To: PACTS II Contract Holders

Subj: Letter Request for Proposal (RFP) HSCG23-17-R-ADW076 under the PACTS II Contract

This is a request for proposal for Program Management Support Services for the United States Coast Guard Office of Aviation Acquisition (CG-931), as outlined in the Statement of Work (SOW) provided herein as Attachment (1). As a result of the subject RFP, the Government intends to award a twelve (12) month Firm Fixed Price task order with four (4) twelve (12) month option periods for Program Management Support Services to CG-931. The total estimated labor hours for this task order is 3,840 hours for the base and 3,840 hours for each option period. Travel will be required during the performance of this task order. The USCG estimates $5,000 per year in non-local reimbursable travel. Vendors shall include this amount in their proposal. Specific travel locations are identified in the SOW. The primary place of performance for all services under the task order is specified in the SOW. Vendors may use the Government’s estimated labor hours as a basis for your total price proposal, or vendors may choose to propose on a different basis. If a vendor’s proposal is not based on the Government’s estimated hours, an explanation of the rationale for not doing so is required.

Basis of Award:

The Government will select the PACTS II contractor who represents the best value. Best value will be based on the evaluation factors in descending order of importance as follows:

Technical, Past Performance, and Price. When combined, all non-price evaluation factors are significantly more important than price. Where competing proposals are determined to be substantially equal for non-price factors, Price becomes the controlling factor. The evaluated price will be determined by adding the base period price and the price of the option periods together.

Evaluation Criteria:

Technical Capability: The Government will evaluate each vendor’s proposal on the basis of (1) technical approach to the SOW and the soundness thereof and (2) key personnel resumes against the minimum required education and experience.

Vendors should provide procedural statements and examples of how they would accomplish the requirements contained in the SOW. Vendors shall also provide resumes of all Key Personnel proposed for providing support on this procurement. Please note that all on-site personnel are considered Key Personnel.

Relevant Past Performance: Vendors shall provide information concerning three previous Government contracts, either in-progress or completed within the last three years, that are relevant to the support services required in this task order. If the vendor has not had three Government contracts within the last three years, it may submit information on relevant Government subcontracts and/or commercial contracts instead. To be considered relevant, all of the following criteria must be met: the services must have been performed within the past three years and demonstrate similar scope, magnitude, and complexity to the requirements as set forth in this solicitation and SOW. The Contractor shall also submit an official CPAR or the Past Performance Questionnaire (Attachment 3) to three references for completion.

The past performance evaluation will examine the extent to which the vendor’s past performance demonstrates their capability and capacity to successfully perform the requirements of the SOW.

Accordingly, each separate instance of past performance will be evaluated for (1) quality of product or service; (2) schedule; (3) cost control; (4) business relations; (5) management of key personnel; (6) utilization of small business; and (7) other areas as applicable. Past performance shall also be evaluated for relevancy. The overall relevancy of past performance submitted shall be determined by the extent to which the past performance is comparable and related to the objectives of the procurement and the extent to which it is of similar scope and complexity to the work that is described in the solicitation.

The Government (1) reserves the right to consider questionnaires received after the due date of the solicitation, contact references for verification of additional information, and consider other relevant past performance information; and (2) does not assume the duty to search for data to cure any problems it finds in the information provided by the vendor – the burden of providing thorough and/or complete past data information remains with the vendor.

A lack of relevant past performance information will be treated by the Government as a “Neutral” rating under this evaluation factor.

Price Factor: The Government will evaluate the total overall price to determine accuracy, completeness, and reasonableness. Vendors shall submit a total price and price breakdown for the base period and the option periods by filling out the Pricing Spreadsheet (Attachment 2).

Evaluation of the options will not obligate the Government to exercise any option. The price breakdown shall include labor hours and rates for each proposed labor category for each period.

Labor rates shall be fully burdened with overhead, general and administrative expenses, and profit. In addition, a description of the typical work performed by personnel in each labor category proposed shall also be provided with the proposal along with an explanation of the breakdown of hours. All proposed prices must be within scope of your PACTS II contract.

Since this is a fixed price task order, the price worksheet must include the monthly amount that would be billed.

Proposal Submissions:

Your company’s proposal must be submitted in three separate volumes as stated below.

1. Volume I – Technical Proposal

a. This volume must contain the vendor’s technical response to the requirements contained in the SOW, shall be no more than 30 pages in length, and the font of choice no smaller than 11 point. Resumes for all key personnel shall be included in Volume I, and will be counted as part of the 30-page limit. Resumes are limited to 2 pages and should focus on relevant experience only. The table of contents and title pages are not included in the 30-page limit.

When discussing tasks in the technical proposal, the tasks in Section 5.0 of the SOW shall each be addressed sequentially and identified by their SOW paragraph number.

Simply restating the SOW requirements in this volume will not be accepted as a demonstration of capability and may result in a proposal being rejected and eliminated from further consideration.

b. Proposals should set forth any exceptions/assumptions taken with regard to the RFP, or any other aspect of the RFP, or any other information that you find necessary and pertinent to the proposal. However, vendors are cautioned that any exceptions/assumptions to the terms and conditions of the solicitation will be at their own risk. Any exceptions or assumptions should clearly identify the paragraph and term or condition to which the exception or assumption is being made and include supporting rationale.

2. Volume II – Past Performance

a. This volume must contain the vendor’s past performance information for services relevant to those to be performed under the resultant task order and will also include the completed CPARs/past performance questionnaires that are submitted by your references directly to the Government. The past performance information must include the contract number, value, description, and technical/contracting points of contact.

b. The points of contacts’ names, telephone numbers, agencies, and email addresses must be included and accurate. The portion of the proposal is limited to 15 pages total.

3. Volume III –Price

a. This volume must contain the vendor’s business size status, as indicated on the vendor’s PACTS II contract.

b. Additionally, proposals shall provide (1) a copy of the vendor’s PACTS II contract to be utilized for the terms and conditions of the task order; (2) the vendor’s Taxpayer Identification Number (TIN). Dun and Bradstreet Number (DUNS), Commercial and Government Entity (CAGE) code, and Electronic Funds Transfer (EFT) information;

and (3) a statement whether the vendor is registered in the Central Contractor Registration (CCR) database.

c. Vendors shall submit the Pricing Spreadsheet (Attachment 2).

d. Any additional rate variations/discounts shall be identified in this volume.
