The contractor shall wash, prepare surface, prime, stencil, paint and decal the entire HC-130H aircraft, CGNR 1711 in accordance with all applicable procedures and Air Force Technical Orders (AFTO) as listed below, U.S. Coast Guard (USCG) Drawing 300-14-02 and the USCG Aviation Logistic Center (ALC) Engineering Specification 13081.8D and follow all current state, federal and OSHA requirements. The contractor shall be responsible for obtaining all AFTOs. The (USCG can provide USCG Drawing 300-14-02, ALC Engineering Specification 13081.8D and stencils upon written request.

Flight control surfaces, nose radome, flap wells, nose wheel well and main landing gear wheels wells are excluded from this work effort as those areas have already been painted in conjunction with recent depot maintenance and these areas shall be masked during priming and painting evolutions. The surface preparation (including washing and masking) shall be accomplished per AFTOs 1-1-691, 1-1-8 and 1C-130A-23.

Prior to initiating surface preparation operations the aircraft shall be washed per AFTO 1-1-691. The water break tests, as defined in AFTO 1-1-8 shall be performed immediately prior to initiating surface preparation operations. Any areas that fail the test shall be cleaned per AFTO 1-1-691 and retested. A record of the wash and water break test results shall be available to the Contractor Officer Representative (COR) upon request.

The contractor shall prepare all bare aluminum exterior surfaces for paint application using procedures and materials approved in AFTOs 1-1-691 and 1-1-8. The preparation records shall include date and time that surface preparation operations were initiated and completed for each aircraft. These records shall be made available to the COR upon request. All pre-paint surface preparations shall be completed prior to initiating finish system application. All aircraft painting operations shall be accomplished per AFTOs 1-1-8 and the current USCG Paint Drawings 300-14-02 (of which ALC Engineering Specification 13081.8D is included).

All operations shall be accomplished indoors, in an environmentally controlled facility.

Atmospheric conditions and aircraft skin temperatures shall meet AFTO 1-1-8 requirements.

Painting operations shall not be initiated or shall be immediately suspended whenever the specified conditions cannot be met. Lower wing surfaces under pylons and aft engine nacelle may be painted prior to input to environmentally controlled facility. The temperature and humidity shall be recorded at the time paint operations are initiated. This record shall be made available to the COR upon request.

The application of primer, topcoat and walkway coatings shall be accomplished per procedures and materials approved in AFTO 1-1-8 and the applicable and current USCG Paint Drawings 300-14-02.

The contractor shall apply the primer within 48 hours after completion of the surface preparation operations. If more than 48 hours lapse, the surface preparation operations shall be repeated. If the primer is not top coated within 16 hours, reactivate. If the primer is not top coated within 7 days, the surface shall be scuff sanded and solvent wiped.

The topcoat scheme shall meet the requirements of AFTOs 1-1-8, 1C-130A-23 and the current USCG Drawing 300-14-02. After the paint system has cured, cut through any paint which has bridged over the seams of all entry doors, escape hatches, life raft doors, inspection doors, cargo door and cargo ramp with a sharp instrument prior to opening. Failure to accomplish this procedure will cause peeling of the paint system in these areas. Paint records shall include date and time that primer and topcoat operations are initiated and completed for each aircraft. Temperature and humidity conditions shall also be recorded at the time coating operations are initiated. These records shall be available to the COR upon request.

The aircraft shall be washed and masked per AFTOs 1-1-691 and 1C-130A-23 prior to initiation of touch up paint. Areas of severely deteriorated or contaminated coating shall be stripped and repainted as directed above. Bare metal areas will require touch up paint. After the paint system has cured, cut through the areas where any paint has bridged over seams as directed by the COR. The records and quality requirements specified above also apply.

The painting facility shall have climate control capability and the ability to control the relative humidity to ensure proper paint and primer adhesion. The contractor facility shall be GFR compliant with applicable requirements and be made available for a USCG GFR representative to conduct an on-site facility inspection. The USCG reserves the right to conduct an on-site prior to contract award.

Sealing

A visual inspection shall be performed of all aircraft exterior seam and fillet sealant. All defective, loose or deteriorated sealant shall be removed. All exterior seams shall be sealed with MIL-S-81733 Type II sealant per AFTOs 1C-130A-3 and 1C-130A-23. Application shall be with a sealant gun only. Locations that shall be sealed include, but are not limited to the following:

Upper and lower wing panel seams (including leading and trailing edges) Horizontal and vertical stabilizer (including leading edges) Flap panel seams Antennas Anti-collision light External Doublers Fuselage panel seams

Access and inspection panels shall be sealed with SAE AMS 3267 sealant per AFTOs 1-1-691 and 1C-130A-23.

Markings All exterior markings shall be applied per current USCG Paint Drawing 300-14-02. The contractor shall paint the chemical toilet exterior receptacle’s panel and door areas and mask-off or replace (deteriorating) decal.

Completion Time

The USCG intends to deliver the aircraft to the successful offeror’s paint facility approximately 1 week after contract award. The required turn-around-time is 25 days after delivery of the aircraft to the contractor’s facility.
