ALC ENGINEERING SPECIFICATION GEN13081.8D 21 MAR 2013

Subj: U.S. COAST GUARD AIRCRAFT PAINTING: MATERIALS, PREPARATION, AND PROCEDURES

1. PURPOSE.

The coating systems on Coast Guard aircraft serve two functions. First, coatings provide a barrier that protects the underlying substrate from the effects of the environment and other harmful contaminants. Second, the high-gloss exterior finishes on Coast Guard aircraft serve as a highly recognized trademark. This directive establishes procedures and requirements for the application of coatings applied to Coast Guard aircraft listed in Section 4. The coatings include: exterior high-gloss polyurethane topcoat systems, interior paint, interim paint, component coatings, stencils, insignias and aircraft markings, coatings on non-metallic structures, all other specialty coatings (MI-15, radar paint, poly-urea, radomes, etc.), and touch up procedures of Coast Guard aircraft. ALC is committed to eliminating chromates in our paint processes whenever possible. As systems are developed and improved, incremental application and testing will serve to eliminate chrome in primer and topcoat applications.

1. Mix cleaning compound, MIL-PRF-85570 (series), Type II and IV, with hot water in a foam generating cleaning unit IAW manufacturing recommendations.

NOTE: Cleaning in direct sunlight, extreme heat is not recommended. Cool the aircraft fuselage with a fresh water rinse prior to cleaning in these condi-tions. It is recommended that two hoses and nozzles be used during all rinse processes and that rinsing be performed simultaneously on each side of the aircraft to avoid streaking.

2. Apply foamed soap to a small area onto fuselage at the lowest point of the section to be cleaned.

3. Allow cleaning mixture to remain on surface for 2 to 3 minutes while agitating with a soft fiber brush or Scotch-Brite™ pad, being careful that the soap solution does not dry on airframe.

4. Rinse soap solution thoroughly with hot deionized water (120 to 140 °F), starting at the highest point of section cleaned. Check for water break resurface during rinse. All areas that show water break, rescrub contaminated spot.

5. After final rinse, check wet surfaces with red litmus paper to ensure all cleaning mixture has been removed. If red litmus paper turns blue, rinse surface again and recheck.

B. Water Break-Free Surface Inspection IAW reference c.

WARNING

METHYL ISOBUTYL KETONE, ASTM-D1153 (REPLACES TT-M-268), IS

FLAMMABLE. KEEP AWAY FROM ALL SOURCES OF IGNITION AND

OXIDIZERS. AVOID EYEORSKIN CONTACT. AVOID INHALATIONAND

INGESTION. USE INWELL-VENTILATEDAREA.WASH THOROUGHLY

AFTER HANDLING.

NOTE: Solvents such as MIBK may be used to spot clean areas that are extremely contaminated with silicone releasing agents, oils, hydraulic fluids, grease, or fingerprints. Areas that are solvent cleaned shall be rewashed IAW steps IV.A.1. through IV.A.5. Spent solvent rags shall be placed immediately in a closed container.

NOTE: When wiping with cleaning solvents, use clean lint-free cotton cloths meeting A-A-1491, or Scotch-Brite™.

1. Water break tests shall be conducted during the wash rinse on areas to be treated immediately prior to application of corrosion removal prepaint solutions.

NOTE: If water forms a continuous film by flashing out suddenly over a large area, it shall be considered as evidence of impurities on the surface such as alkali, residual detergents, etc., and shall also be considered as failing the cleanliness test. If water drops coalesce (go together) into a continuous film of water without a sudden flash out and forms a lens, then the surface shall be considered to pass the water break test, passing the cleanliness test. Any areas that fail the water break test shall be cleaned and reinspected.

NOTE: During the prepaint operations of acid-etch and chromate conversion coatings, surfaces should also be monitored for evidence of undetected soiled areas. When accomplishing the rinse of etches or conversion coating solutions and a rapid flash off or breaking of rinse water occurs, this indicates an unsatis-factorily cleaned area not detected during initial water break after wash. Areas that show evidence of inadequate cleaning during rinsing require recleaning and reaccomplishment of the prepaint surface preparation.

2. Alternate water break procedures.

(a) Alternate procedures to be used to comply with the water break inspection. Aircraft must be dry. A mist of distilled or clean tap water is atomized on the surface to be coated employing

Page 5 of Encl. (1) any convenient small atomizing device. If the water gathers into discrete (separate) droplets within seconds, that is, if the surface shows a water break within this time, the surface shall be considered as failing the test. If the water forms a continuous film by flashing out suddenly over a large area, it shall be considered as evidence of impurities on the surface such as alkali, residual detergents, etc., and shall also be considered as failing the cleanliness test. If water drops coalesce (go together) into a continuous film of water without a sudden flash out and forms a lens, then the surface shall be considered to pass the water break test. Any areas that fail the water break test shall be cleaned and reinspected.

