Statement of Work (SOW)

For the

Ku Band Beyond-Line-of-Sight Digital Datalink System C.1

BACKGROUND

Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the United States. Aircraft equipped with state-of-the-art multi-mode sensors are an effective means of detecting, sorting and tracking border incursions.

Customs and Border Protection (CBP) currently operates a fleet of manned and unmanned aircraft, including manned P-3 and DHC-8 patrol aircraft and the Predator B Unmanned Aircraft System (UAS). Each of these platforms has an electro-optical imaging sensor, but only the Predator B UAS has the capability to transmit the sensor video to the CBP ground facilities for exploitation.

Digital backhaul capability from manned aircraft has already been demonstrated using three (3) CBP P-3 aircraft equipped with INMARSAT Datalink systems, but this implementation has proven to be very expensive to operate and provide inadequate bandwidth to effectively downlink video. The primary purpose of this Ku Band Beyond Line of Sight Digital Datalink (BLOSDD) System, with its higher bandwidth capabilities, shall be to demonstrate the real-time transmission of data and imagery from onboard sensors on the P-3 and DHC-8 to an appropriate ground station while exploiting existing surplus CBP Office of Air and Marine (OAM) Ku-band capacity already on contract to support UAS operations.

C.2

SCOPE

The purpose of the Ku Band BLOSDD System effort is to design, develop, install, and test software and a hardware system that will provide a Ku Bandwidth, satellite-based, datalink capability for P-3 Long Range Tracker (LRTs), P-3 Airborne Early Warning (AEW), and DHC-8 (200 and 300 series) aircraft as well as the necessary ground-based operation centers. The Ku Band BLOSDD System will assist CBP mission operators to rapidly and efficiently deliver and receive point-to-point and general broadcast data sets, thereby enabling all operators in the field and decision makers in operations centers to have “near real-time” access to audio-visual information required to effectively perform the mission of protecting the homeland.

The Contractor shall develop a working initial model of the Ku Band BLOSSDD System for two (2) P-3 aircraft (LRT and AEW) and one (1) DHC-8 (200 or 300 series) aircraft, including the necessary spare parts kit(s) and ground-based components to be installed at the Air and Marine Operations Center (AMOC). The Contractor shall provide program management, engineering, testing, training, and support services for the development of the Ku Band BLOSDD System.

The contract will include an optional CLIN that, if exercised, will require the Contractor to perform the installation of the Ku Band BLOSDD System on two (2) P-3 aircraft (LRT and AEW) and one (1) DHC-8 (200 or 300 series) aircraft. However, if this option is not exercised, the Contractor shall provide oversight and technical assistance during installation by CBP Maintenance Contractors (Lockheed Martin Aeronautical Company and DS2) on the P-3 and the DHC-8 aircraft, respectively. If the initial concept proves to be a sound addition to operational capability and if CBP determines Ku Band BLOSDD capacity is necessary in accordance with mission requirements, CBP may purchase additional P-3 and DHC-8 Ku Band BLOSDD Systems under the option years.

The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 14 of this SOW. The Contractor shall provide all materials, including the Ku Band BLOSDD terminal, descriptions of equipment, and vendor manuals required to execute this statement of work. The Contractor shall provide all equipment and tools necessary to meet the requirements under this SOW. All equipment shall be commercial-off-the-shelf (COTS) or government-off-the-shelf (GOTS), unless otherwise noted, and shall be provided as specified herein.

C.3

APPLICABLE DOCUMENTS

This SOW requires adherence to Federal Aviation Administration (FAA), Federal Aviation Regulations Parts 23/25, which govern hardware, equipment testing, technical data, handbooks or other practices associated with standard aircraft equipment design or acquisition, except as otherwise noted. The equipment provided by the Contractor shall conform to and be certified in accordance with Federal Communications Commission (FCC) regulations. The documents to be used by the Contractor as general guides and criteria are outlined in the Ku Band BLOSDD System Performance Specifications.

C.4
