Statement of Work- (CC/TV Security System)

1. General Requirements
1.1. Contractor-furnished properties and services.
The Contractor shall furnish all necessary labor, equipment, materials, staging, fittings, and tools, for proper completion of each item of work, unless otherwise specified. Provide all services which include, but are not limited to the below-listed, as required, for completion of Contractor work, unless otherwise specified:
• Compressed air.
• Crane/forklift services.
• Garbage and refuse disposal.
• Office space.
1.2. The contractor is responsible for relocating any equipment, furniture, ceiling tiles, or any other articles needed to complete work.
1.3. The contractor shall unload, unpack, and store all equipment as such as to protect its physical condition.
1.4. The contractor shall removal all previously installed equipment and hardware within the scope of work.
1.5. Disposal of non-reusable equipment, components, and materials.
The contractor shall dispose of, as scrap, all items or materials removed during the completion of the project that are not designated to be: reinstalled, retained and shipped by the Contractor to a Coast Guard authorized facility, or turned over to the Coast Guard Inspector. Ensure that all item/material disposals are in accordance with applicable Federal, state, and local regulations.
1.6. Prior to starting work on applicable systems, the contractor shall notify the COR, in writing, of equipment, systems, circuits, components, piping, and valves that require isolation so that tag-outs/lock outs can be accomplished.
1.7. Housekeeping.
The Contractor shall accomplish the following, in regards to housekeeping:
• Maintain good housekeeping conditions at all times, and provide adequate aisles and passageways in all work areas. Ensure that all staging platforms, ramps, stairways, walkways, aisles, and passageways are kept clear of all tools, materials, and equipment (except those that are in use), and all debris such as welding rod tips, bolts, nuts, and similar material.
• Ensure that all working areas on or immediately surrounding the work area are kept reasonably free of debris, and construction material. To ensure that materials and debris do not present a hazard to personnel.
• Take action to mitigate any slippery condition on walkways or working surfaces.
• Maintain free access at all times to all exits and to all fire alarms or fire-extinguishing equipment.
• Keep all oils, paint thinners, solvents, waste, rags, or other flammable substances in fire resistant covered containers when not in use.
• Upon completion of all work, remove equipment and material from the work site and restore all existing facilities affected by the work to original conditions.
1.8. Restoration of damaged equipment.
The Contractor shall restore, renew, or repair all machinery, conduit, wiring, insulation, paint work, building, and any other article or component removed, moved, disturbed, or damaged by the Contractor in accomplishing the work outlined in the specification package.
1.9. Labels/tags
The Contractor shall provide identification labels for all electrical and electronic equipment and fittings installed.
1.10. Tests and inspections.
The Contractor shall perform all tests and inspections in the presence of the CG Inspector. Be aware that the Government reserves the right to perform any additional inspections deemed necessary to ensure the work conforms to the prescribed requirements.
1.11. Manuals
Contractor shall supply two copies of all manufactures manuals/instruction to the representative.
2. Scope
2.1. Install fixed monitoring of all critical assets and infrastructure as determined by the physical security representative of the unit. Camera placement shall be, Camera #1 will be placed on the South East corner of the Main building , Camera #2 will be placed on the South West corner of the Main building, Camera #3 will be placed on the North West corner of the Main building, Camera #4 and #5 will be placed on the North east corner of the Main building, Camera #6 will be placed on the West side of the Maintenance building, Camera #7 will be placed on the roof top of the Boat House, Camera #8 will be placed inside the Boat House to monitor the boat slip . A DVR shall be implemented to record all data captured by the cameras for a period no less than 30 days. Intelligent software will be utilized for detection and notification to provide a visual and audible alarm at the monitoring station.
2.2. Incorporate 1 monitoring station with a primary monitor and a standalone monitor to view engaged areas. The location of the monitoring station shall be inside the Communications Center in the main building.
2.3. Previously installed equipment and software shall be utilized whenever possible except when: outdated, unserviceable, incompatible, or do not meet the minimum specifications outlined below.

