U.S. Coast Guard Academy Men’s Varsity Locker Room Flooring
SCOPE OF WORK
FOR
MEN’S VARSITY LOCKER ROOM FLOORING
IN ROLAND HALL
AT
U.S. COAST GUARD ACADEMY
15 MOHEGAN AVE
NEW LONDON, CT 06320
MARCH 2012
APPROVED:
LCDR D.L. Bo
DATE:
27 March 2012
MEN’S VARSITY LOCKER ROOM FLOORING
Background
Construction of the Coast Guard Academy began in 1932 as a service Academy for the professional development of academic individuals to serve as officers in the United States Coast Guard. The 100 acre campus consisted of nine buildings and supported the Corps of Cadets along with military and civilian support staff.
Today the Coast Guard Academy consists of 27 buildings that host a Corps of Cadets, Officer Candidate School, classes for Direct Commission Officers and a Leadership Development Center. The Men’s Varsity Locker Room in Roland Hall is used by athletes who compete in NCAA Division-III football, basketball, baseball, swimming, track and field, cross-country running and wrestling. The locker room is undergoing an extensive renovation summer 2012, and this project is one piece of the upgrade.
Scope of Work
Provide materials, labor, and supervision to prepare approximately 1,765 square feet of concrete floor with a seamless decorative resin flooring system. The floor is located in the Men’s Varsity Locker Room in Roland Hall at the U.S. Coast Guard Academy. Total square footage includes floor area plus a five and a half (5 ½) inch high footing that the lockers sit on plus a five and a half (5 ½) inch high cove base along all concrete walls and column bases. Five and a half (5 ½) inch cove base totals 621 linear feet. Contractor is responsible for all prep work needed to ensure proper adhesion of flooring system to locker footings, wall and column bases. See Appendix A for pictures of project site. The coating of choice is produced by Düraamen Engineered Products, Inc. and is their “Fog” colored 1/8” double broadcasted kwörtz flooring system, but a product of similar composition and color would also be considered. Final finish must be non-slip with a coefficient of friction of at least 0.5. Durability is a concern in this space as athletes sometimes wear their metal cleats in the locker room. Only products that can stand up to metal cleat traffic should be included in bid. Contractor is responsible for providing, setting up and dismantling all equipment and materials used to ensure proper dust containment and ventilation of spaces.
Contracting Officer’s Technical Representative
The term COTR is an abbreviation for “Contracting Officer’s Technical Representative”. LTJG Patricia Van Cleave has been designated as COTR for this project and can be reached at (860) 701-6127 or by e-mail at patricia.l.vancleave@uscg.mil.
Location
Roland Hall is located in the southeast corner of the Academy’s property at 15 Mohegan Avenue, New London, CT. Continue through the front gate and follow Tampa Road, making a left at Harriet Lane. At the stop sign, make a right down Bibb Street and park in the Billard Hall-Roland Hall parking lot. The Men’s Varsity Locker Room is located on the ground level and can be accessed through the parking lot side entrance.
The Academy will be undergoing major road work starting in May 2012 and continuing beyond the summer. Various roads and parking areas on campus will be significantly restricted as the project progresses, including Bibb Street (provides access to the athletic buildings) and possibly Dexter parking lot (the parking lot near the Roland Hall 2nd deck entrance which provides closest outside entrance to the Men’s Varsity Locker Room). As the road work project progresses, LTjg Van Cleave will keep the Contractor updated on the best access to the Roland Men’s Varsity Locker Room. Dexter parking lot is scheduled to remain open through the course of the project, but should it unexpectedly be closed, best access may be via another entrance to the building which would require going up/down three flights of stairs. Bibb Street is scheduled to have one lane of traffic open at all times except when it is being paved (schedule to be determined at a later date). Because only one lane of traffic will be open, there may be periods of time where traffic will be stopped due to large trucks going up/down the street.
Performance Period
The Contractor shall be required to perform all work July 9-20, 2012. Contractor shall schedule exact dates for completion of work with the project manager. Please note that this project is one part of the extensive renovation of the locker room and as such, performance period start/stop dates are firm. To reiterate: If the Contractor desires to work outside normal business hours, including weekend work, he shall submit a request to the Contracting Officer via project manager for approval not less than 48 hours in advance.
Specification
A. Coating System: Floor coating shall be, or shall be similar in color and composition to, the “Fog” colored 1/8” double broadcast kwörtz flooring system produced by Düraamen Engineered Products, Inc. and shall be approved by the project manager. See Appendix B for applicable Düraamen product technical data sheets. Similar products will be evaluated based on color, permeability and durability (including ability to withstand metal cleat traffic), among other characteristics.
B. Preparation and installation: Strict adherence to manufacturer’s preparation and installation instructions will be enforced. Additional notes:
1. Pictures included in Appendix A do not represent all the conditions that the contractor can expect to find at the project site. Prospective contractors are encouraged to make a site visit to see condition of existing floors and extent of prep work that will be required for this project. Floor has cracks, seams, non-skid tape, etc that will need to be addressed during prep phase.
