QUESTIONS AND ANSWERS TO HSCG40-14-Q-61127

Q: “On drawing 121159 sheet 1 item 10 concave washer, would the attached washer meet the specs for this requirement?”

A: “The concave washers, #10 on the drawing materials list, are used with the selected size tapper balls, items #11 & #12, and tapper ball jam nuts, #9 on the materials list. In this case, as long as the washer is the proper dimensions and the material is 316/316L SS, the McMaster- Carr concave washers offered should work fine”

Q: “On drawing 120998, the base view shows item 24 to have a radius, detail A shows it to be straight. Should it be straight or radius?”

A: “Item 24 on drawing 120998 should be manufactured straight. No radius.”

Q: “On the drawing for the gong, Dwg# 120998, the welds call for NDT. What type of NDT is required for this part?”

A:” All weld NDT (nondestructive testing) must be conducted IAW Section 6 of welding specification, AWS D 1.1/D1.1M. The weld inspection requirement for the tappers is to perform a nondestructive visual inspection of the tapper. No actual NDT is required for the tappers.”

Q:”Is there a source for item 13 1 5/16” ID by 1 ¾” OD rubber hose?” We are unable to locate a source for this.

A:” I conferred with my AtoN engineer at headquarters. He agrees that using the 1 3/4in OD x 1 5/16in ID will fit tight but likely work ok. I say. Let's give the vendor our source at American Hose Inc. They can bid using the 1 1/4in ID hose vice the required 1 5/16in ID hose.”

Q:”The paint spec is for an epoxy base antifouling paint. Is this the paint that they want as these parts are all above water?”

A:” Yes. This is the paint we want. While the paint does provide antifouling properties, it was selected for this application because it is also a superior anti-corrosion epoxy primer and is compatible with our top-coat coverings. Actually, the portion of a buoy body where these bell and gong stands are either welded or bolted to, can and do become temporarily submerged during heavy storm conditions.

USCG navigational buoys are utilized in a very harsh operating environment. This includes exposure to industrial chemicals, salt corrosion, corrosive sea bird guano, heat and cold extremes and even the occasional smack by a passing tanker or freighter. (In cases of buoy hit n' runs, the law of gross tonnage applies and always wins! Ships usually don't even know they hit one of our buoys.

However, I digress. The paint called for in P-420-0335 RevJ is what we need. “
