^Line Items 0015-0021 apply to Davis Bacon Wage Rate Determination No. AK140001, dated 4/25/2014 and are for evaluation purposes only. The provided rate is derived from adding the base rate plus fringe for the appropriate category from this wage determination. If these rates require any additional markup, it should be applied as a percentage in the space provided. These rates should be fully burdened rates. Once the contract is awarded and task orders are placed, the most current Davis Bacon Wage Rate will be used for that time period in addition to the negotiated markup percentage as indicated below for the appropriate labor category as applicable. Grand Total (Line Items 0001-0110)

Notes:

a. All labor rates set forth in the Supplies or Services and Prices/Cost schedule above shall be fully burdened rates, and shall include all elements of cost, including hourly direct labor charges, overheads, and G&A expenses, as applicable and consistent with the contractor’s accounting system, plus a proposed profit rate.

b. Each ordering period will be 365 calendar days in duration. Ordering Period 1 will start from day of contract award.

c. No mark-up shall apply to per diem/travel costs.

d. Mileage costs will be charged at the prevailing federal rate, currently at $0.56 per mile.

e. Other Direct Costs (ODCs) as called out in Line Items 0013, 0034, 0055, 0076, 0097: includes, but is not limited to, items such as material, equipment, printing costs, and shipping.

B. ANSWERS TO PROPOSER QUESTIONS:

- Amendment 2 states in part: “Upon award of the resultant contract, the Contractor shall provide documentation illustrating how the proposed Key Personnel meet the minimum requirements as stated in Section 3.0 of the Statement of Work.”

1) Does this exclude resumes from being submitted with the proposal?

Answer: You are not precluded from including resumes as part of your proposal; however, they are not required.

2) Because there may be multiple Task Orders going on, there may need to be personnel hired that are not designated in the proposal. Will this be allowed by contract?

Answer: Yes, that would be allowed. Our understanding is that the same individual may not be available to participate on each and every task order, which is why we ask for documentation (could be in the form of a resume, but is not a required form) after award of the contract to illustrate that the proposed individual on any given task order meets the minimum requirements as stated in Section 3.0 of the Statement of Work. If you've already proposed said individual in the past, documentation would not be required.

3) Capacity is based on being able to respond with adequate resources to “multiple emergent, multi-discipline task orders…” This implies there may be more than one project that will require more than one project manager, more than one Site Superintendent, more than one SSHO. However, the pricing form in Volume II, only allows for one billing rate for each of the key personnel, and typically, not all personnel have the same wages, e.g. there are Project Managers that may have 5 years experience and others that have 20 years experience and that normally have associated billing rates in alignment with their experience. After award, will there be allowance for a variation in the billing rates based on their salaries/cost?

Answer: No, after award there will not be allowance for variation in the billing rates. The proposed rates will stand through the life of the contract and it will be a business decision on the part of the offeror as to how they propose these rates.

See above changes to Bid Schedule for inclusion of some Senior/Junior level Line Items. For those Junior/Senior level personnel that are considered Key Personnel per Section 3.0 of the Statement of Work, please note that both Junior and Senior level personnel must meet the stated minimum requirements in Section 3.0 of the Statement of Work.

4) Are there facilities in Kodiak that can be used by the Contractor as an office area or storage for materials or equipment?

Answer: There is a location on the base where a contractor could set up a semi-permanent, long-term office trailer/storage area however; it is subject to availability and convenience of the government. It is more likely that availability for an area for office space/storage will be assessed on a Task Order basis dependent on the nature of the work.

All other terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of amendments along with proposal submission.
