HSCG23-10-R-DOG624
Q1.” Are you allowing the bidder to submit 2 bids with 2 different manufactures being used. One being the bid and the other the alternate bid? “ (sic)
A1: As stated in the synopsis/solicitation in 52.216-1 USCG may award a contract for S/A and another for MAC or a single contract that consolidates both. Proposals may address either requirement or both requirements. Given the basis for award is LPTA, an alternate bid would not be necessary.
Q2.” I see no mention of deliverables.” (sic)
A2. This will be an Indefinite Delivery Requirements Contract. Deliverables will be defined in each Delivery Order/
Q3. “Also no min. or maximum quantities are mentioned to meet proper time lines as per the manufactures commitments to the bidder.” (sic)
A3. An annual order quantity is provided in the CLIN Structure excel file, Attachment A.
The annual quantity is a maximum quantity per year.
Q 4. “On the quantities of the vest’s are you needing the same amount in Coyote as the BK?”(sic)
A4. Black may out number Coyote Tan by 20-40%. For bidding purposes only Black was used to divide an annual quantity by size and referenced in (ix)(iii) of the combined synopsis/solicitation
Q5. “Please advise status of below request for quantities of footwear listed in Solicitation #
HSCG23-10-R-DOG624.”
A5. No footwear in this solicitation.
Q6. a “On the bid worksheet there is no mention of plates however in the "Requirements Contract" they are mentioned several times. My question is how and where do we add the quotes for the plates if they are desired in the bid?” (sic) Q6.b “clarify the BPS is actually the MAC-R Carrier, BALCS panels (front and back) and the ESAPI (front and back) with side ESAPI plates? The reason for the clarification is the response spreadsheet has the MAC-R carrier by itself without any space for the other components for part numbers such as the Level IIIA soft panels and hard plates. The rest of the spread sheet has spaces for all accessories and ballistic panels for the MAC-R. The SOC-V concealable vest which will also have the BALCS level IIIA soft panels and front, back and side ESAPI plates only has one location for part numbers but are we to assume that the Level IIIA BALCS front, back panels and ESAPI plates to be quoted once and can be used with the MAC-R or SOC-V? If that is the case, should we combine the Level IIIA BALCS and ESAPI plates with the MAC-R or SOC-V pricing?”
A6. Plates are not a requirement. The carriers shall be able to hold the Plates specified.
