3. REQUIREMENTS
3.1 General. The Contractor shall conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability.

NOTE
The requirements of paragraph 3.1 (General) applies to all work under the scope of this contract, whether explicitly stated in work items or not, and also to all other work subsequently authorized by changes, modifications, or extensions to the contract.
3.2 Contractor-provided fire watch personnel. The Contractor shall provide fire watch personnel and equipment.
3.3 Welding and brazing requirements. The Contractor shall perform all welding and allied processes, and NDI in accordance with SFLC Std Spec 0740.
3.4 HW disposal. The Contractor is considered as the generator of all contract-generated hazardous wastes and shall use its facility’s EPA generator ID number for management, transportation, and disposal of said hazardous wastes. Ensure the following:
3.4.1 Contractor’s hazardous waste handlers shall comply with applicable requirements of 40 CFR 262.
3.4.2 All contract generated hazardous wastes shall be packaged in 49 CFR-compliant containers.
3.4.3 The designated wastes shall be disposed of at a state or Federally-approved and permitted HW TSDF.
3.4.4 Name of destination TSDF shall be submitted to the KO at the Arrival Conference.
3.5 Pre-surface preparation test coupon. In order to ensure production of required surface profile, the Contractor shall accomplish the following tasks, whenever abrasive-blasting is required in a work item that is deemed a ”critical-coated’ surface:
3.5.1 Coupon material and test set-up particulars.
3.5.1.1 Conduct a performance test on all abrasive blasting operations on a Contractor- provided test coupon, prior to starting abrasive blasting operations on the vessel. Ensure the following:
• The coupon shall be a new metal plate, of the same metal type and material properties as the vessel area to be blasted - steel or aluminum plate, as applicable, and shall have no existing anchor profile - other than the surface irregularities from the manufacturing process.
• The test coupon shall be flat, with nothing welded to the side used for the anchor profile test, no thinner than a 1/8-inch plate and measuring no smaller than 1-foot by 1-foot.
• For steel substrates, the coupon shall have the mill scale intact, and be in a Rust Grade "A" condition, in accordance with SSPC-VIS 1.
• The test coupon shall be affixed so as to not permit excessive movement during the performance test, but shall not be affixed to the vessel.
3.5.1.2 Ensure that the abrasive-blasting operation for the test coupon is conducted with the identical setup and parameters that will be used blasting the designated vessel surfaces – including, but not limited to:
• The abrasive media type and media size selected to achieve the anchor profile range, as specified in the applicable work items.
• Nozzle size and type (straight bore, high velocity nozzle, angle nozzle...).
• Delivery rate and pressure settings.

3.5.1.3 Blast a one-square foot area on one side of the test coupon to the abrasive surface preparation standard specified in the work item, and perform an anchor profile test of the blasted surface in accordance with ASTM D4417, Method B or C. Notify the COTR in advance of the abrasive blasting operation test, to permit the witnessing of the test by the COTR. Submit a CFR documenting the results of the abrasive blasting operation test. The CFR shall include at a minimum, the following:
• Area of the vessel for which the verified setup will be used to abrasive blast.
• The selected abrasive media type and size.
• The nozzle size and type.
• The delivery rate and pressure.
• The test coupon starting properties (material type and surface conditions).
• The resultant anchor profile readings from the test (a minimum of 3 locations, separated by a minimum of
2 inches shall be recorded).
NOTES
1. A performance test of the abrasive blasting operations on a test coupon and measuring the resultant anchor profile prior to performing the abrasive blasting operation on the cutter is required. The test coupon will be used to evaluate the anchor profile produced by the equipment setup and selected abrasive media.
2. The reverse side of the test coupon may be used for the subsequent test, provided that the conditions in paragraph 3.5.1 (Coupon material and test set-up particulars) are met.
3. Ultra high pressure water jetting does not create an anchor profile and is exempt from the anchor profile test coupon check.
3.5.1.4 Repeat the abrasive blasting operation test in the following instances:
• The equipment setup, that was evaluated during the test coupon abrasive blasting performance test in paragraph 3.5.1 (Coupon material and test set-up particulars), has changed.
• The resultant anchor profile readings observed on the vessel are outside the specified anchor profile range.
• Media is changed from MIL-A-22262 to CID A-A-59316 or vice versa.
• The supplier of the abrasive blasting media changes, regardless if the new source for the media has the same specifications.
• When Directed by the COTR.
CAUTION!
Ensure that blast media from the performance test does not strike the vessel during the test.
3.6 Interim changes to SFLC Std Spec 0000. The Contractor shall be aware of the fact that the requirements of paragraph 3.3.2.1.1 (Water depth) have been revised to read as follows:
“3.3.2.1.1 Water depth. Ensure that water depth is sufficient at the pier to allow the vessel's lowest underwater appendage to clear the bottom by at least two feet at:
• Ordinary low water mark on non-tidal rivers.
• At all tide conditions predicted during the availability for tidal rivers and other navigable waterways (Bay, Lake, etc.).”

CHECKPOINT 1 – COATING SYSTEM COMPLIANCE
Ensure all coatings are in compliance with COMDTINST M10360.3, Appendix C.
CHECKPOINT 2 - PAINT STORAGE
Ensure all coatings are kept at a temperature of 65 to 85°F at all times, unless otherwise specified by the coating mfgr.
CHECKPOINT 3 - AMBIENT CONDITIONS
Ensure surface and surrounding temperatures are each between 50 and 90°F for water-based coatings, and 35 and 95°F for other coatings, unless otherwise specified by the coating manufacturer(s).
Ensure maximum relative humidity (RH) is as follows, from surface preparations through final curing of topcoat: 50% for tanks, voids, and vent plenum; and 85% for all other areas, unless otherwise specified by manufacturer(s).
Ensure surface temperature is at least 5°F above the dew point, unless otherwise specified by the coating mfgr.
CHECKPOINT 4 - PRE-SURFACE PREPARATION
Remove surface contaminants (soluble salts, loose rust, mud, and marine growth) with low pressure fresh water wash down (maximum 5,000 psi). If oil and grease are present, perform solvent cleaning, as per SSPC SP-1.
Verify equipment setup, blast media, and surface preparation methods match designated test coupon.
CHECKPOINT 5 - SURFACE PREPARATION
Verify environmental conditions (see CHECKPOINT 3).
Ensure cleanliness of prepared surface is as per specification (i.e.: SSPC SP-12, SP-11, SP-10…).
Verify surface anchor profile using ASTM D4417-Methods B or C against COMDTINST M10360.3. Conduct profile readings at a minimum of 5 locations for the first 1000-sqft area, and 2 locations for each succeeding 1000-sqft area.
Measure soluble salt conductivity in accordance with SSPC-Guide 15. Conduct 5 measurements per each 1000-sqft area (max.
threshold: 70 microsiemens/cm for non-submerged surfaces, 30 microsiemens/cm for submerged surfaces).
CHECKPOINT 6 - PRIMER COAT APPLICATION
Verify environmental conditions (see CHECKPOINT 3).
Verify proper mixing and stand-in (induction) times.
Ensure no paint is applied when the temperature is expected to drop to freezing before the paint has dried.
Ensure surfaces are completely dry, unless otherwise allowed by the coating manufacturer(s).
Verify wet film thickness (WFT) at random, to prevent under or over application. Verify final DFT.
Brush out all runs, sags, drips, and puddles.
Perform visual inspection for holidays and other defects.
CHECKPOINT 7 – STRIPE COAT APPLICATION
Verify environmental conditions (see CHECKPOINT 3).
Ensure overcoating window is as per manufacturer’s instructions.
After primer coat (mist coat after inorganic zinc), brush-apply un-thinned coat of same primer paint over edges, weld seams, cut-outs, and areas of complex geometries @ 3-4 mils wet film thickness (WFT).
CHECKPOINT 8 – TOP COAT APPLICATION
Verify environmental conditions (see CHECKPOINT 3).
Ensure overcoating window is as per manufacturer’s instructions.
Verify proper mixing and stand-in (induction) times, as applicable.
Verify wet film thickness at random, to prevent under or over application.
Brush out all runs, sags, drips, and puddles.
CHECKPOINT 9 – FINAL INSPECTION
Verify final system dry film thickness. Conduct 5 sets of 3 readings for each of the first 3 100-sqft areas, followed by 5 sets of 3 readings for each succeeding 1000-sqft area.
Ensure that system cure is in accordance with manufacturer's recommendation for intended service.
Ensure potable water tank exhaust ventilation is maintained continuously from and during coating application through final system cure, to exhaust all solvent to the atmosphere and to prevent solvent entrapment.
For immersion coatings (including tank U/W body), record date and time of the following events:

3. REQUIREMENTS
3.1 General.
3.1.1 Critical inspection report. The Contractor shall submit a critical inspection report (CIR) for the inspections listed in the following paragraphs:
• 3.4 (Substrate inspection).
3.1.2 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the following:
• Anchor.
• Anchor chain.
• Anchor line.
• Anchor line drum.
• Anchor line holder.
• Anchor windlass.
• Anchor windlass hydraulic components (as applicable).
• Bulkhead insulation on aft side of bulkhead 2.

