RFI RECEIVED QUESTION ANSWER

1 11/2/2015

In Section 099600 – High Performance Coatings the specs call for an ESD urethane coating, the drawings for this section call for the flooring to be white. The particles from the additives and fillers in the ESD coating are grey and will over power any white coloring added. Will a grey ESD urethane coating be acceptable?

ESD is an Electro Static Dissipation and the hangar requires ESD floor. The specification is correct, and to get a white floor, the polyurethane top coats (Step 4

& 5) in System Installation shall be pigmented white so that the surface is pure white. Bid in accordance with the specifications

2 11/2/2015

1. The specifications calls for an ESD Urethane Coating. 2. The pictures that show the floor state that the color needs to be white. 3. The problem is that the additives and the fillers in the coatings that make it ESD are gray. So the lightest color for ESD coatings would be gray.

ESD is an Electro Static Dissipation and the hangar requires ESD floor. The specification is correct, and to get a white floor, the polyurethane top coats (Step 4

& 5) in System Installation shall be pigmented white so that the surface is pure white. Bid in accordance with the specifications

Section 09 90 00 1.4 B 3 (page 4 of 9) states "Qualifications of Coating Contractor: All

Contractors and Subcontractors that perform surface preparation or coating application shall be certified to either ISO 9001 or SSPC QP-1 and SSPC QS 1 Prior to contract award. / Do you mean SSPC QP-1 and SSPC QP 2 Prior to contract award? / QS-1 certification. The timing required is a problem - "prior to award" may be problem, also maintaining the certification requires that you continue to perform work on QS 1 projects. Not sure we can meet that requirements as again this is the first one we have seen with this requirement.

This is a national standard. Bid in accordance with the specifications. (Prior to contract award removed)

5 11/10/2015

Section 09 90 00 1.4 B 3 (page 4 of 9) states "qualifications of Coating Contractor”: All

Contractors and Subcontractors that perform surface preparation or coating application shall be certified to either ISO 9001 or SSPC QP-1 and SSPC QS-1 prior to contract award. / Please note that there are no current "SSPC QS-1" qualified contractors in the state of LA. / QP-1 has to do with industrial coating applications on steel structures in the field, while QP-2 is for industrial hazardous paint removal in the field. Is this a typo and should it be SSPC QP-1 and SSPC QP-2?

This is a national standard. Bid in accordance with the specifications. (Prior to contract award removed)

12 11/19/2015

1) The plans call for removal of all of the metal and translucent panels on the hangar.

Does acceptance or non-acceptance of Option Item 1 have any bearing on the amount of demolition work to be done?...i.e. more or less work whether the option is accepted or not?

Regardless of Option 1, demolition is the same. All the panels shall be removed and not to be reused.

2) It is noted in Unit Price #2 that there is a pricing request for “an additional 50 linear feet of taxi lines suggesting that the unit price is optional. Should we construe that Unit

Price #1 for the temporary hangar is optional also, or a necessity in carrying out this project? The purpose of the question is to understand whether the work to be carried out in the existing hangar will or will not be carried out with greater ease or greater difficulty depending on the response to this question.

Unit Price #2 is for additional 18" taxi lines after the temporary hangar has been removed. Unit price #1 is for additional monthly rent of the temporary hangar if needed.

3) Section H - Special Contract Requirements notes in H.4 that regular work hours are those hours the activity Command works on a day-to-day basis. General

Requirements Section 01 11 00, 1.10 Work Hours states that the work shall be done during the hours of 7am - 5pm, Monday thru Friday. On a project just completed we were forced to stop work at 3:30pm. Therefore, can you tell us with certainty the hours that we will be allowed to start and stop our work for bid purposes?

Work hours as as indicated in specification.

4) Referring to Section L - Instructions, Conditions, and Notices to Offerors, L.2,.....are the minority and female participation goals in 52.222-23 a mandatory requirement to be met, or suggestive target goals and not a mandatory requirement to be met

This is a mandatory requirement that mus be met.

5) Understanding pay rates prior to bidding is one of the most important parts of bidding. Since lead plays an important part in this project are we expected to apply the common laborer rate to for lead workers or is there a special rate for Davis - Bacon that we are to use?

There are no known special laborer rates for lead workers.

6) Under demolition, is the intent to remove only exterior light fixtures or interior ones also? Questions: Re: Hangar Interior/Exterior Repairs - Solicitation #HSCG82-15-B-

PMV251 Page -2-

YES, the note on this Hangar Exterior Elevations Demolition Work is correct.

Exterior and Interior light fixtures to be removed and to be provided. The removal of four (4) exterior MV apron area light fixtures is indicated on sheet E-01, 21/29, Plan

Note #4. Also the removal and replacement of the hangar interior lighting is as indicated on sheets, E-01, E-02, E-03, E-04, E-05, E-06, E-07, and Specification

Section 26 05 00, Article 2.10 Lighting, Interior & Exterior.

................................REFER TO ELECTRICAL DRAWINGS.

7) Under demolition it is called out for all of the exterior siding panels to be removed. I find one related sample (reading # 23 which reads “wall”, and it reads “negative”) in the LEAAF lead survey on 7/20/12, however, I am not sure whether that is a test for the hangar upper panel walls which we are to remove or a lower wall test elsewhere in the hangar. Also, in the LEAAF survey of 4/3/14 there was a Reading #9 wall test yielding negative results on gray metal on the NW side. However, not having visited the hangar yet, and being uncertain of the exact location tested questions loom.

Therefore, with this uncertainty, is the removal of these metal panels to be construed as lead component removal work or regular demolition work? Having a clear understanding of this is paramount to work methods to be employed and the resulting cost consequences.

This is regular demolition work, although the contractor is responsible for following the OHSA 29 CFR 1926.62 "Lead" Standards and provide for appropriate worker protection. As mentioned in the General Note on sheet 4 of 29 : "All existing coatings contain some level of lead content. OHSA Worker Protection shall be provided for disturbance of any painted surfaces. Painted coatings on existing building materials to be removed can be disposed of as normal construction waste provided they remain intact on the building material being removed" REMEMBER:

lead-based paint applies to target housing and child-occupied facilities. The OHSA

Worker Protection standards are what's applicable here.

8) What is the demarcation height between column lead work and regular work at the columns?

Or, would you prefer that we treat the lower column work as lead work in lieu of not knowing for certain? (See LEAAF letter dated 7/24/12, paragraph 4.

9) Have the hangar doors been changed out since the LEAAF report dated 7/24/12? I thought that I either heard that from my contractor or saw it elsewhere in the plans/specs information. Can you confirm?

Yes, Hangar doors are new.

10) Section B - Supplies or Services and Prices, Base Bid Item states ....”clean and eliminate rust and all loose material from all components of the metal structure including the emergency stairs”. Is this scope completely accurate as it reads or is it required that 100% of all paint, lead or nonlead, be removed?

Bid in accordance with the specifications. Remove the loose material, you do not need to remove all paint as long as it is well adhered to the building component.

Dust is present inside the main hangar cleaning is important before painting. Refer to the OSHA Lead standard for requirements associated with abrasive blasting.

Refer to spec for the coatings preparation requirements, ISO 9001, OR SSPC QP1

AND SSPC QS1. The USCG does not dictate the removal methods for the non-adhered coatings. Properly prepare accordingly to the manufacture recommendations.

11) Is it clear to the military that for the purposes of this work scope intent that there will be painted surfaces between roofing and top of structural flanges is sandwiched and cannot be addressed?

The contractor shall paint the existing metal deck on the underside that is facing the interior hangar space, including trusses, purlins, girts, columns, etc. It is clear to the military that all surfaces that you can reach without desmanteling the structure from the inside of the main hangar space shall be painted.

12) Is blasting acceptable for the intent of work scope to remove the loose rust and paint in the ceiling? If so, is there any form of blasting that is not acceptable?

Yes, refer to the OSHA Lead standard for requirements associated with abrasive blasting. The USCG does not dictate the removal methods for the non-adhered coatings.

13) Is chemical stripping acceptable for the intent of work scope to remove paint? Yes, but you are only required to remove non-adhered coatings from component surfaces. The USCG does not dictate the removal methods for the non-adhered coatings.

14) Lead paint may be on the outer surfaces (facing outward toward metal panels to be later removed of columns, girts, and other structural members trapped between metal panels and the structural component outer face. Access may only be attained after the panels are removed in the subsequent phase that follows abatement according to the phasing schedule in 01 11 00, 1.3.1. Is it the intent to perform additional outer lead preparation and painting work in the subsequent phase “c”, thereby requiring additional work consideration and cost consideration, or is exemption of further lead work and painting acceptable and also the intent to move the panel removal/replacement along swiftly to gain closure of the hangar? Questions: Re:

Hangar Interior/Exterior Repairs - Solicitation #HSCG82-15-B-PMV251 Page -3-

Yes, Lead paint shall be removed on the outter surfaces (facing outward toward metal panels to be later removed of columns, girts, and other structural members trapped between metal panels and the structural component outer face). Yes, additional work is required. Performing the interior first will allow the walls to contain the LBP inside the hangar. To combine phases for LBP removal shall be discussed with COR and CM.

15) There was no information regarding the paint content (lead or non-lead) on the floor of the hangar. Can you confirm whether this deck surface or any striping’s on it contains lead paint since it is to be removed?

Attached new LBP report in Appendix "G" G-5

16) A) Is flame retardant poly acceptable in satisfying “heavy dust proof flame retardant curtain walls” or tarps to cover the hangar doors on the inside? B) In the environmental business we know how to poly critical barriers for doors and windows, etc. Is individual polying of these openings at the adjacent “lean-to”buildings acceptable in lieu of a very difficult, more onerous method described in Specification

Section 01 11 00-1.3.2f? Our suggestion permits tighter, better controlled, and easier to monitor control of the openings during work progress.

Yes, use any dust proof barrier that's approved by OHSA. Main doors are new and require a heavy dust protection secured at the floor, the side walls and top of the doors, interior protection and exterior protection is needed for the two big doors.

During LBP removal and during painting of the support structure of the wall panels protection is needed. Opening must be protected at all times even while painting due to rain water infiltration.

17) What is the purpose of covering the exterior of the hangar doors? Is this a necessity?

The exterior of the hangar doors shall be covered as well during the exterior work.

Work will be done on top of the doors outside the façade.

18) The specification has some uncertain or conflicting information regarding asbestos abatement intent. Specification Section 01 11 00, 1.2.1-6 acknowledges asbestos presence from the LEAAF 6/12/15 environmental survey. That survey reports presence of asbestos (>1%) on piping and elbows as found in the Appendice.

Specification Section 01 11 00, 1.2.4.1 paragraph two conversely states that “no

ACBMs were present above the regulatory limit of 1% or greater”. Isit the intent to remove asbestos components during this renovation or not?

Section 01 1100, 1.2.4.1 paragraph two should state: "….and ACBMs were present above the regulatory limit…"

19) Regarding question #18 above, the drawing provided by LEAAF suggests that most of the positive ACM locations (samples 16, 18, 19, and 20) of the sampling is within the “lean to” offices and it is my understanding that no work is to be done there.

Is this correct that no asbestos work is to occur within the lean-to offices?

Yes, there will be not work on the "lean to" offices.

20) What I can’t discern is whether samples 21 and 22 are in the open hangar and therefore whether they suggest removal of this sample type throughout the open hangar. Can you confirm this please for our work scope purposes as it might or might not affect 01 11 00, 1.2.1-49 for the hot water circuit?

You must assume that all of the "Foam Glass Pipe Insulation" is an ACBM.

Samples 21 and 22 are in the main hangar.

21) The natural gas pipe was confirmed as having lead based paint on it. Should the removal of the two sections be considered as lead paint component removal work scope? It is listed under Mechanical scope #51 under 01 11 00, 1.2.1-51

The removal of the two sections of natural gas pipe should be considered as lead paint components.

22) Is an unexpired Safety Card for the named Competent Person acceptable in lieu of a Letter of Qualification for equipment operation?

All equipment operators must be licensed IAW OSHA and EMI-385

23) Specification Section 02 82 12, 1.3.1, Description of Work discusses removal of asbestos duct mastic. I do not see any relevancy to this work scope elsewhere in the specs and plans. Is the work scope for removal of asbestos duct mastic accurate or a mistake?....and does this paragraph need to be re-issued?

Questions:

Re: Hangar Interior/Exterior Repairs - Solicitation #HSCG82-15-B-PMV251 Page -4-

You must assume that all of the "Foam Glass Pipe Insulation" is an ACBM.

Samples 21 and 22 are in the main hangar. No duct mastic. Paragraph should read as: "1.3.1 Description of Work

The work covered by this section includes the handling and control of asbestos containing materials and describes some of the resultant procedures and equipment required to protect workers, the environment and occupants of the building or area, or both, from contact with airborne asbestos fibers. The work also includes the disposal of any asbestos containing materials generated by the work. More specific operational procedures shall be outlined in the Asbestos Hazard Abatement Plan called for elsewhere in this specification. All of the "Foam Glass Pipe Insulation" is an ACBM., and is governed by 40 CFR 763. Provide negative pressure enclosure techniques as outlined in this specification. Lead-Based Paint & ACBM Reports, are attached to these specification. Refer to appendix “G”. The Government will evacuate the work area during the asbestos abatement work. All asbestos removal work shall be supervised by a competent person as specified herein.

24) Should power outage be required, there is a conflict regarding the request for power outage causing a 13 day difference in the wait period. See Table at 1.12.5 which states 15 days wait versus Section 1.23 which states 2 working days, both in

Specification Section 01 11 00.

The power outage clarification. If it will affect unit only a 2-day notice is needed. If outage affects or could affect the units outside our fence line then the 15-day notice is required.

25) Referring to Specification Section 02 82 12, 1.5.1 Private Qualified Person

Documentation,if asbestos work is to be performed, is it correct that the requirement is such that the general contractor must hire the PQP?

Yes, but they can't be hired by the asbestos contractor; they need to be financially independent of the asbestos contractor.

26) In Specification Section 02 82 33, 1.3.1 Description of Work, there are statements that appear to be contrary to other information within the plans and specs. A) For instance, it says to “remove/control lead-based paint /paint with lead in good condition” where only the rusted, loose lead based paint was to be removed elsewhere throughout the specifications. Which is correct?

B) It also (awkwardly) states, for the first time I’ve seen throughout the plans and specifications, to remove/control lead paint at the “walls metal siding and underside of roof decking that that will be in direct contact and will result affected by construction activities”. Are the metal panels positive for lead paint? C) Hasn’t the roof deck already been changed out?

A) The scope is accurate remove the loose material, you do not need to remove all paint as long as it is well adhered to the building component. B)This is regular demolition work, although the contractor is responsible for following the OHSA 29

CFR 1926.62 "Lead" Standards and provide for appropriate worker protection. As mentioned in the General Note on sheet 4 of 29 : "All existing coatings contain some level of lead content. OHSA Worker Protection shall be provided for disturbance of any painted surfaces. Painted coatings on existing building materials to be removed can be disposed of as normal construction waste provided they remain intact on the building material being removed" REMEMBER: lead-based paint applies to target housing and child-occupied facilities. The OHSA Worker

Protection standards are what's applicable here. C) No, The roof deck has not been changed. All existing coatings contain some level of lead content.. The contractor shall paint the existing metal deck on the underside that is facing the interior hangar space, including trusses, purlins, girts, columns, etc.

