RESEARCH AND DEVELOPMENT CENTER (RDC)

STATEMENT OF WORK (SOW)

FOR

WASTE WATER REMOVAL FOR JOINT MARINE TEST FACILITY (JMTF)

1.1 Background

The U.S. Coast Guard (USCG) Research & Development Center (RDC) conducts a variety of research projects in the area of oil spill response. One of the specific topics is the use of in-situ burning. This is a technique which involves corralling the oil in a fire-resistant boom or enclosed area and igniting it. Although it creates a dark plume, it also removes the oil from the surface of the water. One of the research facilities owned by the RDC is a 40 foot by 100 foot open outdoor steel tank which is located at the Joint Marine Test Facility (JMTF) on Little Sand Island (LSI) in Mobile, AL. This facility was originally built in 1998 and a multiple of tests were conducted through 2002. At that time, the equipment was drained and the system placed inactive. A test series in November 2015 introduced an oil boom and diesel fuel into the tank for burning purposes. As a result the tank is currently holding contaminated waste water that must be removed and disposed of.

1.2 Scope

The scope of this order is to remove all waste water, decontaminate the tank and boom, and then remove any residual wash-down water. The scope also includes the disposal of the contaminated waste water in accordance with applicable laws and regulations.

1.3 Applicable Documents

2 SPECIFIC REQUIREMENTS/TASKS

The contractor shall complete the following tasks no later than December 23, 2015. The contractor shall have no more than two days to complete each task. Tasks shall be completed on weekdays (Monday – Friday) excluding Federal holidays, within the workday hours of 7:00 AM and 3:30 PM

2.1 TASK 1: Removal of Waste Water

The contractor shall completely remove the waste water from the interior and outer wall sections of the tank and transfer it to a barge. The overall dimensions of the tank are 108 Ft Long x 40 Ft Wide x 5 Ft High. The tank will be filled to the 2.5’ mark in both the interior and outer wall sections. The interior tank liquid load is estimated at 57,500 gallons and the outer wall section is estimated at 31,500 gallons, which results in a total waste water estimate of 89,000 gallons to be removed.

2.2 TASK 2: Wash-down of Interior Section of Tank

The contractor shall completely wash-down the interior section of the tank and the oil boom. The contractor shall then remove the residual wash-down water. The JMTF representative will indentify six locations within the interior of the tank and the contractor shall swipe six different locations with oil absorbent pads for JMTF representative inspection to verify all contamination has been removed. The decontamination will be considered complete when there are no areas with a visible sheen on the walls or bottom of the tank’s surface and the absorbent pads contain no diesel fuel.

2.3 TASK 3: Wash-down of Outer Wall Section of Tank

The contractor shall completely wash-down the outer wall section of the tank and remove the residual wash-down water. The JMTF representative will indentify ten locations within the interior of the tank and the contractor shall swipe the ten different locations with oil absorbent pads for JMTF representative inspection to verify all contamination has been removed. The decontamination will be considered complete when there are no areas with a visible sheen on the walls or bottom of the tank’s surface and the absorbent pads contain no diesel fuel.

2.4 TASK 4: Disposal of Waste Water

The contractor shall remediate and dispose of all waste and wash-down water in accordance with applicable laws and regulations.

3 OTHER APPLICABLE CONDITIONS

3.1 Security

All information and deliverables under this order are Unclassified and will not require access to Sensitive but Unclassified (SBU) information.

3.2 Access to Government Facilities

The contractor shall be required to access JMTF’s Little Sand Island in Mobile, AL to complete removal of waste water and to complete decontamination procedures. The contractor must be escorted at all times while on site.

3.3 Access to Government IT Systems

The contractor shall not require access to USCG IT Systems.

3.4 Facility at Little Sand Island

LSI is only accessible via boat. There are no dining or restroom facilities, refrigeration, fresh water sources, permanent power or pumps available on LSI.

Contractor shall be required to access LSI via barge and moor alongside the ex-USS Shadwell in Mobile, AL. Naval Research Laboratory (NRL) personnel will transfer contractor personnel to LSI to facilitate completion of work.

Approximately 400 Ft of hose is required to reach the tank from the outboard side of the ex-USS Shadwell.

3.4.1 On-Scene Coordinators

The on-scene coordinators for the JMTF are Lauren Goodell, (251) 441-5041, Lauren.M.Goodell@uscg.mil and Mike Hering, (251) 441-5040, Michael.J.Hering@uscg.mil .

NRL’s on-scene coordinator is Hung Pham, (251) 433-0352.

4 GOVERNMENT FURNISHED Resources The Government will provide the following information, data and documents to the contractor for work required under this task order:

· Existing JMTF Burn Pan Configuration The contractor shall use Government Furnished Information, data and documents only for the performance of work under this order, and shall be responsible for returning all Government Furnished Information, data and documents to the Government at the end of the performance period. The contractor shall not release Government Furnished Information, data and documents to outside parties without the prior and explicit consent of the Contracting Officer.

5 CONTRACTOR FURNISHED PROPERTY

The contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this order, except for the Government Furnished Resources specified in SOW Paragraph 4. The contractor shall remove all equipment or supplies brought to LSI at the completion of work.