• Bilge discharge check valve.
• Bilge overboard discharge valve.
• Electrical boxes (J-box).

3.1.3 Operational test - initial. Prior to commencement of work, the Contractor shall witness an operational pre-test (by Coast Guard personnel) of the bilge discharge valves, anchor windlass system, bilge pump, and Forepeak bilge level sensors and switches to demonstrate existing operational condition. Submit a CFR.
3.1.4 Temporary access openings. Due to limited access to work areas, the Contractor may, with express permission of the KO (via submission of a CFR), cut access holes to facilitate accomplishment of the work
18 (Rev-0) specified herein. Perform all work required to open and close the access openings in accordance with SFLC Std Spec 8636.
3.1.5 Surface preparation particulars. The Contractor shall prepare all bilge, bulkhead, overhead, and shell surfaces of the Forepeak Compartment, including structural members and the ladder; use the system specified for preparation for “Bilges, Cofferdams, and Forepeaks, Option 1”, in COMDTINST M10360.3. Appendix B (Cutter and Boat Interior Painting Systems).
3.2 Removals. The Contractor shall accomplish the following as shown on Coast Guard Drawing 87 WPB 131- 002 and using Coast Guard Drawing 87 WPB 529-001 for guidance:
3.2.1 Crop out and retain for reuse the bilge overboard hull penetration with six-inch stainless steel insert.
3.2.2 Remove and discard the following:
• Bilge pump.
• Bilge pump discharge hose.
• Serrated deck grating.
• All deck grating support structures including the angle on bulkhead 2. See Figure 1 below.
• All stand offs and foundations located below the spray chine.
3.3 Preparation. The Contractor shall remove all water from the bilge and prepare all shell, bilge, and associated structural member surfaces; use the system specified for “Bilges, Cofferdams, and Forepeaks, Option I” (surface preparation only) in COMDTINST M10360.3, Appendix B (Cutter and Boat Interior Painting Systems).
3.4 Substrate inspection. The Contractor shall perform a total of 75 thickness measurements of Forepeak surfaces, in locations designated by the Coast Guard Inspector. Submit CIR. The ultrasonic apparatus, procedure requirements, and report shall be in accordance with ASTM E797. The report results shall additionally include, for each test point:
• Location.
• Original metal thickness.
• Measured metal thickness.
• Percent deterioration (calculation is based on the original metal thickness).
3.5 Electrical disconnections. The Contractor shall disconnect and retain for reuse the following; using Coast Guard drawings 87 WPB 252-001, 87 WPB 252-002 and 87 WPB 302-001 for guidance:
• Forepeak compartment high level alarm sensor circuit from the Engine Room Alarm Panel (C-FD1) to the bilge alarm float switch.
• Bilge high level alarm float switch and wire.
• Float switch and wire that operate the bilge pump in automatic mode.
• Forepeak bilge pump j-box.

3.6 Materials. The Contractor shall provide and install all items on the “Materials List” of Coast Guard Drawing
87 WPB 131-002.
3.7 Forepeak void modification. The Contractor shall construct and modify the lower forepeak void and bilge equipment system as shown on Coast Guard Drawing 87 WPB 131-002 and in accordance with Std Spec 0740_STD. All work performed in this work item shall be subject to the Coast Guard Inspector’s approval. Refer to Coast Guard Drawings 87 WPB 111-001, 87 WPB 252-001, 87 WPB 252-002, 87 WPB 302-001, 87 WPB 529-001, 87 WPB 581-002, and 87 WPB 635-001 for guidance. The Contractor shall accomplish the following:
3.7.1 Install both upper and lower drain plug inserts as shown on Coast Guard Drawing 87 WPB 131-002, elevation 26-B and 26-C.
3.7.2 Install four tank top support angles as shown on Coast Guard Drawing 87 WPB 131-002, View 14-A, Detail 14-C, Section 21-C and Section 23-C.
3.7.3 Install sounding tube brackets as shown on Coast Guard Drawing 87 WPB 131-002, Section 31-C.
3.7.4 Install sounding tube as shown on Coast Guard Drawing 87 WPB 131-002, Elevation 5-A, Section 31-C, and Note 12.

3.7.5 Fabricate the bilge well as shown on Coast Guard Drawing 87 WPB 131-002, View 11-C, View 19-A, Detail 21-A and Detail 23-A. Measurements are given in the Materials list.
3.7.6 Install wire standoff at location indicated on Figure 2.

