HSCG23-10-R-DOG264 - AMENDMENT

BALLISTIC PROTECTION SYSTEMS FOR UNITED STATES COAST GUARD

(USCG) DEPLOYABLE OPERATIONS GROUP (DOG)

REQUIREMENTS CONTRACT

1.0 GENERAL.

1.1 SCOPE.

The purpose of this Statement of Work (SOW) is to obtain body armor that meets the Department of Defense’s (DOD) combat theater, USCG law enforcement and other Personal Protective Equipment (PPE) requirements identified within the Coast Guard, including: the Maritime Law Enforcement Manual (MLEM), COMDTINST M16247.1 (series); and the Rescue and Survival Systems Manual (RSSM), COMDTINST M10470.10 (series).

The DOG may purchase items from this statement of work for 26 armed commands located within the United States for delivery to those individual units as needed for operations, including Alaska and Hawaii.

1.2 BACKGROUND.

The armed USCG DOG Deployable Specialized Forces (DSF) are responsible for Anti- Terrorism and Counter-Terrorism missions; a ballistic threat has been identified and evaluated to be identical in theaters both foreign and domestic. This Ballistic Protection System (BPS) identifies necessary Personnel/Individual Protection Equipment (PPE/IPE) for advance interdiction operators to increase survivability from threats.

Of note, many DSFs have been and are using carriers similar to the DOG BPS Carrier.

The identification and testing of this one BPS, one carrier and one ballistic protection system (hard armor plates and soft armor combination) improves officer safety and therefore mission success. This system also meets the USCG Commandant’s mandate for standardization of equipment.

These DSFs work alongside the U.S. Navy’s Maritime Expeditionary Security Squadrons (MSRON), and other units within Navy Expeditionary Combat Command (NECC) and other DOD partners. This threat-based PPE provides the operator protection firearms threats, improves officer safety and survivability and therefore mission success.

Special Operations Forces Equipment Advanced Requirements (SPEAR) is the United States’ Special Operations Command’s (USSOCOM) modernization effort for the joint (Army, Navy, and Air Force) Special Operations Forces (SOF) operator. SPEAR focused on four areas of improvement in personal equipment from 1996 - 2005 including body armor and load carriage. SPEAR’s Body Armor/Load Carriage System (BALCS) consists of body armor, an equipment load carrying subsystem, and a backpack subsystem.

The U.S. Department of Justice’s (DOJ) National Institute of Justice (NIJ) established baseline Standards and Testing Program – in this case for ballistic protection – and with the National Law Enforcement and Corrections Technology Center, which coordinates a national compliance testing program conducted by independent laboratories – recently published the Ballistic Resistance of Body Armor, NIJ Standard – 0101.06, July 2008.

Today’s ballistic firearms threats greatly exceed those of Level IIA. These pistol and other handgun threats addressed by NIJ Level IIIA include .357 SIG Full Metal Jacketed (FMJ) FN and the .44 Magnum Semi-Jacketed Hollow Point (SJHP) - specific weights and velocities are annotated in CH 2 of NIJ 0101.06. The DOG BPS BALCS, NIJ Level IIIA+ (“+” as specified below), also stops the threat from the Tokarev pistol which fires an armor piercing 7.62x25mm round found throughout the Middle East and Eastern Europe.

The USCG growing roles overseas and domestically in counter- and anti-terrorism force readiness combined with today’s ballistic threats require greater levels of protection providing greater survivability enabling increased mission success.

The BALCS maximizes ballistic protection, buoyancy compensation, and load carrying capacity, while minimizing the burdens of weight, bulk and heat stress.

The DOD’s BALCS components are: (A.) Body Armor: Provides protection against fragmentation, handgun, and rifle threats. The armor system contains a soft armor vest;

front and back interchangeable upgrade plates, and modular neck and groin protection.

(B.) The neutrally buoyant soft vest is available in four sizes (S-XL); plates are sized with the vest. Approximate weight of a Medium vest is 6.5 lbs.; the medium plates are approximately 6 lbs. each.

The DOG and Coast Guard Headquarters (COMDT-731), has identified the Tactical Flotation Support System (TFSS), authorized by Commandant’s Rescue and Survival Systems manual, COMDTINST M10470.10 (series), as the flotation most suitable for the DOG’s Advanced Interdiction operators and boat crew members. The capability of the TFSS exceeds that of the BALCS requirements. The TFSS is currently worn by armed DSF members and does not interfere with the BPS SOFT ARMOR, CARRIER, CARRIER ACCESSORIES or the Enhanced Small Arms Protective Insert (ESAPI) and the Enhanced Side Ballistic Insert (ESBI) plate system as it is worn on the operator’s pants or Law Enforcement (LE) Belt.