2. Lockers and benches will be removed before the start of this flooring project and will be reinstalled in the same places at the conclusion of this project.
3. Contractors are responsible for all prep work necessary to ensure a proper bond to ceramic tile locker footings.
4. All dirt, surface coatings, etc. that will affect the bond of the new flooring system are required to be removed. Treat any cracks, spalls, etc. in concrete using manufacturer’s recommended practice. Resultant flooring surface should appear uniform in finish with no visible defects from cracks, spalls, or other surface abnormalities. Finished prepped floor shall be smooth and free from conditions that will adversely affect execution, permanence, or quality of work. Notify the project manager in writing prior to commencing work of any conditions deemed unsatisfactory for the installation of the new flooring system. Installation of flooring materials is understood as acceptance of the substrate as satisfactory.
C. Warranty: The Coast Guard Academy is interested in products that carry multiple year warranties, but all available warranties will be considered.
Submittals
A. All bids shall include:
1. References on Similar Projects: Submit list of a minimum of three (3) references pertaining to completed projects of similar size and complexity to this work. Projects must have been completed within the last three (3) years. References should include a statement of the project as well as name, title, telephone number, and mailing address of the project’s point of contact.
2. Documentation verifying manufacturer training and certification for installation of flooring system.
3. Detailed Project Schedule: Provide a project schedule to include material procurement and estimated time to complete project (prep work, installation, drying time, etc). The ability of the contractor to meet the aforementioned performance period is critical for this project.
4. Locker Footings Plan: Contractor shall provide documentation on how they intend to make locker footings ready to accept coating.
5. Samples or Color Charts: Official manufacturer’s color card or wet/dry sample of the system shall be submitted to represent finished system. Approved sample will be used to verify end product.
6. Warranty Information (Standard manufacturer’s and applicator’s warranty)
B. Contractors who are proposing a flooring system other than Düraamen Engineered Products, Inc.’s kwörtz flooring system shall also include with their bid:
1. MSDS: Most current copy of manufacturer’s Material Safety Data Sheet for all products that will be used.
2. Product Data Sheets: Current edition of manufacturer’s product data sheet pertaining to products contractor plans to employ which includes physical data, chemical resistance, surface preparation and application instructions.
C. After award of bid, contractor shall provide:
1. Maintenance Documentation: Provide two (2) paper copies or one (1) electronic Microsoft Word or .pdf file of maintenance procedures for finished coating system.
Site Visit
Bidders are strongly encouraged to visit the site of work to make a survey of the conditions to be encountered which may affect the cost of the performance of the work. Failure to familiarize with the conditions shall not relieve the contractor from the responsibility for full completion of the work. Interested contractors should contact the Project Manager to schedule a site visit. LTJG Patricia Van Cleave has been designated COTR/Project Manager for this project and can be reached at (860) 701-6127 or by e-mail at patricia.l.vancleave@uscg.mil. .
Work Hours
Typically, Contractor activities shall be conducted only between the hours of 0730 and 1600 local time Monday through Friday excluding all Federal holidays and Academy special event days. If the Contractor desires to work outside these hours, including weekend work, he shall submit a request to the Contracting Officer via project manager for approval not less than 48 hours in advance. There are no Academy special event days scheduled during this performance period, but if any should arise the project manager will inform the Contractor at least one week in advance.
Material Handling
Deliver all materials to job in original containers or packaging. Storage of materials and equipment can be coordinated with the project manager.
Housekeeping
A. The contractor shall ensure that the work area is left neat and orderly at the end of each day’s work. Disposal of all waste generated from the installation and removed equipment shall be the responsibility of the contractor, and removed from the government premises. Recycling of any recyclable materials can be arranged through the project manager ahead of time.
B. The Coast Guard Academy’s on-base smoking policy has changed recently. Smoking in privately owned vehicles (POV) will no longer be permitted unless the POV is legally parked within 10-feet of an authorized designated smoking area, included as Appendix C. Failure to abide by smoking area rules will result in the privilege to smoke on campus being revoked. As of January 9, 2012, there are only four approved smoking areas on Academy grounds:
1. Near Munro Hall: End of the sidewalk leading from the 3rd deck south door
2. Smith Hall: Northeast corner of the existing parking lot
3. Yeaton Hall: Bench near the southwest entrance
4. Lower base: Near the fire hydrant at the edge of the softball field by Pickering Gate.
C. Parking is limited on Academy grounds and will be arranged through the project manager. Contractors shall not park in permit-only parking areas without explicit authorization from the project manager.
Security
All members requiring physical access to the Coast Guard Academy’s property must be United States citizens, or have legal residence documentation. Identification will be checked by security when entering Academy grounds and may be asked to be shown at any time while onboard the campus.
Evaluation Factors
Past performance and the ability for the contractor to meet time constraints laid out in the Performance Period section of this document, when combined, are significantly more important than cost/price for this project.
