3.1 General. The Contractor shall conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability.

NOTE

The requirements of paragraph 3.1 (General) applies to all work under the scope of this contract, whether explicitly stated in work items or not, and also to all other work subsequently authorized by changes, modifications, or extensions to the contract.

3.2 Contractor-provided fire watch personnel. The Contractor shall provide fire watch personnel and equipment.

NOTE

NAVSEA approval is NOT required for welding procedures submitted but the procedures must be reviewed and shown to satisfy the requirements set forth in NAVSEA TP 1688, by a welding regulatory agency. The requirements for welding Weldox 900 shall be considered the same as those for welding HY-130

3.4 HW disposal. The Contractor is considered as the generator of all contract-generated hazardous wastes and shall use its facility’s EPA generator ID number for management, transportation, and disposal of said hazardous wastes. Ensure the following:

3.4.1 Contractor’s hazardous waste handlers shall comply with applicable requirements of 40 CFR 262.

3.4.2 All contract generated hazardous wastes shall be packaged in 49 CFR-compliant containers.

3.4.3 The designated wastes shall be disposed of at a state or Federally-approved and permitted HW TSDF.

3.4.4 Name of destination TSDF shall be submitted to the KO at the Arrival Conference.

3.5 Pre-surface preparation test coupon. In order to ensure production of required surface profile, the Contractor shall accomplish the following tasks, whenever abrasive-blasting is required in a work item that is deemed a ”critical-coated’ surface:

3.5.1 Coupon material and test set-up particulars.

3.5.1.1 Conduct a performance test on all abrasive blasting operations on a Contractor- provided test coupon, prior to starting abrasive blasting operations on the vessel. Ensure the following:

· The coupon shall be a new metal plate, of the same metal type and material properties as the vessel area to be blasted - steel or aluminum plate, as applicable, and shall have no existing anchor profile - other than the surface irregularities from the manufacturing process.

· The test coupon shall be flat, with nothing welded to the side used for the anchor profile test, no thinner than a 1/8-inch plate and measuring no smaller than 1-foot by 1-foot.

· For steel substrates, the coupon shall have the mill scale intact, and be in a Rust Grade "A" condition, in accordance with SSPC-VIS 1.

· The test coupon shall be affixed so as to not permit excessive movement during the performance test, but shall not be affixed to the vessel.

3.5.1.2 Ensure that the abrasive-blasting operation for the test coupon is conducted with the identical setup and parameters that will be used blasting the designated vessel surfaces – including, but not limited to:

· The abrasive media type and media size selected to achieve the anchor profile range, as specified in the applicable work items.

· Nozzle size and type (straight bore, high velocity nozzle, angle nozzle...).

· Delivery rate and pressure settings.

3.5.1.3 Blast a one-square foot area on one side of the test coupon to the abrasive surface preparation standard specified in the work item, and perform an anchor profile test of the blasted surface in accordance with ASTM D4417, Method B or C. Notify the COTR in advance of the abrasive blasting operation test, to permit the witnessing of the test by the COTR. Submit a CFR documenting the results of the abrasive blasting operation test. The CFR shall include at a minimum, the following:

· Area of the vessel for which the verified setup will be used to abrasive blast.

· The selected abrasive media type and size.

· The nozzle size and type.

· The delivery rate and pressure.

· The test coupon starting properties (material type and surface conditions).

· The resultant anchor profile readings from the test (a minimum of 3 locations, separated by a minimum of 2 inches shall be recorded).

NOTES

1. A performance test of the abrasive blasting operations on a test coupon and measuring the resultant anchor profile prior to performing the abrasive blasting operation on the cutter is required. The test coupon will be used to evaluate the anchor profile produced by the equipment setup and selected abrasive media.

2. The reverse side of the test coupon may be used for the subsequent test, provided that the conditions in paragraph 3.5.1 (Coupon material and test set-up particulars) are met.

3. Ultra high pressure water jetting does not create an anchor profile and is exempt from the anchor profile test coupon check.

3.5.1.4 Repeat the abrasive blasting operation test in the following instances:

· The equipment setup, that was evaluated during the test coupon abrasive blasting performance test in paragraph 3.5.1 (Coupon material and test set-up particulars), has changed.

· The resultant anchor profile readings observed on the vessel are outside the specified anchor profile range.

· Media is changed from MIL-A-22262 to CID A-A-59316 or vice versa.

· The supplier of the abrasive blasting media changes, regardless if the new source for the media has the same specifications.

· When Directed by the COTR.

CAUTION!

Ensure that blast media from the performance test does not strike the vessel during the test.

