SIMPLIFIED ACQUISITION PROCEDURES (SAP) JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (J&A)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABILE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS “ONLY KNOWN SOURCE” OR “ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE” ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE

Purchase of: Four (04) Vaneaxial Fans, NSN 4140-01-563-3138, P/N: XA4-1/2A4W5 OEM: Howden American Fan Co CAGE: 53555 Used on WLB-225 & WMSL-324 Air Ventilation System

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED.

These fans are part of the air ventilation system, which is a critical climate control system for the WLB-225 & WMSL-324 class cutters. Breakdown of this system or its components may possibly lead to the cutter's interior being uninhabitable for assigned personnel. The CG does not possess technical design data, tolerances, & other information needed to evaluate alternate parts fro other sources.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES The Coast Guard did not purchase the manufacturer's proprietary data rights, and therefore, cannot determine with certainty that an alternative part number would mount to, interface with, or operate effectively with this cutter's engine control system. Failure of an alternative part, not conforming to the OEM's specifications, could cause significant damage or unsafe conditions.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE Howden American Fan is the Original Equipment Manufacturer (OEM) for this part. When Coast Guard purchased the original equipment there were no requirements for manufacturer's drawings, detailed parts lists, design or testing procedures. OEM is the only know manufacturer that has the techniques, design specifications, testing, quality assurance capability, and documentation necessary to manufacture this part used on WLM-175 class Coast Guard Cutters.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED COR will continue to conduct market research with a focus on locating vendors that are able to meet requirements, however without technical data described above obtaining full and open competition will be difficult. The Coast Guard cannot require any vendor to release proprietary information.
