HSCG40-14-R-11002

Attachment 1

The following questions were presented to the contracting office on 7/3/2014 in response to solicitation HSCG40-14-R-11002 posted on 6/19/2014.

Question #1: Shipping costs for mandatory overhaul parts: Do these shipping costs need to be included in our final bid?

Response to Question #1: The government will not be directly ordering mandatory overhaul parts under this requirement. Mandatory overhaul parts will be used to overhaul the various gears that are inducted for repair. The costs associated with those parts shall be reflected in the offerors price proposal.

Question #2: Shipment of overhauled/ready for shipment transmissions: Do these shipping costs need to be included in our final bid?

Response to Question #2: Please refer to the first paragraph of page 6 under SUPPLIES OR SERVICE AND PRICE/COSTS, the last sentence states, “All prices on below CLINS shall be a firm fixed price for services and/or parts for one year and applicable option years and shall indicate FOB Destination as referenced in FAR 52.247-34.” Under FOB Destination terms, the contractor shall pay and bear all charges to the specified point of delivery. For this requirement, the specified point of delivery is spelled out on page 46 of the solicitation (bottom of the page). It is expected that any cost associated with meeting FOB Destination terms will be included in the cost of the service or supply.

Question #3: Shipping cost of new transmission: Do these costs need to be included in our final bid?

Response to Question #3: Please see response to Question #2.

Question #4: The requirement does not mention the Paxman electronics kit in the mandatory replacement parts for the BW1500 reduction gear; is this item still to be required as part of the overhaul?

Response to Question #4: The Paxman electronics kit is identified as a contingency replacement item. If, upon initial inspection, it is determined that this item requires replacement, the contractor is expected to submit an estimated cost to replace this item in accordance with 3.12(a) of the specification.

Question #5: What is the estimated volume of units per year that will be sent to us for overhaul; BW1500, BW755 and BW255, and can you give us estimated delivery intervals to us?

Response to Question #5: The estimated volume of units per year is spelled out in the individual CLINS. Example: CLIN 0001a estimates two (2) BW1500 units will be sent for overhaul during the base year. There is no estimated delivery interval as items will be sent when they are found to be in disrepair. There is a delivery schedule and that can be found on pages 43 and 44 of the solicitation.

Question #6: Section 4.1 of the overhaul specification states that “the contractor shall maintain an inspection system, which shall ensure each item offered to the USCG for acceptance conforms to contract requirements.” Could you please advise what specific inspections and documentation that you require?

Response to Question #6: Please note that the specification goes on to state, “The system shall be documented and in compliance with ANSI/ASQS Q90003.” It is expected that your company’s inspection system conforms to these standards.

Change to Specification Number D-233-0421, dated 11/9/12, entitled “Overhaul Specification ZF Reduction Gears Technical Representative Support Purchase New Gears.” (Attachment 1)

The last sentence in Section 4.1 GENERAL is changed to reflect the following, “The system shall be documented and in compliance with ANSI/ASQC Q90003.”
