SECTION 0: GENERAL GUIDANCE AND ADMINISTRATION

000 INTRODUCTION AND GENERAL DESCRIPTION

000-1 General

000-1.1 The purpose of this procurement is to provide boat capabilities to Coast Guard units. This specification contains requirements for two distinct classes of boats to be carried onboard various classes of cutters or trailered by shore forces for execution of Coast Guard Aids to Navigation (ATON) missions.

000-1.2 The new ATON Boat – Skiff (AB-SKF) and ATON Boat – Punt (AB-PNT) vessels will be standard Coast Guard assets.

000-1.3 The new AB-SKF and AB-PNT vessels will replace existing skiffs in the Coast Guard fleet. The intent of this acquisition is to procure a minimum of one (1) AB-SKF, up to a maximum of 95 – AB-SKFs, and a minimum of one (1) AB-PNT up to a maximum of 60 – AB-PNT vessels over a five (5) year period, along with the associated equipment, spare parts, and documentation necessary to support this fleet of boats. This procurement will be accomplished in three phases, Low Rate Initial Production (LRIP), Operational Testing and Evaluation (OT&E), and Full Rate Production (FRP).

000-1.3.1 The Coast Guard intends to procure a minimum of 1 to 5 AB-SKFs and a minimum of 1 to 3 AB-PNT for a Low Rate Initial Production (LRIP) run, necessary to field enough vessels to perform Operational Testing and Evaluation (OT&E). The OT&E period will last for a three month period. During this OT&E period, the Coast Guard will fully test the boats (and associated boat outfit and supporting equipment) in a variety of operational and geographic areas to ensure that they meet the performance criteria outlined in these specifications. By the end of this OT&E period, the contractor shall provide fully developed Logistics, Drawings, and other deliverables outlined in Sections 083-086. Once the Coast Guard has accepted and approved of these deliverables, the Contractor will be authorized to proceed to Full Rate Production (FRP) of the remaining vessels, as outlined in the contract.

000-1.3.1.1 The USCG has the right to expedite the OT&E phase and commence production of the boats.

000-1.4 The AB-SKF will generally be deployed from Coast Guard Inland Construction/Buoy Tenders and Aid to Navigation Teams (ANT). The AB-PNT will be deployed from Construction Tenders who are equipped with a small boat davit specifically designed for a work punt and small boat stations for emergency response situations.

000-1.4.1 The Construction Tender fleet consists of the following cutters: 160’ WLIC, 100’ WLIC, and the 75’ WLIC’s.
