Justification and Approval for Other Than Full and Open Competition
AIR STATION NEW ORLEANS HANGAR EXTERIOR & INTERIOR REPAIRS
PNUM#6034068- Invitation to Bid HSCG82-15-B-PMV251
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3 and in accordance with the requirements of FAR 6.302-1, (c), provides the following facts and rationale as required by FAR 6.303-2.
1. Identification of Agency and the Contracting Activity. This is a Justification for other than full and open competition — Use of a brand name description. This Justification and Approval is being issued by the United States Coast Guard, a component of the Department of Homeland Security. The Contracting Activity is Civil Engineering Unit Miami.
2. Nature and/or description of the action being approved. The action to be approved is the use of a brand name description for a Sprung Temporary Hangar Structure, to be supplied by Sprung Instant Structures Inc. CEU Miami intends to issue specifications as part of IFB HSCG82- 15-B-PMV25 1 for Exterior and Interior Aircraft Hangar Repairs at Air Station New Orleans that included a brand name description for the temporary hangar. Repairs will necessitate closure of the entire hangar in order to protect personnel and equipment from toxic lead and expedite duration of construction. In order to support the unit’s mission and operational commitments additional hangar space needs to be supplied to protect $50 million worth of aircraft and ground support equipment. during the execution of the contract. Estimated timeline for construction is twelve months beginning in the 1st quarter of 2016.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value). The requirement is for a temporary hangar structure form Sprung. Specifically, the Coast Guard requires the SIGNATURE SERIES Sprung Temporary hangar, which is 100 feet wide by 135 feet long.
4. An identification of the statutory authority permitting other than full and open competition. FAR 6.302-1, paragraph (c). permits the use of a brand name description as part of an acquisition, if it is properly justified and approved.
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited. SPRUNG INSTANT STRUCTURES, INC. is the only company that can meet the requirements set forth in IFB HSCG82-15-B- PMV25 I. Sprung meets the requirement of a flexible monthly lease program and it is the only company that can provide a temporary structure that will meet the required wind load of 150 mph. In addition, Sprung has the dimensions required to house our S50 Million worth of aircraft and ground support equipment.

Market Research conducted with Biglop Fabric Structures. Losberger US., LLC..
Universal Fabric Structures, and Cocoon INC.. did not meet the requirement for this project. Failure to award this effort to SPRUNG INSTANT STRUCTURES. NC would jeopardize the viability of this project and will have a tremendous negative impact on correcting the hangar at CG Air Station New Orleans sick building (Lead Base Paint and Asbestos) including the health of its occupants. Analyzing all viable courses of action, the most cost effective option is to construct a temporary hangar on the existing aircraft ramp, separate from the hangar building. This option also results in the least operational, work-life and logistical impacts to the unit. The temporary hangar will house five aircraft and all ground support equipment. All spaces other than the hangar deck will he fully accessible during the period of construction. The structure will be leased for the duration of the construction timeline and provide similar shelter capability as the existing hangar facility. This temporary structure is the only one in the market to resist a 150 mph in New Orleans, LA. and also provide shelter after a storm event.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 58.202 applies. Market research was done to find other companies to meet the requirements but the companies with a lease program oniy provide 100 mph which is below the wind load required of 1 50 mph. The following companies were researched during Market Research for this project: BigTop Fabric Structures located at 3255 North US 19 FL. Losberger US.. LLC. Ultra Fast Deployable Shelter, 285 Bucheimer Road. Suite, Universal Fabric Structures. Cost Effective Fabric Building Systems, 1800-634-8368. Cocoon INC.. Mastering the Elements/Hangars, 216 Lafayette Road, North Hampton, NH 03862, USA.
hup://cocoon-inc.com, and Sprung Instant Structures Inc. Atlanta. Georgia, USA 1-800- 52 8-9899. We are in a Navy facility and to protect our buildings and the buildings around us, we need a temporary hurricane rated structure. These companies provide a tent solution in design that must be dismantled prior to a hurricane.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. An independent government estimate has been prepared and will be compared to the contractor’s proposal, in accordance with FAR 15.805-2(e).
8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted. As stated in paragraph 5, SPRUNG INSTANT STRUCTURES, INC. is the only qualified company that can meet the requirements set forth in request for Proposal HSCG82-15-B-PMV25I.
9. Any other facts supporting the use of other than full and open competition, such as:
None
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. We have pursued other sources but the other companies do not lease. Some companies with a lease program are much closer to a tent in design and they cannot meet the required wind load of 150 mph in New Orleans, LA.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Future competition for this request is not germane and no efforts could be planned to remove or overcome any barriers to competition before any subsequent acquisition. This circumstance is considered to be non-recurring. The urgency of accomplishing this work is to prevent further damage and deterioration to the habitability at the hangar at CG Air Station New Orleans
12. Contracting officer certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief. I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.
