Solicitation Number HSCG40-16-Q-53001

Amendment Number A00002

14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.

QUESTIONS

1.) On the 6V92 mandatory parts list we were verbally informed that that Rebuilt exhaust parts with New HTI product would be acceptable on this contract. This covers a span of 8 different part numbers. Is the rebuilt exhaust parts acceptable?

The request does not indicate this.

The parts that have an * Asterisk by them in the 6V92 mandatory parts list or begins with the letter "R" can be OEM remanufactured parts only. No other rebuilt parts will be accepted.

2.) Outgoing engines are FOB Destination to Baltimore, MD?

Yes

3.) Incoming engines are being shipped by the Coast Guard?

4.) In/out containers are also being supplied by the Coast Guard?

Yes, the Coast Guard will provide the containers

5.) Could you accept a bid based on a price for tear down and inspection, a price for rebuilding serviceable engines, and a price for rebuilding non-serviceable engines.

No, we're asking that you please price out your parts along with core charges. We need this information to make sure the federal government is being charged a fair price for each part. We can't accept a partial bid.

6.) There was an inquiry about the serial numbers for the 6-71 engine. The numbers listed in the furnished material are not recognized as being current serial numbers and thus there is no way to obtain the correct part numbers to price for the contingency parts. Is there another serial number that can be furnished?

An additional S/N for engine 6-71 is 6A-98495.

7.) I went to read R-233-2012 and on page 2 it states Detroit Diesel (Port) Model 6V-

71 and the same for the Stbd Engine. You have asked we furnish parts for a 6-71

Detroit Diesel engine. These are 2 distinct different Engine Models

It should be Detroit Diesel 6-71 engine (NOT 6V-71). Specification

Number R-233-2012 has been revised to reflect this.

8.) Is this a total field service and engine repair solicitation (both service and overhaul awarded on the same contract?

9.) When will you know if a due date extension has been approved?

The solicitation has been extended to Monday March 21, 2016 until 8

AM.

10.) We are a certified Distributor for Detroit/MTU. All our engines are built to OEM Specifications and built by engine serial number from our engine shop that have been building engines for over 50 years both commercial and government. Our shop is not ISO Certified. The question we have is can we still bid this if we are not ISO CERTIFIED. We had a question concerning Section

2.3, clause B, which states ANSI/ASQC Q9001-2000 Inspection System. Do we have to be 9001 certified to bid this solicitation? We currently fall under the higher-level contract (non-manufacturer) classification. The parts we use are all supplied by a 9001 certified factory.

You don’t need to be ISO certified but you do need to be OEM certified.

11.) Do you have the part numbers for the 6-71 mandatory and contingency replacement parts?

We don't have p/n(s) for this engine. Please work with MTU/Detroit

Diesel to obtain parts for this engine.
