches in size.
SD-03 Product Data (1 electronic copy)
Submittals for each manufactured item shall be manufacturer's descriptive literature of cataloged products, equipment drawings, diagrams, performance and characteristic curves and catalog cuts. Submit complete descriptive data for each type of material. Clearly mark data to indicate the type the Contractor intends to provide. If not marked to indicate what contractor intends to provide, the submittal will be returned disapproved.
SD-04 Samples (2 each, 1 hardcopy to COR/CM and the other should be on site for the CG inspector and unit to choose from if applicable)
Submit color (not black and white) printed data or actual pieces of the items. The contract prices will not be adjusted due to the Contracting Officer's Representatives selection of any color, texture, or pattern submitted.
SD-05 Design Data (1 electronic copy)
Submit calculations, mix designs, analyses or other data pertaining to a part of work.
SD-06 Test Reports (1 electronic copy)
Submit reports of inspection and laboratory test, including analysis and interpretation of test results. Each report shall be properly identified.
Test methods used and compliance with recognized test standards shall be described.
Test Reports: A report signed by an authorized official of an independent testing laboratory that a material, product, or system identical to the material, product or system to be provided has been tested in accordance with requirements specified by naming the test method and material. The test report must state the test was performed in accordance with the test requirements; state the test results; and indicate whether the material, product, or system has passed or failed the test. Testing must have been within three years of the date of award of this Contract.

Factory Test Reports: A written report which includes the findings of a test required to be performed by the manufacturer on a prototype or on an actual portion of the work prepared for this project, before it is shipped to the job site. The report must be signed by an authorized official of the manufacturer's test facility or testing laboratory and must state the test was performed in accordance with the test requirements; state the test results; and indicate whether the material, product, or system has passed or failed the test.
Field Test Reports: A written report which includes the findings of a test made at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation.
The report must be signed by an authorized official of a testing laboratory or agency and must state the test was performed in accordance with the test requirements; state the test results; and indicate whether the material, product, or system has passed or failed the test.
SD-07 Certificates (1 electronic copy)
Submit certification from the manufacturer attesting that materials and equipment to be furnished for this project conform with the requirements of this specification and of the referenced publications. Pre-printed certifications will not be acceptable; certifications shall be in the original. The certification shall not contain statements that could be interpreted to imply that the product does not meet all requirements specified, such as "as good as"; "achieve the same end use and results as materials formulated in accordance with the referenced publications"; "equal or exceed the service and performance of the specified materials". The certification shall simply state that the product conforms to the requirements specified.
When materials or equipment must conform to the standards of organizations such as the American National Standards Institute (ANSI), American Society for Testing and Materials (ASTM), National Electrical Manufacturers Association (NEMA), and Underwriters Laboratories (UL), proof of such conformance shall be submitted to the Contracting Officer’ Representative for approval. If an organization uses a label or listing to indicate compliance with a particular standard, the label or listing, the Contractor shall submit a certificate from an independent testing organization, which is competent to perform acceptable tests and is approved by the Contracting Officer’s Representative. The certificate shall state that the item has been tested in accordance with the specified organization's test methods and that the item conforms to the specified organization's standard. For materials and equipment whose compliance with organizational standards or specifications is not regulated by an organization using its own listing or label as proof of compliance, a certificate of compliance from the manufacturer shall be submitted for approval. The certificate shall identify the manufacturer, the product, and the referenced standard and shall simply state that the manufacturer certifies that the product conforms to all requirements of the project specification and of the referenced standards listed.

Submit reprinted material describing installation of a product, system, or material, including special notices and Safety Data Sheets, if any, concerning impedances, hazards, and safety precautions.

Where installation procedures, or any part hereof, are required to be in accordance with the recommendations of the manufacturer of the material being installed, printed copies of these recommendations shall be furnished to the Contracting Officer‘s Representative prior to installation.
Installation of the item will not be allowed to proceed until the recommendations are received. Failure to furnish these recommendations can be cause for reject of the material.
1.3.1 Preconstruction Submittals (1 electronic copy each)
Submit all preconstruction submittals for approval within (7) calendar days after the Award Date. All preconstruction submittals shall be approved prior to the scheduling of the preconstruction conference. The preconstruction submittals shall include, per the submittal register:

PART 1 GENERAL: This specification applies to all work contained in the contract. This section includes the measures for the coral relocation actions.
1.1 REFERENCES