27) In the same Specification Section it discusses “remove/control lead-based paint in exterior and/or interior paint of the EMERGENCY GENERATOR building”....and, “at contractor option, contractor may test for lead based paint and provide certification that no lead-based paint shall be disturbed.” Is this paragraph applicable to this project or a left over specification from a different project? If it’s related to this project then why wouldn’t the area be immediately tested to confirm whether to bid the abatement cost into the project (or not)?

Paragraph should read as:

1.3.1 Description of Work

Remove/control lead-based / paint with lead, located on areas of steel structural members including steel columns, beams and trusses and walls metal siding and underside of roof decking, including the emergency stair and during removal of panels and accessories that will be in direct contact and will result affected by construction activities. Refer to Leaaf reports Appendix "G".

28) Is it the intent to clean the rust and loose paint at the emergency stair under a lead removal protocol? I did not see sampling for the painted stair structures in either report and since the emergency stair has its own section separation at Specification Section

1.2.1-33 it appears not associated with the “Main Hangar” ceiling structures which have been identified for lead paint.

29) It was noted at the site visit that the crane permit for the airfield takes approximately 45 days to get processed and the first phase of the project requires construction of the temporary hangar to be performed in 45 days. In order to provide the construction in the amount of days in phase one for the temporary hangar, the NTP will need to be delayed until the crane permit has been approved. Is this a viable assumption for our scheduling of the work to be performed?

NTP will not be postponed.

30) Per the drawing M-01 we are to remove all the mechanical systems in the boiler room and piping that serves this equipment. Is it the intent of the RFP to not replace any of this equipment?

"Correct, none of the equipment will be replaced after removed"

13 11/19/2015

1. Will the existing taxiway markings on the airfield have to be removed and then replaced or will the contractor just repaint the existing markings? If contractor has to remove them, will hydro blasting of the lines be the preferred method of removal?

Contractor shall pressure clean the concrete taxi ramp and contractor to repaint the existing markings. No removal is needed for the existing taxi lines paint over. Follow manufacture's specifications.

2. Will the contractor that is awarded this project be required to perform a new hazardous material survey or will the government provided survey in the RFP documents be sufficient for the abatement SOW?

The contractor is responsible for documenting the RCRA waste classification, either through generator knowledge or analytical documentation.

3. Per the bid schedule, please provide a list or examples of the existing furniture and equipment that is to be removed, relocated, and reinstalled during the construction period of this project. Will the government provide an area for these items to be stored/protected or will the contractor be required to provide temporary storage containers?

Itemized List of the Furniture provided in Appendix "J" Contractor to provide storage containers, See Section 01 11 00.

4. Will the contractor be responsible for payment of temporary utilities to our job site trailer and the need of power during construction?

Government will provide "Reasonable" amounts of utilities at no cost to contractor as outlined in the general section of the specs.

5. Will a temporary construction fence be required to protect the construction site area during construction? If so, please provide the fencing requirements (height, fabric, etc…) and location for installation.

Up to KTR to prevent minimum access to site.

6. Per the bid schedule in regards to the monthly lease fee for the temporary hangar, will the government provide full payment of the 12 month cost for the temporary hangar once it is delivered to the site or will the contractor only be paid monthly for the cost shown in the bid schedule?

No. The Government will pay monthly progress payments.

14 11/19/2015

1. Will the airfield taxiway markings be priced only through the unit price or will the contractor need to include all the markings shown on drawing G-03 in the base bid and if additional markings are needed, the government can use the unit price to provide a mod for any additional work?

Yes, Contractor shall provide a price for the 5,000 LF specified on G-03. Contractor to provide unit price for additional taxilines if needed.

2. For bid option #2, survey and removal of inactive conduits and wire, will this require any lead abatement in order to remove these conduits?

Yes, This is regular demolition work, although the contractor is responsible for following the OHSA 29 CFR 1926.62 "Lead" Standards and provide for appropriate worker protection.

3. Please provide Davis Bacon Wage rates that apply to this project if contractor has to adhere to this requirement for certified payrolls on our company and subcontractors.

Davis Bacon Wages are in the IFB

4. What onsite management will be required by the contractor for this project? Full time superintendent, QC manager, Site Safety Manager...etc or can one person carry all these qualifications?