3.7.7 Slightly bend the voids top plate to provide slope to match the contour of the spray chine as shown on Coast Guard Drawing 87 WPB 131-002, View 11-A, 19-A and Detail 21-A.
3.7.8 Weld the bilge well into the watertight flat as shown on Coast Guard Drawing 87 WPB 131-002 and Figure 3.
3.7.9 Install watertight flat as shown on Coast Guard Drawing 87 WPB 131-002.

The plate may need to be cut to get it into the forepeak void.

3.7.10 Reuse the cropped, round portside hull plate to weld in place of the former portside through-hull overboard to make the compartment watertight.
3.7.11 Weld in the bilge pump through-hull overboard fitting and six-inch round stainless steel insert into starboard side as shown on Coast Guard Drawing 87 WPB 131-002 and Figure 3.

3.7.12 Weld the bilge pump float switch one-inch stainless steel(SS) angle iron support so that the float switch will be located inside the bilge pump well two inches above the bottom plate and six inches to the starboard side (centered) in the forward portion of the bilge well. Use the support bracket as a template for drilling holes for fasteners.
3.7.13 Weld one-inch SS angle iron mounting tab for high bilge alarm float switch support bracket so that the float switch will be located on bulkhead 2 at cutters centerline, two inches above the Forepeak deck. Use the support bracket as a template for drilling holes for fasteners.
3.7.14 Install the bilge pump into the bilge well and attach the discharge hose, check valve, bilge overboard discharge valve (2-1-1) and wiring to breaker (2-16-1)-24EP-M via the forepeak bilge pump NEMA-4 J-Box.
This J-Box should be located a minimum of 18” above the forepeak deck, allowing pump installation without the need for splicing the electrical leads. See Figure 4.

3.7.15 Install the bilge pump float switch. See Figure 4.

3.7.16 Install the forepeak high level bilge alarm sensor on bulkhead 2, no more than two inches from the deck.
3.7.17 Wire the forepeak high level alarm to the Engine Room Alarm Panel (C-FD1). Ensure the parallel connected 1.2 ohm .5 watt resistor is installed as shown on Coast Guard Drawing 87 WPB 252-002.
3.7.18 Using the Anchor Line Drum as a template, mark locations for leveling studs.
3.7.19 Weld four 3/8” x 1 ¼” 316 stainless steel studs to the tank top as marked, and then install leveling nuts.
At time of installation, place and level drum so it will be properly aligned with the pipe feeding the anchor line into the drum. Fasten securely in place as shown on Coast Guard drawings 87 WPB 131-002 and 87 WPB 581- 002.
3.8 Compartment air test. The Contractor shall air test the forepeak void in accordance with Std Spec 0740_STD, Appendix C. Submit a CFR.
3.9 Preservation. The Contractor shall accomplish the following:
3.9.1 Void and top plate preservation.

3.9.1.1 Void internal surfaces. Completely fill the new void with a rust preventive compound conforming to MIL-PRF-16173, Grade 3, to coat all surfaces. Drain, collect, and dispose of remaining compound in accordance with all applicable Federal, state, and local regulations. Ensure that the coated surfaces are left exposed to the atmosphere, for 24 hours, to allow for adequate drying, before installing the void plug.
3.9.1.2 Top plate. Preserve the void top plate/flat, including all disturbed adjacent areas in accordance with Std Spec 0000_STD, paragraph titled “General preservation requirements, using the coating system specified for “Bilges, Cofferdams, and Forepeaks, Steel, Option II” in COMDTINST M10360.3, Appendix B (Cutter and Boat Interior Paint Systems). Select finish/top coat color to match existing adjacent surfaces.
3.9.2 Forepeak compartment preservation. Coat all bulkhead, overhead, and shell surfaces of the upper forepeak compartment, including associated structural members, and the ladder; use the system specified for “Bilges, Cofferdams, and Forepeaks, Option I” in COMDTINST M10360.3, Appendix B (Cutter and Boat Interior Painting Systems). Select Light Gray (26373) as the top/finish coat color.
3.10 Operational test – final. In the presence of the Coast Guard Inspector, the Contractor shall thoroughly test and prove all disturbed anchor handling equipment and the Forepeak bilge pump, valves, switches and sensors to be in satisfactory operating condition (see 4.1 (Equipment operation)). Submit a CFR.
3.11 In-process quality control measures. The Contractor shall abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000_STD, paragraph titled “Preservation requirements – general”.