1.2 DEFINITIONS
1.2.1 Environmental Pollution and Damage
Environmental pollution and damage is the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life;
affect other species of importance to humankind; or degrade the environment aesthetically, culturally and/or historically.
1.2.2 Environmental Protection
Environmental protection is the prevention/control of pollution and habitat disruption that may occur to the environment during construction. The
SECTION 01 57 20.00 10 Page 2 control of environmental pollution and damage requires consideration of land, water, and air; biological and cultural resources; and includes management of visual aesthetics; noise; solid, chemical, gaseous, and liquid waste; radiant energy and radioactive material as well as other pollutants.
1.2.3 Contractor Generated Hazardous Waste
Contractor generated hazardous waste means materials that, if abandoned or disposed of, may meet the definition of a hazardous waste. These waste streams would typically consist of material brought on site by the Contractor to execute work, but are not fully consumed during the course of construction. Examples include, but are not limited to, excess paint thinners (i.e. methyl ethyl ketone, toluene etc.), waste thinners,excess paints, excess solvents, waste solvents, and excess pesticides, and contaminated pesticide equipment rinse water.
1.2.4 Land Application for Discharge Water
The term "Land Application" for discharge water implies that the Contractor must discharge water at a rate which allows the water to percolate into the soil. No sheeting action, soil erosion, discharge into storm sewers, discharge into defined drainage areas, or discharge into the "waters of the United States" must occur. Land Application must be in compliance with all applicable Federal, State, and local laws and regulations.
1.2.5 Surface Discharge
The term "Surface Discharge" implies that the water is discharged with possible sheeting action and subsequent soil erosion may occur. Waters that are surface discharged may terminate in drainage ditches, storm sewers,creeks, and/or "waters of the United States" and would require a permit to discharge water from the governing agency.
1.2.6 Waters of the United States
All waters which are under the jurisdiction of the Clean Water Act, as defined in 33 CFR 328.
1.2.7 Wetlands
Those areas that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands generally include swamps, marshes, and bogs.
1.3 GENERAL REQUIREMENTS
Minimize environmental pollution and damage that may occur as the result of construction operations. The environmental resources within the project boundaries and those affected outside the limits of permanent work must be protected during the entire duration of this contract. Comply with all applicable environmental Federal, State, and local laws and regulations.
Any delays resulting from failure to comply with environmental laws and regulations will be the Contractor's responsibility. The following general items have been included as Appendix D and shall be adhered to by the contractor. Contractor shall comply with all appendicies of this spec.
Contractor shall comply with the Base's Spill Control plan whenever applicable.

1.3.1 Turbidity
Monitor turbidity during construction. If elevated turbidity levels are observed, monitoring shall comply with the appropriate water quality standards. This determination is in compliance with 403.813, Florida Statutes and 404(f) of the Clean Water Act. Refer to/comply with Appendix D.
1.3.2 Manatee Protection
Refer to/comply with Appendix D.
1.3.3 Sea Turtle and Smalltooth Sawfish
Refer to/comply with Appendix D.
1.4 SUBCONTRACTORS
Ensure compliance with this section by subcontractors.
1.5 PAYMENT
No separate payment will be made for work covered under this section.
Payment of fees associated with environmental permits, application, and/or notices obtained by the Contractor, and payment of all fines/fees for violation or non-compliance with Federal, State, Regional and local laws and regulations are the Contractor's responsibility. All costs associated with this section must be included in the contract price.

1.7 ENVIRONMENTAL PROTECTION PLAN
Prior to commencing construction activities or delivery of materials to the site, submit an Environmental Protection Plan for review and approval by the Contracting Officer's Representative. The purpose of the Environmental Protection Plan is to present a comprehensive overview of known or potential environmental issues which the Contractor must address during construction. Issues of concern must be defined within the Environmental Protection Plan as outlined in this section. Address each topic at a level of detail commensurate with the environmental issue and required construction task(s). Topics or issues which are not identified in this section, but are considered necessary, must be identified and discussed after those items formally identified in this section. The Environmental Protection Plan must be current and maintained onsite by the Contractor.

