SOLICITATION QUESTIONS AND ANSWERS #3
1. Reference the CLIN Schedule. Is CLIN 0001 solely used for fee (profit)? Or is the CLIN a full buildup of all costs to operate the contact, less the overtime rates in CLINs 0002-0005?
Answer: CLINs 0001, 0101, and 0201 are a full buildup of all costs to operate the Hazmart on a monthly basis. No overtime is included in this flat fixed fee.
2. Reference the CLIN Schedule. Are offerors to fill in CLINs 0002-0005 or will these prices be negotiated after award?
Answer: All offerors are required to submit this pricing.
3. Reference PWS Paragraph 1.2. This reference discusses the issuance of hazardous materials for offsite locations. Must the contractor travel to any offsite locations or does the customer retrieve the items from one of the CICs? If the contractor must travel to offsite locations, please provide a list of locations and applicable workload (how often they are serviced each day).
Answer: The Contractor is not required to travel any offsite locations. Activities located outside the fence line pick up materials at the issue center. The materials are fully transferred to the recipient and partial or empty containers are not returned.
4. Reference PWS paragraph 3.0. We don’t see any specific government furnished property listed. Please provide a list of GFP. Also, we are wondering if the government provides the special tool required to puncture the aerosol cans?
Answer: A specific list of property is not presently available. However, as described in Section 3.0, the general equipment including office equipment, computer workstations, material handling equipment, etc. is considered sufficient to operate the facility. A full inventory will be posted NLT COB 12/2/08. Yes, the equipment required to puncture and drain aerosol cans is provided.
5. Reference PWS Paragraph 1.6 and applicable subparagraphs. Are all CICs required to be physically staffed during the listed hours of availability?
Answer: Yes, the CIC’s are required to be physically staffed during the listed hours of availability.