C. Aluminum Cleaning Compound (Acid Etching of Aircraft)

WARNING

CORROSION REMOVING COMPOUND, TYPE II, AMS1640 (SERIES)

Apply the solution by flowing mopping, sponging, brushing, or wiping. The solution is more effective if applied warm (130 °F ± 10 °F), followed by vigorous agitation with a nonmetallic, acid resistant brush, nylon mat, A-A-58054, Type I, Grade A. When applying the solution to large areas, start at the lowest surface working upward. Applying the solution with a circular motion to disturb the surface film will ensure proper coverage. Allow the solution to remain on the surface for 5 minutes.

2. Record dwell time on MPC card.

3. Rinse the aircraft with copious amounts of water to achieve a break free (clean) surface IAW reference c.

NOTE: It is recommended that two hoses and nozzles be used during all rinse processes and that rinsing be performed simultaneously on each side of the aircraft to avoid streaking.

CAUTION

AIRCRAFT SURFACE SHALL BE WET BEFORE CONVERSION

COATING IS APPLIED. IF DRY BETWEEN ETCH AND ALODINE,

REWET.

CAUTION

BEFORE APPLYING THE CHROMATE CONVERSION COATING, TEST

ON A SMALL AREA OF THE AIRCRAFT FOR TIME AND COLOR.

1. Mix and apply chemical conversion coating Alodine 1201, MIL-DTL-81706 (series) or MIL-DTL-5541 (series), immediately IAW manufacturer's recommendations. Apply the coating solution with low-pressure stream (flow on, do not atomize), fiber brush, clean rag, sponge, or applicator bottle (plastic). The method used for application should be selected depending on the specific job requirement. If pumping is required, pumps, valves, and fittings shall be manufactured from 18-8 stainless steel, polypropylene or polyvinyl chloride. Flow on chemical conversion coating MIL-DTL-81706 (series) immediately after rinsing the corrosion removing compound AMS1640 (series) (replaces MIL-C-38334) from the aircraft surfaces which are to be painted and while these surfaces are still wet. Allow the gross amount of rinse water to run off the aircraft, but do not wait for completed drying before applying chemical conversion coatings MIL-DTL-81706 (series). The oxide film removed by corrosion removing compound AMS1640 (series) will reform during this time period and prevent a proper formation of the chemical film solution MIL-DTL-5541 (series) conversion coating from MIL-DTL-81706 (series) solution.

NOTE: Apply Alodine on a small area and time conversion time to establish dwell time for ACFT application. Alodine is effected by temperature and hu-midity.

2. Wet or flood the surface to be treated and keep the surface wet with solution until coating is formed.

This will take 1 to 5 minutes depending on the surface condition, the particular manufacturer's product being used, and the temperature. Begin application at the lower surface then apply sideways and upward to prevent streaking.

3. On areas where difficulty is experienced in getting the coating to take (coating formation), light abrading with a very fine nylon abrasive mat, specification A-A-58054, Type I, Grade B, soaked with the solution will help overcome the difficulty. If the surface is dirty, remove the dirt with the nylon mat or sponge. The mat or sponge used to remove the dirt should be rinsed in clean water and squeezed almost dry before wetting with stock coating solution for reapplication.

4. It will be noted during initial coating application that there will be a tendency for dark (brown) spots to form on some areas. The formation of these spots can be prevented to some extent by lightly rubbing these spots with the fingers (gloves on). If spots are allowed to form, the application areas shall be abraded with the nylon mat to remove the stain and a fresh coating shall be applied.

Page 7 of Encl. (1)

5. After controlling the stain formation, discontinue agitation, apply additional solution to keep all surfaces wet, and observe the aluminum surface for a color change. The aluminum will turn a brassy yellow or iridescent greenish tint.

6. Do not let the coating overdevelop or surface powdering will be experienced. Disturb such areas by rubbing with fingers (gloves on) or nonabrasive nylon mat as necessary.

7. When coating formation shows on all areas, stop the reaction by rinsing or flooding the area with copious amounts of fresh water. The reaction of the solution is stopped by diluting the acid component. Be careful not to flush the solution into areas where it cannot be removed or further diluted by water. Accidental spills in confined areas can be neutralized using baking soda followed by rinsing with clean water.

8. Record dwell time on MPC card.

NOTE: It is recommended that two garden type hoses and nozzles be used during all rinse processes and that rinsing be performed simultaneously on each side of the aircraft to avoid streaking. During any wiping operations em-ployees shall wear nitrile gloves for protection.

9. Allow the surface to drain or pick up the excess water by absorbing in a sponge by blotting action; do not rub. Excess rubbing will remove the coating since it is soft. Perform water break free checks during rinse. For all areas that do not pass water break free tests, apply Alodine and agitate with Scotch-Brite™ pad. Recheck for water break free surface during rinse. If test fails reapply Alodine, agitate with Scotch-Brite™ pad. Rinse IAW reference c.

10. Areas not properly coated (including those that are powdery) shall be recoated by reapplying a fresh coating solution, abrading lightly with a nylon mat (nonabrasive or fine abrasive), allowing normal time for the coating to develop, rinsing, and drying.

11. The chemical conversion coating, MIL-DTL-81706 (series), should be allowed to air dry for 2 hours minimum or, if required, speed dried by blowing compressed air into voids and drain holes prior to painting.

12. Remove barrier paper.

13. Record maintenance action by completing appropriate sign-off, adding pertinent remarks.
