Answers to submitted questions in response to solicitation HSCG40-11-Q-11910.
1) Please amplify your requirements for Blanks 0029a and 0030a. Also, I am unable to find Specification IAW R-514-551. Please point me in the right direction.
0029a refers to labor required to package and mark a pump that is found to be beyond economical repair.
0030a refers to labor required to overhaul, inspect, preserve, package and mark a pump to be returned to SFLC Baltimore.
The specification #R-514-551 has been incorporated into the specification as the Statement of Work.
2) 29a only wants the cost to package and mark a pump that is not economical to repair. This blank does not require the cost reassemble the pump, too? However, the labor to “overhaul” depends on what is wrong with the pump. These hours could fluctuate a lot. How should this be quoted?
Paragraph 3.7.1 of the Statement of Work requires reassembly of the pump previous to returning to SFLC Baltimore.
Starting at paragraph 3.0 of the Statement of Work the necessary work required for overhaul is spelled out. This work has been determined to be a fixed range of hours in accordance with OEM technical manuals. Your pricing should indicate your hourly labor charge and your best estimate to complete overhaul of the pump in accordance with the statement of work.
3) Should I assume that I will replace all the parts listed on pages 15, 16, and 17?
The cost that should be included for the cost of overhaul should include everything indicated within the statement of work but incidental parts. There are minimum mandatory parts that should be replaced (paragraph 3.9)
