US COAST GUARD

RESEARCH AND DEVELOPMENT CENTER

STATEMENT OF WORK (SOW)

FOR

INTEGRATED DESIGN, TEST AND EVALUATION (IDT&E) SERVICES

1.0 GENERAL

BACKGROUND

The United States Coast Guard (USCG) Research and Development Center (RDC) is the USCG’s sole facility performing research, development, test and evaluation (RDT&E) in support of the major missions of Maritime Safety, Security, and Stewardship. The RDC’s efforts span the entire spectrum of USCG maritime interests including; ports, waterways, and costal security; drug interdiction; aids to navigation; search and rescue; living marine resources; marine safety; defense readiness; migrant interdiction; marine environmental protection; ice operations; and other law enforcement activities. The RDC also supports USCG acquisition and regulatory processes with the goal of improving the efficiency and effectiveness of USCG operations and resources.

The RDC’s roles within the USCG are continually expanding which requires the RDC to have the ability to provide highly sophisticated scientific study. The USCG relies on the RDT&E program when there is a shortage of capability or capacity to execute capability-based analyses (CBA) and/or technology solution development. One of the RDC’s most significant roles is to evaluate maturing or matured technologies for potential application to USCG missions.

The goal of this effort is to augment the capacity and technological expertise of the RDC in the area of Integrated Design, Test and Evaluation (IDT&E). This augmentation will result in a partnership that will allow the RDC to develop solutions to mission gaps in support of its USCG sponsors and stakeholders, as well as those within the Department of Homeland Security (DHS) and other Government agencies (OGAs).

SCOPE

The scope of this Statement of Work (SOW) includes IDT&E tasking in the areas of: Naval Architecture; Marine Engineering; Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR); Wide Area Surveillance; Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Detection and Protection; Human Systems Integration (HSI); Marine Fire Safety; Search and Rescue; Maritime Law Enforcement; Oil Spill/Hazardous Materials (HAZMAT) Response; Aids to Navigation (AToN) and Waterways Management; Aquatic Nuisance Species (ANS) Mitigation; Sensor Performance Analysis; Alternative Energy; Aviation; Unmanned Systems; and mission performance in the Arctic environment.

APPLICABLE DOCUMENTS

Compliance and Reference documents will be provided as Government Furnished Information (GFI) at the task order level.

SPECIFIC REQUIREMENTS/TASKS

2.1 Kickoff Meetings and Project Plans

The Contractor shall participate in task order kickoff meetings. The Contractor shall provide agenda items, project plans, and record meeting minutes including tracking of action items.

2.2 Test/Demonstration Design and Planning

The Contractor shall perform Design of Experiments (DOE), develop detailed test/demonstration plans for research, developmental, and operational test activities, produce data collection plans, and author test cards. The Contractor shall identify test resources, logistical elements, communication requirements, and execution procedures. The Contractor shall provide input to and draft Test and Evaluation Master Plans (TEMPs) and other formal documentation.

2.3 Data Collection, Management, and Analysis

2.3.1 Data Collection

The Contractor shall install, calibrate, maintain, operate, and remove data acquisition equipment and software. The Contractor shall witness test events and record observations. The Contractor shall conduct interviews and produce, distribute, and collect surveys. The Contractor shall search for, review, and extract data from Government, academic, and industry literature and databases. The Contractor shall install, operate, and remove software application and IT system performance analysis software. All measurement, recording, and information gathering activities shall be conducted in accordance with the applicable test plan, standard, or industry best practice.

2.3.2 Data Management

The Contractor shall consolidate, format, store, back-up, and secure data in accordance with security regulations applicable to the level of security required for individual task orders.

2.3.3 Data Analysis

The Contractor shall post-process data, produce descriptive statistics, and create statistical models. The Contractor shall conduct scientific data analyses in the areas of: performance; risk; cost; reliability; maintainability; suitability; supportability; safety; interoperability; resource allocation; alternatives; operations; and workforce and staffing.

2.4 Test/Demonstration Logistics and Execution

2.4.1 Test/Demonstration Logistics

The Contractor shall store, transport, install, operate, maintain, and remove mechanical, hardware, and software systems, test assets, and safety equipment. The Contractor shall prepare and maintain test sites and facilities.

2.4.2 Test/Demonstration Execution

The Contractor shall execute tests/demonstrations in accordance with the applicable test plan or industry standard. The Contractor shall conduct safety briefings; manage test activities, track action items, and document progress.

2.5 Prototype and Test Asset Design and Fabrication

The Contractor shall design, fabricate, and modify mechanical, electrical, and software prototypes and test assets for the purpose of developing or advancing requirements through test and evaluation. The contractor shall provide original or first models of devices or systems incorporating technologies, housing, and connections to demonstrate a concept for future use. The Contractor shall provide Proof-of-Principle, Form Study, User Experience, Visual, and Functional prototypes.

2.5.1 Design

The Contractor shall create plans for the construction of mechanical, electrical, and software, prototypes and test assets. The Contractor shall provide 2D vector drawings, 3D solid models, schematics, circuit diagrams, software specifications and story boards, software architectures, and algorithm designs.

2.5.2 Fabrication

The Contractor shall provide cutting, forming, assembling and finishing capabilities which bridge the gap between theoretical designs and testable samples. The Contractor shall source materials, such as ferrous metals, light metals, polymers and fasteners. The Contractor shall provide sawing, shearing, and burning cutting capabilities. Forming shall be provided by means of machining, bending, and additive manufacturing methods (3D printing). In addition to basic machining, computer numerical control (CNC) subtractive methods shall be provided. The Contractor shall provide welding, brazing, adhesive, riveting, and threaded fastener assembling capabilities. Finishing shall be accomplished by blasting, etching, priming, painting, and coating. Fabrication activities shall include commercial-off-the-shelf (COTS) items, original fabrications, and combinations of both.

2.5.3 Electronic Hardware

The Contractor shall provide breadboard, stripboard, perfboard, and printed circuit board (PCB) based analog and digital circuit prototypes. The Contractor shall provide marine electronic sensor, display, and communication prototype and test asset systems in accordance with NMEA 0183 and 2000. The Contractor shall marinize electronic hardware when applicable.

2.5.4 Software

The Contractor shall provide Horizontal, Vertical, Throwaway, Evolutionary, and Incremental software prototyping capabilities for use in developing Alpha and Beta grade software prototypes and test assets. The Contractor shall also provide software prototypes and test assets utilizing screen generators, software factories, animated simulations, and coding.

2.6 Market Research

The Contractor shall conduct market research, literature and database searches, and interviews to determine the state of the art of technology, processes, and operational procedures.

2.7 Test/Demonstration/Analysis Reporting

The contractor shall produce reports and briefings on tests, demonstrations, and/or analyses.

2.8 Progress Reporting and Deliverables Archive

2.8.1 Progress Meetings

The Contractor shall meet with the COR upon request.

2.8.2 Monthly Progress Reporting

The Contractor shall provide monthly progress reports.

2.8.3 Deliverables Archives

The Contractor shall provide deliverables archives.