3.6 Interim changes to SFLC Std Spec 0000. The Contractor shall be aware of the following interim changes to the SFLC Std Spec 0000:

3.6.1 Contents of paragraph 3.3.2.1.1 (Water depth) have been revised to read as follows:

“3.3.2.1.1 Water depth. Ensure that water depth is sufficient at the pier to allow the vessel's lowest underwater appendage to clear the bottom by at least two feet at:

· Ordinary low water mark on non-tidal rivers.

· At all tide conditions predicted during the availability for tidal rivers and other navigable waterways (Bay, Lake, etc.).”

3.6.2 Paragraph 3.2.11.1 (Sanitary facilities for vessel-personnel – due to disruption of grey water system) has been revised as follows:

“3.2.11.1 Sanitary facilities for vessel-personnel – due to disruption of grey water and sewage systems. When the shipboard grey water and sewage systems are disrupted due to repairs required by contract work, the Contractor shall provide vessel-personnel with a sanitary facility, within a five minute walking distance from the vessel, to include the amenities listed in Table II (Sanitary Facility Amenities). Ensure the following:

· Shower stalls are equipped with privacy screens.

· Sinks are provided with fresh hot and cold water.

· Electrical convenience GFI receptacles, in accordance with NFPA 70, National Electric Code (NEC), are located in vicinity of sinks.

· Toilets have doors or privacy dividers.

· Lockers are capable of being locked.”

3. REQUIREMENTS

3.1 General. The Contractor shall accompany the Underwater Hull Inspection Board (UWHIB) in the performance of the below inspection tasks, as applicable, using the drawings listed in Section 2 (References) as guidance. Provide the following, to facilitate the UWHIB in assessing the condition of the designated U/W hull components and systems:

· A hull repair supervisor and a marker.

· Temporary staging and other necessary equipment, as applicable, for ensuring safe access to all areas of the U/W hull.

NOTE

The COTR will convene the UWHIB as soon as possible after the vessel has been dry-docked and before any work (except U/W hull cleaning/wash down) is performed on the U/W hull and appendages.

3.1.1 Hull plating.

3.1.1.1 Inspect the exterior condition of the hull for presence of marine growth, deformation, and any evidence of major corrosion or electrolytic action.

3.1.1.2 Inspect for deformation along the stem and keel areas, condition of butt-welded seams, doubler plates, lap seams, and any signs of damaged plating or unusual waviness in the plating.

3.1.2 Sea chests and all other cooling system intake components. Inspect all sea chests, hull openings, and grates for general appearance, corrosion, loose, damaged, or missing grates, loose or missing fasteners, condition of sea strainers and lockwire on bolts, marine growth on grating slots, electrolytic action and any obstructions in the openings that might prevent proper suction and discharge of water.

3.1.3 Rudders. Check general condition, condition around the drain plugs, and check for pitting, if any, on the leading and trailing edges. Pull the drain plugs and inspect for the presence of water and float coat.

3.1.4 Propeller and shaft associated components. Inspect the condition of propellers for signs of corrosion, pitting, erosion, fouling, cracks, dings, and nicks. Inspect fairwaters, and rope guards. Look for missing screws, physical damage to the blades, pitting, condition of dunce caps, and condition of securing devices.

3.1.5 Zinc anodes. Visually inspection of all zinc anodes, check the soundness of mounting strap and stud welds, missing fasteners, and percentage of remaining material.

3.1.6 Coating system inspection.

3.1.6.1 Visual. Perform a visual inspection of the existing U/W body coating system. Document the condition found as “Partial - Condition A”, “Partial - Condition B”, “Partial Condition C”, or “100%”, as applicable (see 4.1 (Definitions)).

3.1.6.2 Thickness measurements. If a Change Request has been authorized and released, the Contractor shall take total DFT measurements of the entire underwater hull coating system, in accordance with SSPC-PA 2.

3.2 Inspection documentation and report submission. The Contractor shall submit a CFR for the inspection tasks specified above.

4. NOTES

4.1 Definitions.

4.1.1 "Partial - Condition A": The condition that exists where up to 33% of the U/W body hull substrate is exposed.

4.1.2 "Partial - Condition B": The condition that exists where damage extends into the anticorrosive (AC) undercoating system, but the steel hull is not exposed.

4.1.3 "Partial - Condition C”: The condition that exists where damage is confined to the antifoulant (AF) topcoating; the epoxy undercoating system is not exposed.

4.1.4 "100%”: The condition that exists where more than 33% of the U/W body hull substrate is exposed.
