1.0 SCOPE
1.1 General Requirements.
1.1.1 This specification describes the technical documentation and supporting equipment requirements for the procurement of Side Scan Sonar (SSS) Systems for the US Coast Guard 225’ WLB Buoy Tenders. The SSS systems are utilized to recover sunken or damaged navigational buoys. The original hull mounted Westmar Series 3000 forward sonar system is obsolete and not supportable. The new SSS system is intended to operate as (1) a self-contained and independent system through which power, communications, and control and be operated through the vendor supplied portable control station, and (2) a system in which the vendor provided SSS power, communications, and control tethers interface with vessel mounted connection that allows remote operation of the SSS via the portable control station at the 225’ WLB pilothouse . The vessel interface box and any power, control, or communications cabling run between the interface box and the pilothouse will be provided and installed by the US Coast Guard.
1.1.2 The SSS will be operated by crew members with minimal experience and training regarding sonar systems. The new system will be used intermittently and US Coast Guard desires a system that requires no maintenance during extended periods of inactive storage. Storage space for the system and personnel to set-up and operate the system are limited.
1.1.3 This specification DOES NOT include integration or installation of the equipment by the Vendor.
1.2 Component, documentation, and technical support items covered:

A copy of any test, inspection or tolerance report must be turned over to the Quality Assurance Representative upon arrival at the Vendor’s plant.
5.0 PRESERVATION, PACKING, AND MARKING
5.1 General
5.1.1 After completion of testing and in preparation for preservation and shipping, all equipment unit internal piping, and fluid connection points must be cleaned, sealed and protected from entry of dirt and moisture.
5.1.2 End Items and Repair Parts provided under this contract and intended for warehouse storage and distribution. The parts shall be identified by their NSN / ACN designations. The End Items and Repair Parts will ultimately be packed in a shipping container for shipment; Large parts in their own shipping containers may be shipped independently or packed within a larger shipping container. The intent is to be able to store the end items and parts in the government warehouse system in a manner that they can be pulled from the shelf and shipped without re-preservation and packing.
5.1.3 End Items, Parts and On-Board-Repair-Parts included as part of the Equipment Unit shipment shall be packaged and packed in accordance with the requirements below, except that items may be identified by the OEM part numbers, as NSN / ACNs may not yet be identified. Once the NSN/ACN identification has been assigned, subsequent shipments shall utilize the NSN/ACN numbers.
5.2 Equipment unit - Shipping containers
5.2.1 All shipping containers shall be suitable for use by the government for storage and then reshipment of Equipment Units to other activities for installation. The shipping containers shall be suitable for handling with a forklift truck or crane.
5.2.2 Smaller shipping containers (cardboard boxes w/o skids, and standard packaging) shall be re-sealable with tape after inspection.
5.2.3 Each equipment Unit shall be packaged separately, to permit direct shipment to a Coast Guard activity, or permit temporary storage and then reshipment to a Coast Guard Activity, without breaking down packaging.
5.2.4 Within the primary shipping container, large items (length + girth of box greater than 130 inches) and items over 70 lbs shall also be packaged in skid mounted shipping containers, or bolted to skid foundations, all suitable for handling with a forklift.
5.2.5 Shipping containers shall be completely enclosed and structurally suitable for stacking at least two high, except as noted. Where open top containers are provided, there is an extreme weight imbalance, or elements protrude from the top of the shipping container, the container shall be marked DO NOT
STACK.
5.3 Equipment Unit - Packaging
5.3.1 Loose components intended for use during installation shall be packaged together, labeled for their intended use, and included within the Equipment Unit shipping container(s).
5.3.2 OBRP which are being provided directly to the vessel as part of the Equipment Unit delivery, shall be individually packaged as Parts, then repackaged together and labeled as “On-Board-Repair-Parts”, and included within the Equipment Unit shipping container(s).
5.3.3 All OBRP shall be identified and accounted for by their National Stock Number and part number on the packing list. Where OBRP have not yet been assigned National Stock Numbers, the notation “NSN Pending’’ shall be made on the packing list, after the OEM Part Number.
5.3.4 A packing list shall be prepared for each box or shipping container, identifying all items included in the box or container, including OBRP, and their National Stock Numbers (if known). Where the Equipment Unit is packaged in more than one shipping container, or the shipping container contains other boxes or shipping containers with packing lists, a Master Packing List shall be provided and include how many containers or boxes comprise one Equipment Unit.
5.3.5 A copy of the Packing List(s) and Master Packing List shall be electronically forwarded to the Contracting Officer for use as a check-off sheet by receiving personnel.
5.3.6 A copy of the list shall be posted inside a waterproof, clear plastic envelope or bag on the outside of one shipping container.
5.3.7 Documents and other enclosures shall be sealed in a zip lock or waterproof clear plastic envelope or bag, which shall be permanently affixed to the inside of the shipping container in a conspicuous location when the container is opened.
5.3.8 Equipment Units, End Items, and Parts shall be packed for shipment and stowage. Restraints, packing and support cribbing shall restrain and protect the Equipment Unit and all modules, enclosures and attachments from damage during shipment and the shifting of materials
5.3.9 Loose components shall be intermediate boxed and shall be restrained within the shipping container.
5.3.10 General components weighing less than 70 lbs may be packaged in commercial reinforced cardboard packaging, or its equivalent, or packaged in a skid mounted shipping container.
5.4 Equipment Marking
5.4.1 A manufacturer’s label shall be permanently affixed to each of the components provided. Label plates shall be corrosion resistant and display the following information as a minimum:
• Manufacturer’s model number
• Item description
• Serial number
• Year built
5.4.2 Shipping containers shall have markings identifying the contents and owner.
Markings shall be in a dark or deep high contrast color (typically black).
Markings shall be applied over a white painted and sealed surface, to avoid paint seepage and blurring, and to ensure contrast clarity. Markings directly on unpainted wood are not acceptable. Markings may be applied by paint (stenciling), application of adhesive characters or banners (with white background), or clear plastic sheeting over printed materials (ink) on paper.
Markings shall be clearly legible after one year of exposure to weather and moisture.
5.4.3 Government Identification Markings shall be applied to all Shipping Containers, except as noted. A National Stock Number (NSN) (or equivalent Acquisition Control Number (ACN)) will be assigned to the Equipment Unit by the government for warehouse and shipment tracking purposes. Each Shipping Container shall be marked:
