U.S. Department of Homeland Security U.S. Customs and Border Protection
Statement of Work For Closed Circuit Television (CCTV) Surveillance System Expansion at JFK International Airport, Terminal 8
1. Background:
U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO) is procuring equipment and labor to expand the existing Closed Circuit Television (CCTV) Surveillance System in Terminal 8 at John F. Kennedy International Airport. Additionally, a Facial Recognition Workstation will be emplaced at the Terminal.
The implementation of CCTV installation at JFK Airport has taken place over the course of several years. Therefore, Terminal 8 has existing equipment and configurations, which should operate independently with full integration and with a 90-day storage retention capacity. The intent is to expand the existing centralized video management system at Terminal 8 and ensure that all new equipment and software result in full-integration.
2. Scope of Work and Location of Performance:
The Government seeks to award a contractor a firm-fixed price contract to provide all equipment, labor, materials and permits to complete installation of a compatible, seamless expansion to the existing CCTV Systems at Terminal 8, John F. Kennedy International Airport, Jamaica, New York 11430 by 180 days ARO of Contract Award, according to the guidance below.
Although the Terminal has an existing video management system, a Bidder is authorized to propose alternative approaches within the parameters of the SOW with a detailed explanation to support technical acceptability review. In the case where an alternative approach is proposed, in addition to a detailed supporting technical explanation, the Bidder must also provide a corresponding price proposal for both the Government’s requested approach and for the Bidder’s alternative approach. No drawings or floorplans, beyond what is located in this SOW, will be provided during the Proposal Phase of the Solicitation.
Regarding Service Contract Act/Wage Determination, FAR 52.222-41 is included in the solicitation so the prevailing wage rate for the area should be utilized. Union labor is not required to support this contract. Neither a Bid Bond, nor a Performance/Payment Bond are required.

2.1.1 Procure and install 18 camera systems, including requisite Network Video Recorders, consistent with existing systems, in accordance with (IAW) Attachment 1. (CAT6 runs to any camera are generally less than 300 ft., but there may be exceptions. Conduit type is up to the Bidder and should conform to industry standards and be marked, but cabling should conform to Cat5e/Cat6 and cited specifically in the quote.)
2.1.2 Install 3 E4 Servers NVR with 138TB storage to support 108 cameras (90 existing + 18 new) or equivalent equipment, as required, to ensure full integration, operation and a 90-day storage retention capacity.
