Q&A for HSCG23-17-R-2DAU04
What are the specific security requirements for the personnel to be offered under these procurements?
SECRET per the DD254.
What is the facility clearance requirement for these procurements? SECRET per the DD254
If the winning bidder does not have a facility clearance, is the Coast Guard willing to sponsor the contractor for a facility clearance, or are only offerors with facility clearances qualified to bid on these solicitations?
Yes. Having a pre-established facility clearance will benefit the USCG and be considered a strength. It does not preclude bids.
It is not clear whether the instructions are to include the completed CPARS/Past Performance Questionnaire in our Volume II Past Performance or have our client send the completed CPARS/Past Performance Questionnaire directly to Mr. Jerry Low? Either mechanism if fine as long as the minimum 3 is provided by the due date to be considered responsive.
What is what is the total value of the current contract? $2-2.5M
What is the number of FTEs on the current contract? 2
Would the government please clarify exactly what the security requirements are for each position? Per the DD254, SECRET requirement is necessary for performance.
Are Secret Clearances required for key personnel to begin work? No, but unless having an active SECRET clearance, the selected awardee will need to obtain SECRET clearance immediately upon award as it is a lengthy process. Every day for day slip of not having the SECRET clearance will impact our mission.
Would the government consider at least six years Federal or Department of Defense major system acquisitions acceptable for key personnel? No. However, it can supplement to get the additional years experience needed to be Senior. We are a DHS component, not DoD.
Is the Subject Matter Expert (Senior) position with 960 hours considered key personnel? Yes.
With regard to the pricing spreadsheet (Attachment 2), Would the government please clarify The total number of FTEs required for this work? 2.5
What is the minimum education for the key personnel? The Government is silent, however, it is assumed minimum is BA/BS. The 6 years USCG experience is the critical piece.
How are personnel to be divided for this work? Skill sets for the two projects may be different. Which project gets the half time (.5) FTE? 1 FTE MRS, 1.5 FTE UAS, The half timer is currently slated for UAS program (but this may change as demands change).
Is the Government requiring that EITHER a CPAR be provided with the proposal OR 3 Past Performance References (PPQ) be submitted from the Past Performance contact person? Yes. If we submit a CPAR, do we still need to submit PPQ’s? No.
1.3.1. Key Personnel. No Key personnel positions are stated following this section of the SOW. Other information in the RFP leads us to believe that there are 3 Key personnel for this solicitation and no other personnel required. Is this correct? Yes. Is the half time position also key personnel? Yes.