KTR will need to provide site superintendent and QC Manager. Site Supper may act as safety manager provided that's how it is noted in the contractor's safety plan.

5. Per 2.1.3…Concrete Floor Slab Surface-High Impact and Chemical Resistant

Polyurethane Coating, several of my epoxy floor subcontractors are stating that the

“White High Gloss” finish is not a product that is readily available. Is another color acceptable for this application?

Another color is not acceptable. ESD is an Electro Static Dissipation and the hangar requires ESD floor. The specification is correct, and to get a white floor, the polyurethane top coats (Step 4 & 5) in System Installation shall be pigmented white so that the surface is pure white. Bid in accordance with the specifications

6. Per general hazardous note A on drawing A-01, it states that all existing paint coatings contain some level of lead. Will the work under note 1 on drawing A-08 be considered lead abatement? If so, will the lead have to be disposed of offsite?

All waste generated as a result of this project will be need to be classified and managed appropriately. If you are just removing rust with no coatings present this would be classified as nonhazardous solid waste. If is the contractors responsibility to properly classify the waste and insure proper disposal. See Section 01 1100

1.2.4.2 for additional instruction.

7. Per note 2 on drawing A-08, will these areas only receive a “wipe down” cleaning prior to painting or will this have to be pressure washed and or sand blasted first?

Pressure washing or sand blasting will strip the newly white painted areas and additional disposal and cleanup will be required if so.

Remove the loose material, you do not need to remove all paint as long as it is well adhered to the building component. Dust is present inside the main hangar cleaning is important before painting. Refer to the OSHA Lead standard for requirements associated with abrasive blasting. Refer to spec for the coatings preparation requirements, ISO 9001, OR SSPC QP1 AND SSPC QS1. and recommendations of the paint manufacturer The USCG does not dictate the removal methods for the non-adhered coatings.

8. Does the electrical equipment shown to be removed on drawing A-01 feed the existing fire alarm system that is to remain operational at all times during construction?

No, the electrical equipment noted on sheet A-01 is aircraft 400Hz power supply equipment, converters and cables reels. Work required is identified on Sheets E-

02 and E-08 and specification Section 26 05 00, Article 2.12.

9. Per drawing TE-01, has the government determined that the load needed at the temporary hangar can be supported by the existing 150KVA transformer that we are to connect to?

Existing 150KVA transformer is large enough to provide power to temporary hangar

10. Per the RFP, it states that the contractor is to provide sufficient lighting for the temporary hangar to meet 30fc. Will the government provide the light count and type that needs to be installed or is the contractor to provide the design and amount of lights needed?

Contractor provide the design and installation. Light shall be LED type.

Zimmer-Eschette Service II, LLC 1) The following may be the most important question that you will get and the preface is important to understand the question. This project is more complicated for coatings due to the lead paint issue. In the coatings section, the surface preparation in Section

09 90 00, 3.2.C.a calls for simple hand tool cleaning, SSPC-SP2, “to remove (only) loose mill scale, loose rust, and other detrimental foreign matter”. This is basically equivalent to what the lead instructions read on most of the pertinent drawings, etc.

Section 09 90 00, 1.4.B.3 includes the coatings surface preparation to “be certified to either ISO 9001 OR SSPC QP1 AND SSPC QS1". It is apparent from discussions I’ve had that most lead abatement companies will not have the coatings certifications from the Society of Protective Coatings to do simple hand tool scraping work while most coatings companies will not have the lead abatement licenses (and environmental insurances) to do the lead abatement work. Since this conflict would narrow the field of pre-bid attendees (many of whom traveled long distances) and other competitive bidders significantly, will the Navy consider the lead abatement scrape as adequate

(by scraping the loose elements for prep WITHOUT the coatings preparation requirements, ISO 9001, OR SSPC QP1 AND SSPC QS1 noted above) for the coatings preparation? Due to the time allocation in bidding this project can you please issue the answer to this question sooner rather than later as it will govern our participation decision in the project.
