SSDG & SHORE TIE CIRCUIT BREAKERS UPGRADE

AMENDMENT A00001

Response to Requests for Clarification:

1) Question: Per the solicitation paragraph 3.2.6 calls for the new circuit breakers to have the following salient features ie…Shunt trips/shunt close/Charging motor: 24-30VDC however the provided references 618 WMEC 311-001 Rev. P for the A Class, 627 311-001 Rev. K for the B Class & 618 WMEC 324-003 Rev G all show the charging Motors and closing coils to be 120VAC and only the shunt trip coil utilizing

24VDC.

Is this a type error or were these breakers changed at some point to a 24VDC control circuit?

Answer: The breakers may have been changed and the drawings may not have been updated. The contractor needs to do a ship check to verify the breaker and breaker information.

2) Question: In paragraph 3.3 of the solicitation Electrical Isolation Plan states both the Coast Guard and the Contractor shall be jointly responsible for securing electrical equipment and providing electrical service to vital loads.

Due to the configuration and location of the effected circuit breakers being replaced shore power will have to be secured for a period of time resulting in a complete loss of electrical power to the main switchboard. Will the emergency generator be use to provide power to the emergency lighting and loads during this power outage and if so how long of a period could be expected? Also is there any loads from the main switchboard that would require temporarily providing power that is not already supported by the emergency switchboards like generator space heaters etc… and if so would these circuits be allowed to temporarily be sourced from spare circuits if available?

Answer: The contractor will need to communicate with the cutter to determine that information and to come up with a game plan.

3) Question: Further in paragraph 3.3 of solicitation it states that it may be necessary for the contractor to perform the installation with no power to the vessel. In this instance, the contractor shall be responsible for providing a portable generator, portable lights and string lights to ensure at a minimum the work area and main passage way are safely illuminated. This is no problem however will it be intended to have a full crew living and working aboard? Also will the portable generator be allowed to be put on deck to minimize voltage drops to loads?

Answer: The crew will be onboard during working hours and the duty section will be onboard after hours. The contractor needs to work with the crew to determine a plan for power isolation and for providing power to vital equipment.

4) Question: This is a request for clarification regarding one item in the specification (210 WMEC Ship Service and Shore Tie Circuit Breakers). Section 3.2.6 references the installation of two emergency circuit breakers. I would like to confirm that the requirement is for the installation and commissioning of three 800A circuit breakers per vessel.

Answer: Should say three (3) 800A circuit breakers per vessel instead of two emergency circuit breakers.