2.5. System shall be battery back-up with solar capabilities or Emergency Backup Generator compatible with a UPS bridge.
2.6. Contractor shall perform all programming requirements for a completely integrated system.
2.7. Option should be available to allow system to tie into 24 hour monitoring (i.e. Sector) for units without live 24 hour watch standing.
2. 8. Equipment requirements:
Hardware:
· Mounting hardware shall be marine grade 302 stainless steel or better.
· Conduit shall meet NEC requirement for exterior and interior use.
· Fitting shall be water tight.
· Junction boxes shall meet NEMA type 4 standards.
Cameras:
· Digital IP Based
· Hermetically Sealed Anodized Aluminum or Stainless Housing (For Exterior Use Cameras)
· If Wireless capability is utilized 256 AES encryption is required
DVR:
· 30 days recording capability 3-4 terabytes should suffice
CONTRACT ADMINISTRATION DATE
Part A: Reserved Part B: Contracting Officer Technical Representative (COR) The COR is identified below. The representative will insure that the government’s technical objectives are met. To this end, the COR will provide necessary information, direction, coordination, etc., within the contractual work description. The COR is not authorized to change any of the terms and conditions of this contract. Changes in the scope of work will be made by the CO only by properly written modifications to the contract.

SPECIAL CONTRACT REQUIREMENTS
Part A: Access to Government Property (On-Site Contractors) The COR will make all necessary arrangements for access by contractor personnel to the work site(s). While on government property, the contractor personnel shall comply with all rules and regulations pertaining to health and safety, not only as they apply to themselves, but also to other personnel and property at the site. Contractor personnel shall comply with all regulations restricting the disclosure of information which may become know during the performance of this contract.
Part B: Permits and Licenses In the performance of work hereunder and with the price herein, the contractor shall obtain and maintain in effect all necessary permits and licenses required by Federal, State, or local government, or subdivisions thereof, or of any other duly constituted public authority. Further the contactor shall obey and abide by all applicable laws and ordinance.
Part C: Indemnification The contractor shall hold harmless and indemnify the government against any and all claims and costs of any kind and nature, for any loss or damage occurring in connection with the contractor’s acts or omissions incident to its performance under this contract. This indemnification includes the acts or omissions of the contractor, any subcontractor or any employee, agent, or representative of the contractor or subcontractor.
Part D: On-Site Contractor Performance During all operations on government premises, the contractor personnel shall comply with the rules, regulations and procedures governing the conduct of personnel and the operation of the facility, as expressed in DHS, US Coast Guard written and/or oral procedures. These procedures shall be furnished to the contractor within five (5) days after contract award.
Part E: Safety and Health In order to provide safety controls for protection to the life and health of contractor personnel; for prevention of damage to property, materials, supplies and equipment, and for the avoidance of work interruptions in the performance of the contract, the contractor shall comply with the safety, health and fire protection policies and procedures as may be provided. The contractor shall maintain an accurate record, and shall report to the CO all incidents and accidents resulting in death, traumatic injury, and/or damage to property, materials, supplies and equipment incident to work performance under this contract. The contractor shall take or cause to be taken such additional safety measures as the CO may determine to be reasonably necessary. The CO or the COR will notify the contractor of any noncompliance with the provisions of this section and corrective action to be taken. The contractor shall, after receipt of such notice, immediately take such corrective action. Such notice delivered to the contractor or COR at the site of work shall be deemed sufficient for this purpose. If the contractor fails or refuses to comply promptly, the COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop work order shall be subject of claim or extension of time for costs or damages by the contractor. Compliance with the provisions of this action by subcontractors will be the responsibility of the contractor.
Part F: Identification of Employees During the life of this contract, the rights of ingress and egress for contractor personnel shall be made available as required. In this regard, all contractor personnel whose duties under this contract require their presence on-site shall be clearly identifiable by a distinctive badge furnished by the government. The COR will assist the contractor in obtaining the badges for contractor personnel. It is the sole responsibility of the contractor to insure that each employee has proper identification at all times. All prescribed identification shall immediately be delivered to the security office for cancellation or disposition upon the termination of employment of any contractor personnel. Contract personnel must have this identification in their possession during on-site performance under this contract. WORKMEN COMPENSATION: As required by law at the job site Part G: Qualifications of Employees The CO may require dismissal from work of those employees which he/she deems incompetent, careless, insubordinate, unsuitable or otherwise objectionable, or whose continued employment he/she deems contrary to the public interest or inconsistent with the best interest of national security. The contractor shall fill out, and cause each of its employees in the contract work to fill out, for submission to the government, such forms as may be necessary for security or other reasons. Upon request of the CO, the contractor’s employees shall be fingerprinted. Each employee of the contractor shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence as evidenced by Alien Registration Receipt Card Form I-151, or who presents other evidence from the Immigration and Naturalization Service that employment will not affect his/her immigration status.
