Relief on post 3 of the post exhibit is hereby changed from “Yes” to “No”. A revised post exhibit can be requested by e-mailing debby.abraham@dhs.gov
B.
The reference to the paid lunch break in the post exhibit is hereby changed to “unpaid” as follows: Where indicated, relief periods (lunch, breaks, etc.) are authorized by Contract. All full time productive guards working a minimum 8-hour shift shall be provided a paid 15-minute break for each 4 hours of work. This break should normally be scheduled in the middle of each 4-hour period. A 30-minute unpaid lunch break shall also be provided to those individuals. All guards working a 6-hour shift shall be provided a paid 15-minute break and an unpaid 30 minute lunch break. Part-time productive guards working a minimum of 4 hours shall be provided a paid 15 minute break every 4 consecutive hours worked, the cost to cover relief for the productive hours indicated herein must be included in your offer. A revised post exhibit can be requested by e-mailing debby.abraham@dhs.gov
C.
The following questions and answers are hereby provided for informational purposes only:
1) In Ex. 1, Post Descriptions:
You show the Supervisor working 1 hour a day, 7 days a week. Is this correct? If so, how does this work?
Answer: Yes, supervision is required at this facility one hour a day, seven days a week.
2) You show the Supervisor working UNARMED. Shouldn’t the Supervisor be armed when visiting armed posts? If there is a reason for the guard to be armed, it would, on the surface, seem reasonable for any uniformed guard to be armed.
In an emergency, the Supervisor should be able to step in and perform the work until a replacement is found.
Answer: Supervisor is unarmed. Supervisors shall not step-in for Productive Guards as they are there to supervise.
3) Posts 3a, b & c (our nomenclature) Front Lobby, are shown working 2, 2 & 3 hours per day and the relief column indicates relief is necessary. Is this a typo?
Answer: See paragraph A of this amendment.
4) Can we see the current schedule?
Answer: No, as this has no bearing on the present requirement.
5) How many current Supervisors are there? FT/PT
Answer: Supervision is not specified under the current effort.
6) How many current guards are there? FT/PT
Answer: It is up to potential offerors to determine the number of guards required under this effort. The seniority list is below.
7) What weapon/ammo does the current guard staff carry?
Answer: .38 revolvers. Offerors are required to transition to the firearm platform specified in this RFP (i.e. semi-automatic handgun) within the transition period specified in the Statement of Work.
8) Does the current guard staff have the training described in the RFP?
Answer: No, they would require the firearms training on the semi-automatic handgun.
9) Is OC spray permissible?
Answer: No
10) Is there a seniority list available for the current guard force?
Answer: See attached.
11) Is there a list relating to vacation time allotments for the current guard force?
Answer: This information is not available.
12) When is the contract suppose (Sic) to be awarded?
Answer: When the contracting officer signs the contract.
13) Also, when is the deadline for this contract?
Answer: The closing date and time is clearly specified on the SF 1449.
14) For the 18.5 million is that the ceiling amount or the fixed figure for the contract?
Answer: Neither. It is the size standard for the applicable NAICS.
15) Will you be making the post breakdowns and guard hours worked available soon?
Answer: The post breakdowns and guard hours are in the post-exhibit.
16) Would the DHS ICE consider extending the Technical Page count to no more than fifteen (15) pages?
Answer: The “Technical Proposal” is limited to a maximum of 12 pages as specified in the RFP.
