STATEMENT OF WORK
Firearm Refinishing Services
1. Introduction:
This agreement will assist ICE in meeting its need to anodize, re-anodize, finish, re-finish and dry film lubricate firearms and firearm parts for the Office of Firearms and Tactical Programs (OFTP), Armory Operations Branch. ICE has a requirement for a vendor to finish, refinish and lubricate firearm components which will allow the agency to extend the lifecycle of limited resources and to aid in the manufacture of specialized firearms.
2. Background Information:
OFTP is required to service and maintain all weapon systems for ICE, U.S. Customs and Border Protection (CBP) and the Federal Protective Service (FPS) through Service Level Agreements (SLAs). Firearms are utilized by DHS law enforcement personnel on a daily basis and as such are subjected to the wear and degradation of surfaces. Law enforcement personnel rely on these tools to work as designed during life threatening deadly force encounters. The finishing, refinishing and lubrication of firearm components is a cost effective and efficient way to extend the lifecycle and maintain the serviceability of these items. Many of the M16 family of firearms used and maintained by the OFTP were acquired through a U.S. Department of Defense contract and are maintained in accordance with MIL-A-8625Fwhen and where applicable. Additionally, OFTP has a need to supply readily identifiable training systems in various colors to their law enforcement personnel.
3. Scope of Work:
The contractor shall be capable of finishing, refinishing and lubricating a variety of firearm components to Original Equipment Manufacturer (OEM) and or U.S. Department of Defense standards when and where required to ensure proper tolerances, dimensions and functionality. The contractor shall provide all labor, equipment, tools, materials and supervision necessary to perform the requested services. OFTP requires the service provider to utilize a variety of refinishing techniques to include:
Type III, class 2, hard coat anodizing;
Type III, class 2, hard coat re-anodizing;
Type III, class 2, hard coat spot re-anodizing;
Dry Film Lubrication;
“X-Tremcoat” finishing;
Phosphate finishing; and
Metal preparation (blasting, degreasing as needed);
Laser engraving;
Precision masking; and
Mil-spec gaging of M16 family of firearms lower receiver fire control pin holes.
*Note: the vendor must be able to comply with OEM and U.S. Department of Defense standards when and where appropriate, depending on the firearm being serviced.
The contractor must be capable of performing these services as applicable, according to and in specification with the U.S. Army Tank-automotive and Armaments Command (TACOM) Life Cycle Management Command (LCMC) Depot Maintenance Work Requirement MIL-A-8625F for the M16A2, M16A4, M4 and M4A1 family of firearms.
Many of the items the OFTP is seeking to finish, refinished and or lubricate are controlled and regulated by the ATF. Therefore, the contractor must maintain a license to possess, transfer and manufacture firearms, to include Class III firearms and firearm parts throughout the life of this BPA.
The contractor must provide a Certificate of Conformance (COC), at time of award, signed by a principal of the business, affirming the contractor can lawfully transfer and possess Class III firearms and firearm components and provide proof of licensure with the Bureau of Alcohol, Tobacco and Firearms (ATF) authorizing the contractor to engage in such practice. The contractor must provide a COC, signed by a principal of the business, affirming that the contractor can meet or exceed the finishing, re-finishing and dry film lubrication standards outlined in MIL-A-8625F for the following:
Upper receivers;
Lower receivers; and
Receiver extensions.
The Type III, class 2, hard coat anodizing must be available in three colors and Extreme coat must be available in a variety of colors and have the ability to color match as needed or when requested.
OFTP may require that the vendor submit a sample(s) of re-finishing services from a firearm part provided by OFTP and provide certification that the part is in conformance with OEM and or DOD specifications.”
