USCG Cutter Boat-Over The Horizon-IV (CB-OTH-IV) HSCG23-11-R-ADB013
9 of 67 SPECIFICATION
070-6 Seakeeping, Dynamic Stability and Maneuverability
070-6.1 The CB-OTH-IV shall meet “Quick Turn Tests” requirements of 33 CFR 183.53
(b) (4) and “Test Course Method” testing parameters of 33 CFR 183.53 (b) (5).
070-6.2 The CB-OTH-IV shall be safe and controllable at all speeds and under all specified loading conditions. Safe and controllable includes operation where craft orientation, motions and accelerations do not pose a hazard to the crew or passengers that is not otherwise controllable by good seamanship and boat handling.
070-6.3 At all speeds and loading conditions, the CB-OTH-IV shall be able to maintain a straight course.
070-6.4 Dynamic Stability: The CB-OTH-IV shall be dynamically stable (oscillatory and non-oscillatory) at all loading conditions and speeds.
070-6.5 In turns at all speeds and loading conditions, the CB-OTH-IV shall maintain a steady turn rate. Inboard heel shall be maintained throughout turns at speeds above fifteen (15) knots. When coming out of a turn, the CB-OTH-IV shall respond to the steering command.
070-6.6 The slow speed maneuverability shall be such that transfers of personnel and cargo can routinely be performed in the sea conditions given in Section 051 of this Specification without damage to the CB-OTH-IV, the vessel being boarded, the cargo, or injury to personnel. The transfers must be accomplished with vessels that are proceeding at speeds up to nine (9) knots.
070-6.7 The CB-OTH-IV shall be capable of stopping within ten (10) seconds (threshold), eight (8) seconds (objective) at maximum speed without immersing the bow. Spray/splashing in the bow and astern are acceptable provided that there is not ingestion of water in the engine intake.
070-6.8 The CB-OTH-IV shall be capable of safely launching and recovering with the parent cutter’s stern launch and recovery system. Launch and recovery operations typically occur at speeds between five (5) and nine (9) knots.
070-6.9 The astern performance shall be such that the CB-OTH-IV can be maneuvered in reverse in a straight course and perform backing turns to port and starboard.
This performance shall require no more than 1/3 of the engine’s available power in reverse. No flooding or wash over the stern shall be evident in two (2) foot seas while at idle speed in reverse.
070-7 General Requirements for Equipment, Machinery, and Materials
070-7.1 All equipment machinery and materials shall be installed in accordance with the OEM recommendations.
070-7.2 The Contractor shall standardize selection of equipment, fittings, and fabrication methods across all boats manufactured under this Contract.
070-7.3 All equipment, machinery and materials shall have a proven record of durability, reliability and maintainability in the harshest marine environments and operations.
32 of 67 SPECIFICATION
SECTION 100: STRUCTURE
100 HULL STRUCTURE
100-1 General
100-1.1 The CB-OTH-IV shall be constructed of aluminum suitable for marine environment. Particular attention shall be paid to strength, fatigue resistance, impact resistance, and reparability.
100-1.2 The hull bottom structural design from bow to mid-ship shall be compliant with ABS High Speed Craft (HSC) Rules, Det Norske Veritas, or other classification society rules that are appropriate for the construction material, hull form, speed, and type of service of the CB-OTH-IV. Calculations shall be prepared using both 40 knots in Sea State 0 and a minimum of 5 knots in Sea State 5 (11 feet) (Threshold) and (13 feet) (Objective). Bottom transverse frame spacing from bow to mid-ship shall not be greater than 24 inches or intermediate half frames may be added to the bottom structure, if craft with transverse frame spacing exceeding 24 inches is proposed. The Contractor shall prepare all calculations and analysis, including those supplementary to those defined by the selected standard, necessary to demonstrate the adequacy of the structural design for impact loads associated with stern launch and recovery in the performance and full load conditions. The bottom spray rails, if installed, shall not interfere with the parent cutter's launch rail system during the stern recovery operations. Hull bottom shall not have a step or discontinuity in longitudinal direction. The ABS corrosion allowance does not need to be included in the bottom structural design.
100-1.3 The structure is defined as the hull bottom, sides and deck including longitudinal stiffeners, keelsons, girders, foundations, transverse frames, bulkheads and transom.
100-2 Workmanship, General
100-2.1 Structure shall be fair and free from buckles or uneven sight edges.
Construction shall be in accordance with ABS “Rules for Materials and Welding.” Faying surfaces shall be free from gaps, hollows or warping. Shims shall not be used to correct improper fits. All exposed sharp edges shall be dressed, ground, or radiused to avoid personnel injury.
100-2.2 All towing posts and bitts, mooring bitts and chocks shall be free of sharp edges that might cause damage to mooring lines or personnel. The working surface of each bitt and chock shall be polished.
100-3 Construction
100-3.1 The structural details shall be designed to maintain continuity and minimize stress concentrations and hard spots. Thickness differences between connecting plates of more than 1/8 inch shall be tapered off four (4) to one (1).
100-3.2 Plate inserts shall have corner radii no less than one-tenth the minimum dimension of the insert but need not exceed 12 inches. Inserts may not be terminated on a butt or seam.
100-3.3 Where intercostal members are fitted, misalignment shall be limited to selected rules’ standard. Where there are webs of different thicknesses the thinner web shall be used to determine the allowable misalignment.
37 of 67 SPECIFICATION
200-1.13 The CB-OTH-IV engine space/compartment and propulsion system components including engine, gear box, cardon shaft/coupling and water jet shall be designed such that any component may be removed and replaced within eight (8) hours. The Contractor shall provide instructions and all tools necessary to accomplish any such change out. The hatch/hatches shall automatically lock open.
200-1.14 The propulsion system shall be one which has been commercially available for at least one (1) year (threshold), three (3) years (objective), with a proven record of reliability and performance in commercial or government applications.
200.1.15 The CB-OTH shall have a wet exhaust system. The diesel engine shall be capable of running “dry” for five (5) minutes prior to launching the CB-OTH-IV.
200-2 Alternate Fuels
200-2.1 The CB-OTH-IV engine shall be compatible with F-76 and F-44 (JP-5) fuels as specified in COMDTINST M9000.6 (Series), Naval Engineering Manual, Chapter 541, Section B-5. Engine horsepower ratings shall be based on the use of diesel fuel (Threshold). JP-5 usage shall not negate engine warranties (Objective).
252 PROPULSION CONTROL AND MONITORING SYSTEM
252-1 General
252-1.1 The propulsion control system installation shall include controls for jet nozzle, bucket, gear and the propulsion engine. Controls shall be console mounted and rated for commercial use.
