HSCG38-16-Q-200052 – Amendment 1

Solicitation HSCG38-16-Q-200052 Q&A Q) Is there no requirement for initial provisioning for the equipment being procured under the subject solicitation?

A) No; there is no need for an introduction of the SFI system with spares packages sent with the item for first article testing, unless those items are special tools which would meet Statement of Work (SOW) section 6.9. The intent of this requirement is to find a SFI system that can be installed in the aircraft and work with minimal adjustments.

Q) Is there any way to see a list of interested vendors for this solicitation?

A) No, there is no list being compiled by USCG nor was the option selected in FedBizOpps.

Q) What is the expected award date and when can the first set of deliveries be expected due to the Government?

A) Due to the technical nature of this requirement it is not possible to determine an expected award date at this time. The first set of SFI systems due in are the first article panels, which will be due in the time period reflected in SOW Section 15.1 determined by date of delivery order issue.

Q) Are site visits allowed to view the cockpit and project installation compatibility?

A) No; site visits are not allowed for any potential offeror responding to this requirement. Aviation Logistics Center is a depot maintenance facility and the Short Range Recovery product line cannot slow down the maintenance process for any of the aircraft currently here to allow for site visits. The SOW contains very specific details on the dimensional and aircraft configuration constraints for this requirement.

Q) Will there be any time extensions granted for this solicitation?

A) No; due to the Echo model upgrade the MH-65 aircraft is currently undergoing, there is no flexibility in the schedule to allow for an extension of this requirement. The solicitation closing date and time will remain 2:00p.m. EST 26 August 2016.

Q) Does the threshold for SFI display unit refer to the hole in the panel in which an adaptor plate would e required to fit?

A) The display unit may not exceed 3.6” H x 4.04” W. Any SFI system submitted with a display unit that exceeds either of these requirements will be removed from award consideration. To clarify, the display unit is on the Pilots side of the instrument panel and may not exceed these dimensions due to interference with other instrument panel controls and displays. The pass through is as per the dimension in figure 1 of the SOW.

Q) Do we quote the panel cut-out to be designed to take a 3ATI clamp or does it need to be bolt-mounted?

A) There are no threaded fasteners installed for the SFI in the instrument panel. NO mounting hardware or display clamps will be provided by USCG and if required should be included in the quote submitted. The pass through dimension was designed to accommodate multiple mounting options from the OEM including the 3ATI clamp mount.

Q) How firm is the requirement for a rechargeable battery as part of the SFI system?

A) A rechargeable battery must be included as part of the quote for the SFI system or the quote will be removed from award consideration.

Q) Do the objectives from DO-160G include humidity, salt, or salt/fog?

A) Section 5.1 of the SOW states that the SFI must meet the requirements of TSO C113a which covers environmental qualifications for Airborne Multipurpose Electronic Displays. Please reference the section for compliance.

Q) Are F.O.B. Origin delivery terms allowed?

A) F.O.B. Origin delivery terms are acceptable for this requirement. Please refer to page 44 of the solicitation, located in the Terms and Conditions, Factor 5: Price, paragraph one to see the details of this requirement.

Q) What are the minimum and maximum voltage fluctuations for the battery?

A) DC voltage ranged 27.5 to 29.5 volts, zero to full load, overrated generator speed.

Q) Are the environmental compliance requirements of RTCA DO-160G specific to the SFI unit only or does it include the battery too? If not, are there any specific qualification requirements for the battery?

A) The requirement for DO-160G is intended for the SFI unit, not including the battery. However, please ensure compliance with SOW section 5.3.6.1 and identify the suitability of the quoted battery installation for safe operations in the aircraft.

Q) Is it expected that the aircraft integrator will provide the wiring and installation for the SFI unit and battery within the aircraft?

A) Yes; USCG will be the aircraft integrator, will manage the installations on the aircraft, and will supply all wiring. This is partially addressed in SOW sections 5.3.6 and 5.5.4.

Q) Is Electromagnetic Interference the main focus of protection for the SFI?

A) Please review the documents attached to this solicitation thoroughly to ensure compliance.

Q) When are the first article SFI systems due in?

A) The first article SFI systems will not be assigned a delivery due-in date until issued on a delivery order. This will not happen until after the contract is awarded.

Q) What is the estimated contract award date?

A) The estimated contract award date is currently unknown, but can be expected during c calendar year 2016, government fiscal year 2017.
