1. Page 9, 2. Packaging and Marking. Please elaborate on the packaging requirements. (i) states “Four shirts per package”. (d) “states 120 shirts per box or 30 packs of 4 per box with 16x10x8” As 16x10x8 box would hold about 10 of this shirts, not 4. And a box containing 120 shirts would be so large that the box would lose all structure and integrity, and would likely collapse or crush. Please advise.

In some cases, overly restrictive packaging requirements can be costly, and we want to be certain that we accurately account for this component.

Answer: Page 9, 2. Packaging and Marking (i) is hereby deleted and replaced with:

Marking shall be in accordance with ASTM-D-3951 (most current edition) and with the information set forth in paragraph (ii) below. Bar coding is required. All boxes and packages of Short Sleeve Women Overblouse must be barcoded. No NSNs are to be used. Standard 12 digit UPC is to be supplied by the vendor. A sticker with this information may be used on a poly bag. Short Sleeve Women Overblouse have tags attached to the back of the neck in accordance with specification. No bar code needs to be on the tag. Short Sleeve Women Overblouse is to be packed in a box 16x10x8 which should hold 10 shirts. A barcode shall be provided on every box and shirt package. Bar codes on the poly bag may be a sticker.

2. Page 26, Sub Factor 1 – Technical Proposal. Are the PDMs also due on 8/20? Is it one each of the six sizes listed on page 26, Sub-Factor 1, totaling six shirts? Or, is it three each of the six sizes listed, for a total of eighteen shirts?

Answer: Yes. Sub-Factor 1 – Technical Proposal 1(a) is hereby deleted and replaced with: Submit two (2) each product samples in Misses sizes 6MS, 12MR and 18ML and two (2) each in Women’s sizes 4S, 10WR and 20WR.

3. Page 27, Sub-Factor 2. Just to clarify, we the offerer provide Attachment 4 to our references and they send directly to you? Can we only use two references? Or can we use two different references within the same agency for different contract types? (IE, two references from different contracts and contracting officers within the USCG). OR, Can a third reference be from slacks contracts (from third and separate government agency), or is this limited to only shirt references?
