1. For CLIN 0001, we are considering offering a soft armor solution from an alternate manufacturer that meets all specifications. This soft armor has been tested with the alternate manufacturer’s Level III plate that we are considering for CLIN 0004 and that meets the specifications in CLIN 0004. This soft armor has not been tested with the Level III KDHS34 ICW Plate. Will the Government allow testing with the Level III KDHS34 ICW Plate after contract award due to the expense involved in testing?
a. If the item is not the Brand Name specified in the SOW, it must be certified by the National Institute of Justice prior to award.
2. Under CLIN 0001 on page 4 of the SOW, there are several items that do not have a manufacturer specified, such as, “Mag-Light/Cuff Insert, Ranger Green.” For items that do not have a manufacturer specified, do we need to provide a sample of the item we are offering or just list the brand and a description?
a. Please provide sample of product
3. Attachment B Price Schedule includes the following items:
• Gerber Center Drive, 30-001197
• Gerber Sheath, Custom Fit Dual
• Gerber Sheath, Custom Fit Quad However, these items do not have a corresponding CLIN on the SF1449. Will the Government be adding these items to the SF1449 or removing them from Attachment B?
a. This is an item we want only with an entire CBAK Kits not for individual purchase
4. Paragraph 3 of the Statement of Work states, “All items will include serial panels along with a barcode using the alpha numeric Serial Number.” Does the Government intend the Serial Numbers and associated barcodes to only be applicable to the following ballistic items and not all items:
• CBAK
• Helmets
• Ballistic Plates
a. Yes. The list of 3 items above is correct and the associated barcodes will be applicable to these items.
5. In the Statement of Work, CLINs 13-16 list all kits as “Kit 1”. Should these be Kits 1-4?
a. Yes. Kit 1, Kit 2, Kit 3, Kit 4. The SOW has been updated.
6. In the Statement of Work, both CLIN 13 “HSI SRT New Operator Kit” and CLIN 14 “ERO
SRT New Operator Kit” Include the HSBH – HSI Ballistic Helmet. Should the ERO Kit (CLIN
14) include the ESBH (ERO SRT Ballistic Helmet) instead of the HSBH?
a. That is correct. The SOW has been updated.
7. On the Optional Form 336, CLINs 1007, 2007, 3007, 4007 for the ESBH Helmet only request Qty 1 pricing. Is this correct?
a. Yes. That is an estimated amount of what the government may order during that period. Vendors are to provide the price per helmet.
8. For the Past Performance volume, please advise whether offerors need to provide past performance write-ups in addition to the questionnaires that are being submitted by the contract POCs.
a. Offerors are to have contract POCs submit the Past Performance Questionnaires Only. No additional performance write-ups will be accepted.
9. The Technical Volume requires technical specifications for each item being offered. Does this include every item contained in the CBAK?
a. Yes
10. According to the SOW and Section B of the SF1149, there are 16 CLINS that need to be separately priced. Attachment B, however, lists 20 separate line items that need to be priced. Please advise as to what items need to be priced and clarify this apparent discrepancy.
a. We do not need pricing for the following:
• Multi-tool
• Sheath 1
• Sheath 2
• Placards and Badges
This would make 16 CLINS. Attachment D has been updated.
11. Are samples due when the written submission is due OR is the requirement only that they be postmarked by that the deadline? The language in the solicitation is a bit unclear (“All samples are due at the same time as the written portion of the proposal and must be postmarked by the due date.”). These two requirements seem to be mutually exclusive.
a. Samples are to be postmarked by the due date.
12. Can offerors submit just technical specification sheets in lieu of samples for items in the solicitation that do not have a brand name?
a. Samples must be submitted if not the brand name, if submitting brand name, technical specifications are acceptable.
13. Are we allowed to submit to separate proposals?
a. Yes.
14. If an offeror is proposing all requested Brand-Name items for the CBAK are they still required to provide a sample CBAK? Or, in the alternative, is a sample CBAK only required for offerors providing CBAKs that include items that are not brand-name? If offerors proposing Brand-Name items for the CBAK are required to provide samples, then we would like to request an extension as the manufacturers would need time to cut the armor, etc. and this would be difficult given the current deadline of July 31st.
a. If items being proposed are Brand name, ICE does not require samples for testing. Samples only need to be submitted for items that are not the Brand Name specified in the RFP.
15. Confirm that the specifications for CLIN 0005 are correct and in line with the manufacturer are completely accurate with regards to the rounds this plate is tested against, the thickness, and the weight.
a. CLIN 5 has changed to the correct specs, the SOW has been updated to reflect the change:
