RFP HSCG38-15-Q-410003

1. Question: On pages 4-7 in the solicitation, for the pricing section, under travel, it references “NSP”; please provide what those letters stand for, and, exactly what it means.

Answer: NSP stands for Not Separately Priced. See Travel, Contract Terms and Conditions Page 17 of solicitation. The Coast Guard will fund this CLIN based on the estimated trips for travel and reimbursement will be made in accordance with the contract.

2. Question: Please provide the scope statement that is currently on your 9001 certificate and the 14001 certificate.

Answer: The quality management system is applicable to: The provision of aviation repair and maintenance services including depot level maintenance, engineering support, supply chain management and information services.

The environmental management system is applicable to the management of environmental aspects relates to: The provision of aviation repair and maintenance services including depot level maintenance, engineering support, supply chain management and information services.

3. Question: Please provide the address(s) listed on the 9001 and 14001 certificates. (The only address listed is the address where the bid will be reviewed, so do not know if that is the actual site to be certified).

a. Please advise if the above addresses are still the ones you want certified or if there are any others that are to be added.

i. If new addresses are to be added, please provide.

Answer: Main Site: 1664 Weeksville Road, Building 63, Quality Management Office, Elizabeth City, North Carolina, 27909, USA. The site (scope) includes 16 buildings onsite and 1 building .25 miles outside the industrial complex that is accessible by government vehicle and escort which will be provided.

a. Yes, the buildings/location required to be audited remain the same as currently certified and stated above.

i. None

4. Question: On page 8:

a. What does the term “tenant command” mean, as it applies to this bid?

Answer: Aviation Logistics Center (ALC) occupies and utilizes facilities that are controlled and maintained by Base Elizabeth City (BEC) which has its own control structure. ALC is essentially a tenant to BEC, therefore ALC is not responsible nor can we control certain infrastructure concerns. For example, ALC cannot make significant changes or corrections to buildings, drainage systems, roadways, etc. In these situations where changes are needed, ALC must request changes through BEC and remain proactive by deploying necessary operational controls.

b. Under the “Scope” section, the following phrase appears: “much of the infrastructure does not fall under the scope of the certification”. Kindly provide which parts of the infrastructure, at each site that is to be certified, is under the scope of certification. Specifically:

Answer: Infrastructure not certified (not within scope) includes buildings, building systems (HVAC, Water, Power, drainage, wiring, etc.), roadways, drainage systems, sewers, grounds keeping and other systems installed and maintained by the host command (BEC). Equipment procured, installed, maintained and operated by ALC is within scope. All policies, instructions, documents, records, processes, tooling, and personnel onboard the complex described above that impact ALC products and/or services are within the scope of our certification.

i. How many employees (there is a reference of 1400 employees) at the site (or if more than 1 site, at each site) are under the scope of the 9001, 14001, 18001 and AS 9110 certifications?

Answer: 1205 employees are onsite and 195 employees are within a .25 commute just outside of the main facility. The contractor will be provided transportation via government vehicle and escort.

ii. What kind of activities are under the scope of certification (your scope statement on the certificate should tell us this)?

Answer: Aircraft maintenance and overhaul, parts and component repair, engineering and technical support, supply/logistics functions, contracting/procurements and information services.

5. Question: On page 10, under section 1, it references, in the last sentence, “involve no greater than 70% of our organization.” Certification bodies would need to know exact employee counts, per standard and per site in order to bid, since – as per ANAB guidelines – the required number of man days is determined by the number of employees.

Answer: ALC currently is divided into 12 divisions. We would expect the audit to involve: = or < 9 divisions, = or < 11 buildings and impact (obviously not auditing each) < 980 ALC members for a recertification audit. This would cover approximately 70% of our organization.
