QUESTION # 20: Section L.12(b)(1)(v) of the RFP states that the Technical Proposal shall not exceed 25 pages (not including Resumes or Past Performance Data, if any). Does “Past Performance Data” only mean CPARS information or does it also include all information listed in Section L.13(a)2) Past Performance (i.e., list of contracts & associated background information; major subcontractor list of contracts; quality awards/certifications)?

RESPONSE # 20: “Past Performance Data” is any data submitted in accordance with RFP Section L.13,

(a) 2) Past Performance. The submitted Past Performance Data is not part of the 25 Page Technical Proposal Limit.

QUESTION # 21: L.13 (a) 2) (3) states that we are to “Provide similar past performance data for major subcontractors (those performing more than 25% of the effort).” Are we to provide a separate list of up to 10 recent projects for each major subcontractor or are the projects from major subcontractors expected to be included in the Offeror’s (Prime Contractor’s) list?

RESPONSE # 21: The list of projects submitted to document the Offeror’s past performance includes both the prime and major subcontractors, and is limited to 10 .

QUESTION # 22: Section L.13(a)2)(1) states that “The Offeror shall provide a list of all (maximum of

10) contracts and subcontracts with a value exceeding $150,000, which are currently in process or have been completed during the past 4 years. If the maximum is exceeded, list the 10 most current actions.”

Are we being asked to select past performances that are the most relevant and “provide evidence of the Offeror’s past performance in accomplishing the work,” or does the Government want just the 10 most recent contracts exceeding $150,000 in process or completed in the past 4 years, regardless of relevance?

RESPONSE # 22: In accordance with RFP Section L.13 (a) 2) (1) The list of contracts provided should be evidence of the Offeror’s past performance that is the same as, or substantially similar to, that required by the solicitation. This applies to both prime and subcontractors. If the maximum is exceeded, provide the 10 most current actions that support the preceding sentence.
