Amendment #3 Questions and Answers to HSCG40-16-R-P13006

1. Is this work subject to ITAR?

Answer. It is not subject to ITAR

2. Is this work limited to only US Citizens?

Answer. It is not limited to US Citizens

3. In the SOW, task 1 indicates the need to develop an FEA model for the hull. However, the questions & answers posted as part of Amendment 0002 states that a model is already made for the hull. Can the SOW be amended to clarify exactly what modeling effort is required?

Answer. The contractor is responsible for development of a suitable FE model. The GFI model will subject to contractor QA if used. In this regard, both SOW and Amendment 0002 apply.

4. I see that there is actually an FE model of the ship in NASTRAN. The responses state that the Nastran file is a complete geometric file. Does the USCG expect that additional geometry would need to be added to this model, or is it only the additional of loads and boundary conditions? Would it be possible for our firm to obtain the existing FE model?

Answer. The existing FE model will not require additional geometric modeling. Yes, the loading and boundary conditions will need to be applied by the contractor based on the requirements stated in the SOW. The FE model will not be provided until after award.

5. Will non-linear material data be supplied?

Answer. Non-linear material data must be provided by the contractor.

6. What types of material will be within the analyzed section?

Answer. Materials are steel hull and aluminum deckhouse.

7. Will the materials need to be tested by the contractor to produce non-linear properties?

Answer. Material testing is not required by the SOW.

8. Is it expected that additional WASIM models be analyzed by the contractor to get the appropriate loading data?

Answer. Yes, it is expected the additional WASIM analysis will be required as noted in the SOW. WASIM software can be obtained in the market.