1.7.1 Compliance
No requirement in this Section will relieve the Contractor of any applicable Federal, State, and local environmental protection laws and regulations. During Construction, the Contractor will be responsible for identifying, implementing, and submitting for approval any additional requirements to be included in the Environmental Protection Plan.
1.7.2 Contents
Include in the environmental protection plan, but not limit it to, the following:
a. Name(s) of person(s) within the Contractor's organization who is(are) responsible for ensuring adherence to the Environmental Protection Plan.
b. Name(s) and qualifications of person(s) responsible for manifesting hazardous waste to be removed from the site, if applicable.
c. Name(s) and qualifications of person(s) responsible for training the
Contractor's environmental protection personnel.
d. Description of the Contractor's environmental protection personnel training program.
e. An erosion and sediment control plan which identifies the type and location of the erosion and sediment controls to be provided. The plan must include monitoring and reporting requirements to assure that the control measures are in compliance with the erosion and sediment control plan, Federal, State, and local laws and regulations. A Storm Water Pollution Prevention Plan (SWPPP) may be substituted for this plan.
f. Drawings showing locations of proposed temporary excavations or embankments for haul roads, stream crossings, material storage areas, structures, sanitary facilities, and stockpiles of excess or spoil materials including methods to control runoff and to contain materials on the site.
g. Traffic control plans including measures to reduce erosion of temporary roadbeds by construction traffic, especially during wet weather. Plan shall include measures to minimize the amount of mud transported onto paved public roads by vehicles or runoff.
h. Work area plan showing the proposed activity in each portion of the area and identifying the areas of limited use or nonuse. Plan should include measures for marking the limits of use areas including methods for protection of features to be preserved within authorized work areas.
i. Drawing showing the location of borrow areas.
j. Include a Spill Control plan the procedures, instructions, and reports to be used in the event of an unforeseen spill of a substance regulated by 40 CFR 68, 40 CFR 302, 40 CFR 355, and/or regulated under State or Local laws and regulations. The Spill Control Plan supplements the requirements of EM 385-1-1 and includes oils, greases, and petroleum products. Include in this plan, as a minimum:
(1) The name of the individual who will report any spills or
SECTION 01 57 20.00 10 Page 5 hazardous substance releases and who will follow up with complete documentation. This individual will immediately notify the local Fire Department in addition to the legally required Federal, State, and local reporting channels (including the National Response Center 1-800-424-8802) if a reportable quantity is released to the environment. Include in the plan a list of the required reporting channels and telephone numbers.
(2) The name and qualifications of the individual who will be responsible for implementing and supervising the containment and cleanup.
(3) Training requirements for Contractor's personnel and methods of accomplishing the training.
(4) A list of materials and equipment to be immediately available at the job site, tailored to cleanup work of the potential hazard(s) identified.
(5) The names and locations of suppliers of containment materials and locations of additional fuel oil recovery, cleanup, restoration, and material-placement equipment available in case of an unforeseen spill emergency.
(6) The methods and procedures to be used for expeditious contaminant cleanup.
k. A non-hazardous solid waste disposal plan identifying methods and locations for solid waste disposal including clearing debris and schedules for disposal.
(1) Identify any subcontractors responsible for the transportation and disposal of solid waste. Submit licenses or permits for solid waste disposal sites that are not a commercial operating facility.
(2) Evidence of the disposal facility's acceptance of the solid waste must be attached to this plan during the construction. Attach a copy of each of the Non-hazardous Solid Waste Diversion Reports to the disposal plan. Submit the report for the previous quarter on the first working day after the first quarter that non-hazardous solid waste has been disposed and/or diverted (e.g. the first working day of January, April, July, and October).
(3) Indicate in the report the total amount of waste generated and total amount of waste diverted in cubic yards or tons along with the percent that was diverted.
(4) A recycling and solid waste minimization plan with a list of measures to reduce consumption of energy and natural resources.
Detail in the plan the Contractor's actions to comply with and to participate in Federal, State, Regional, and local government sponsored recycling programs to reduce the volume of solid waste at the source.
l. An air pollution control plan detailing provisions to assure that dust, debris, materials, trash, etc., do not become air borne and travel off the project site.
m. A contaminant prevention plan that: identifies potentially hazardous
SECTION 01 57 20.00 10 Page 6 substances to be used on the job site; identifies the intended actions to prevent introduction of such materials into the air, water, or ground; and details provisions for compliance with Federal, State, and local laws and regulations for storage and handling of these materials. In accordance with EM 385-1-1, a copy of the Safety Data Sheets (SDS) and the maximum quantity of each hazardous material to be onsite at any given time must be included in the contaminant prevention plan. Update the plan as new hazardous materials are brought onsite or removed from the site.
n. A waste water management plan that identifies the methods and procedures for management and/or discharge of waste waters which are directly derived from construction activities, such as concrete curing water, clean-up water, dewatering of ground water, disinfection water, hydrostatic test water, and water used in flushing of lines. If a settling/retention pond is required, the plan must include the design of the pond including drawings, removal plan, and testing requirements for possible pollutants. If land application will be the method of disposal for the waste water, the plan must include a sketch showing the location for land application along with a description of the pretreatment methods to be implemented. If surface discharge will be the method of disposal, include a copy of the permit and associated documents as an attachment prior to discharging the waste water. If disposal is to a sanitary sewer, the plan must include documentation that the Waste Water Treatment Plant Operator has approved the flow rate, volume, and type of discharge.
1.7.3 Appendix
Attach to the Environmental Protection Plan, as an appendix, copies of all environmental permits, permit application packages, approvals to construct, notifications, certifications, reports, and termination documents. Permits will be provided by the government.
1.8 SPECIAL ENVIRONMENTAL REQUIREMENTS
1.8.1 Comply with the special environmental requirements listed in Appendix D,F,G and H.
1.8.2 Permit Certification and Deviation Report – Contractor shall provide a post-construction certification report to the Government in accordance with the requirements noted in Appendix F. Report shall include deviations to the permit drawings, including those specified by the contract.
1.9 ENVIRONMENTAL ASSESSMENT OF CONTRACT DEVIATIONS
Any deviations from the drawings, plans and specifications, requested by the Contractor and which may have an environmental impact, will be subject to approval by the Contracting Officer's Representative and may require an extended review, processing, and approval time. The Contracting Officer's Representative reserves the right to disapprove alternate methods, even if they are more cost effective, if the Contracting Officer's Representative determines that the proposed alternate method will have an adverse environmental impact.
1.10 NOTIFICATION
The Contracting Officer's Representative will notify the Contractor in writing of any observed noncompliance with Federal, State or local environmental laws or regulations, permits, and other elements of the

Contractor's Environmental Protection plan. After receipt of such notice, the Contractor will inform the Contracting Officer's Representative of the proposed corrective action and take such action when approved by the Contracting Officer's Representative. The Contracting Officer's Representative may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No time extensions will be granted or equitable adjustments allowed for any such suspensions.
